Sustainable Region Initiative Task Force held at 9:11 a.m. on Tuesday, February 28, 2006
in the 2nd Floor Boardroom, 4330 Kingsway, Burnaby, British Columbia.

1. ADOPTION OF THE AGENDA
1.1 February 28, 2006 Regular Meeting Agenda
It was MOVED and SECONDED
That the Sustainable Region Initiative Task Force:
a) amend the agenda for the Sustainable Region Initiative Task Force
regular meeting scheduled for February 28, 2006 by adding 6.1 -
Correspondence from the North Shore News; and
b) adopt the agenda as amended.

4. REPORTS FROM COMMITTEE OR STAFF
4.1 Sustainable Region Initiative (Presentation)
Members were briefed on the Sustainable Region Initiative and how a
sustainability-based organization operates, the regional mandates, and the
partnerships that are being built.

In response to a concern that the SRI has no clear set of deliverables or time
frame, members were advised the SRI is a process that keeps unfolding and
is a management framework to inspire, producing new projects of a different
character and nature (i.e. Seymour-Capilano Filtration Project). The SRI is
the building of a network or influence, with individuals and organizations
changing their behaviour and adopting sustainability principles. The GVRD
developed a Sustainability Report that documents what has been achieved in
the areas of projects and plans and parallels the region as a whole.
Discussion ensued relative to:
• future economic development and the need for more outreach work;
• the need to create a powerful vision statement;
• growth being the antithesis of sustainability and how many people can the
region accommodate;
• the impact on communities from immigration;
• the concept of sustainability varying among people; and
• identification of issues that are impacting the region and how the
provincial and federal governments can help us.
It was MOVED and SECONDED
That the Sustainable Region Initiative Task Force request staff to report back
on the vision and principles or policy statements relating to the Sustainable
Region Initiative.

Presentation material was provided and is retained with the
February 28, 2006 Sustainable Region Initiative Task Force agenda package.
4.2 2006 Committee Dates
Report dated February 7, 2006 from Delia Laglagaron, Deputy Chief
Administrative Officer, providing the meeting dates for 2006 for the
Sustainable Region Initiative Task Force.
It was MOVED and SECONDED
a) That the Sustainable Region Initiative Task Force receive for information
the report dated February 7, 2006 titled “2006 Sustainable Region
Initiative Task Force Meeting Dates;
b) reschedule the June 6, 2006 meeting date; and
c) schedule additional meeting dates.

4.3 Future of the Region Sustainability Dialogues
Report dated February 20, 2006 from Johnny Carline, Chief Administrative
Officer, providing information on the proposed series of sustainability
dialogues being launched in March 2006.

That the Sustainable Region Initiative Task Force receive the report dated
February 20, 2006, titled “Future of the Region Sustainability Dialogues” for
information.

4.4 Sustainable Community Breakfast Series
Report dated February 20, 2006 from Johnny Carline, Chief Administrative
Officer, providing information on the Sustainable Community Breakfasts.
Request of Staff
Staff was requested to:
a) ensure the board is notified of the dates for the Sustainable Community
Breakfast Series;
b) include a calendar of meetings in the board agenda package.
It was MOVED and SECONDED
That the Sustainable Region Initiative Task Force receive the report dated
February 20, 2006, titled “Sustainable Community Breakfasts” for information.

4.5 Smart Growth Conference Sponsorship
Report dated February 14, 2006 from Heather Schoemaker, Manager,
Corporate Relations Department, seeking approval to contribute $5,000 in
sponsorship funding for the Innovations in Smart Growth Housing Conference
being held May 5, 2006 in Vancouver.
It was MOVED and SECONDED
That the GVRD Board approve the expenditure of $5,000 to provide
sponsorship funding for the Innovations in Smart Growth Housing Conference
being held by Smart Growth BC on May 5, 2006.

5. INFORMATION ITEMS
5.1 30 Days of Sustainability
Report dated February 8, 2006 from Johnny Carline, Chief Administrative
Officer, providing information about the GVRD’s participation as a supporting
partner to the 30 Days of Sustainability.
It was MOVED and SECONDED
That the Sustainable Region Initiative Task Force receive for information the
report dated February 8, 2006 titled “30 Days of Sustainability”.

6.1 On-table Correspondence dated February 16, 2006 from the District of
West Vancouver, City of North Vancouver and the District of North
Vancouver regarding the composition and mandate of the Sustainable
Region Initiative Task Force.
It was MOVED and SECONDED
That the Sustainable Region Initiative Task Force receive for information the
on-table correspondence dated February 16, 2006 from the District of West
Vancouver, City of North Vancouver and the District of North Vancouver
regarding the composition and mandate of the Sustainable Region Initiative
Task Force.
CARRIED
Request of Staff
Staff was directed to:
a) advise the councils of member municipalities that minutes of GVRD meetings are
available on the GVRD website; and
b) request member municipalities advise how the GVRD could increase
communication levels from the board to councils.
On-table correspondence dated February 16, 2006 from the District of West
Vancouver, City of North Vancouver and the District of North Vancouver regarding
the composition and mandate of the Sustainable Region Initiative Task Force was
provided and is retained with the February 28, 2006 Sustainable Region Initiative
Task Force agenda package.
