HIGHWAY COMMITTEE MEETING MINUTES FOR NOVEMBER 14, 2006
The Manitowoc County Highway Committee convened into an open session at the Highway Commission Office, 3500 STH 310, Manitowoc, Wisconsin being the 14TH day of November, 2006. Chair Bundy called the meeting to order at 4:00 p.m. Roll Call: Present were Chair Bundy, Supervisors Donald Markwardt, Kevin Behnke, Faye Konen, and Michael Bauknecht. Also present: Commissioner, Gary Kennedy, Airport Manager, Chuck Behnke, Road Supt., Brian Glaeser, Shop Supt., Wayne Sleger, County Executive, Bob Ziegelbauer, and Administrative Assistant, Mary Koch. Sup. Bauknecht made a motion, seconded by Sup.Konen to accept the minutes from October 10, 2006 meeting. Motion carried. Public Input None Update on New Facility on I-43 Commissioner Kennedy advised the inside of the building is 100% complete and the move is set for the week of December 4th. Waterline Project A meeting was set for this week but cancelled; another one will be set in the near future. Commissioner Kennedy advised Contract I has been settled. The Towns of Manitowoc and Kossuth are very pleased with the contract negotiations and settlement numbers. Work on these roads will begin next spring. Chuck Behnke, Patrol Supt., advised the committee negotiations are in progress for Contract H & G. Pedestrian Walkways along County Trunk Highways This matter was discussed by the committee at last month’s meeting. The committee did not recommend this type of walkway on county trunks. Commissioner Kennedy advised he has had no further contact with the party raising the question about pedestrian walkways along County Trunks since the last meeting and this matter can be taken off the agenda. Precision Obstacle Free Zone at Airport Airport Manager, Chuck Behnke, informed the committee of new regulations to be enforced for airports. The north end of Runway 17/35 needs to be marked off as a Precision Obstacle Free Zone and monitored at all times when maintenance is performed in this area. Discussion held by the committee. Sup. Markwardt made a motion, seconded by Sup. Bauknecht to implement the installation of a Precision Obstacle Free Zone at the north end of the airport in accordance with the new regulations. Motion carried. Renewal of Leases for Don Kiel, Ralph Strauss, Bill Webster, Ron Hoerth & Dennis Rosenberg, Helen Swetlik-Kodet, and Lance Jerale. Commissioner Kennedy advised that the Manitowoc Company signed its year-to-year Hangar Lease. All leases are governed by the CPI Index. A notice was submitted by Don Kiel, Ralph Strauss, Bill Webster, Ron Hoerth & Dennis Rosenberg, Helen SwetlikKodet, and Lance Jerale for renewal of their annual hangar leases. A motion was made by Sup. Markwardt, seconded by Sup. Konen to renew the annual hangar leases for Don Kiel, Ralph Strauss, Bill Webster, Ron Hoerth & Dennis Rosenberg, Helen Swetlik-Kodet, and Lance Jerale. Motion carried.
Winter Highway Conference – January 29, 30, 31st in Wisconsin Dells The committee was informed that registrations have been sent in for Sup. Markwardt and Sup. Koenen to attend the Winter Highway Conference. Sale of Old Maintenance Building at Airport Airport Manager Behnke advised the committee he received notice that Curt Drumm and Keith Hartlaub were interested in purchasing the old maintenance building at the airport for selling sport pilot planes. A price was given to Curt and Keith; and a decision was made not to purchase the maintenance building. Curt and Keith will conduct this project out of their hangar. Tractor Bide for Manitowoc County Airport Shop Superintendent, Wayne Sleger, informed the committee bids went out for the purchase of a small tractor with mower and loader for the airport. Wayne recommended accepting the lowest bid from Riesterer & Schnell in the amount of $25,154.00. A motion was made by Sup. Behnke, seconded by Sup. Koenen to accept the lowest bid in the amount of $25,154.00 from Riesterer & Schnell. Motion carried. 2007 NACE Conference Commissioner Kennedy advised Wisconsin will be hosting the National Association of County Engineers Conference (NACE) in Milwaukee April 22-26th, 2007. He informed the committee he is chairing this conference. He went on to say he would encourage all members of the committee to attend this conference as it provides a flavor for transportation information throughout the entire Unites States. Volunteers are needed for registration. 2007 Budget & Overtime Reports The committee reviewed the budget and Commissioner Kennedy advised the remaining budget for 2006 is in good form. Employee overtime report was reviewed. He advised the 2007 budget was approved by the Finance Committee and will come before the County Board next Tuesday. The Commissioner felt that all departments were very creative in developing ideas to save the county’s budget. He advised that Highway lost 4 full time positions in the past year. Vouchers Sup. Markwardt made a motion, seconded by Sup. Bauknecht to approve the vouchers dated 10-9-06 to 11-10-06. Motion carried. Other Business - None Next Meeting The next meeting will be held on December 19, 2006 at 5:30 p.m. at the UW-Manitowoc, (Cafeteria), 705 Viebahn Street, Manitowoc, WI. Adjournment Motion made by Sup.
