ACTION MINUTES
REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE TOWN OF
FLORENCE TO BE HELD MONDAY, DECEMBER 18, 2006 AT 7:00 P.M. IN THE
CHAMBERS OF TOWN HALL, LOCATED AT 775 N. MAIN STREET, FLORENCE,
ARIZONA.
1. CALL TO ORDER:
Mayor Rankin called the meeting to order at 7:00 pm.
2. ROLL CALL: PRESENT: Rankin, Smith, Woolridge, Celaya, Kilvinger,
Raasch, Sanders.
3. PLEDGE OF ALLEGIANCE
4. CALL TO THE PUBLIC/COUNCIL RESPONSE Call to the Public for Public
Comment on issues within the jurisdiction of the Town Council. Individual
Councilmembers may respond to criticism made by those commenting, may
ask staff to review a matter raised or may ask that a matter be put on a future
agenda.
5. PUBLIC HEARINGS AND PRESENTATIONS
A. Public Hearing on an application to rezone parcel No. 202-07-101C located
at 390 S Central from Single Family Residential to Neighborhood Office
(Applicant, Larry Quick, PZ-6082-R).
Public Hearing was held.
B. Public Hearing on an application to rezone approximately 104 acres at two
corners of Hunt Highway and Highway 79. First Reading of Ordinance No.
451-06: AN ORDINANCE OF THE TOWN OF FLORENCE AMENDING THE
“TOWN OF FLORENCE ZONING MAP” BY CHANGING THE ZONING
CLASSIFICATION OF CERTAIN PARCELS OF LAND FROM (AG)
AGRICULTURAL, (MH) MANUFACTURED HOUSING AND (I-1) INDUSTRIAL
TO (B-2) HIGHWAY BUSINESS. (Applicant, Jackie Guthrie, PZ-6070-R).

C. Public Hearing on Annexation No. 2006-02: an annexation of approximately

505.2 acres located at the East of Highway 79 between Florence/Kelvin
Highway and Orville Street, West of Quail Run Drive.
Public Hearing was held
D. Public Hearing on Lon Michael Grundy’s application for a personal transfer
and location transfer (License No. P1053487) of a Liquor License located at
Poston Butte Golf Club, LLC., 6100 W. Merrill Ranch Parkway, Florence and
Council recommendation to the Arizona Department of Liquor License &
Control for approval/disapproval of the license.
On motion of Councilmember Kilvinger, seconded by Councilmember Raasch
and carried to recommend approval of Lon Michael Grundy’s application for a
personal transfer and location transfer (License No. P1053487) of a Liquor
License located at Poston Butte Golf Club, LLC., 6100 W. Merrill Ranch
Parkway, Florence to the Arizona Department of Liquor License and Control.
6. CONSENT AGENDA: All items indicated by an (*) will be handled by a single
vote as part of the consent agenda, unless a Councilmember or a member of
the public objects at the time the agenda item is called.
A. *Acceptance of the register of demands ending on November 30,
2006 in the amount of $1,625,796.12.
B. *Acceptance of a $200 Wal-Mart gift card donation from Jim Spencer.
C. *Award bid for a Canon Copier C4080i to IKON Office Solutions in an
amount not to exceed $15,496.00.
On motion of Councilmember Raasch, seconded by Councilmember Sanders
and carried to approve the consent agenda as presented.
7. NEW BUSINESS
A. Recommendation of approval/disapproval to the Arizona Department of
Liquor License and Control on an application for Temporary Extension of
Premises/Patio Permit requested by Gibbys Old Town Cantina and Grill for
a New Years Event on December 31, 2006.
On motion of Councilmember Kilvinger, seconded by Councilmember Celaya
and carried to recommend approval to the Arizona Department of Liquor

B. Resolution No. 1028-06: Discussion/Approval/Disapproval of A
RESOLUTION OF THE TOWN OF FLORENCE, PINAL COUNTY, ARIZONA,
CHANGING THE NUMERICAL SEQUENCE OF THE TOWN SALARY SCALE;
DECLARING AN EMERGENCY.
On motion of Councilmember Sanders, seconded by Councilmember
Woolridge and carried to adopt Resolution No. 1028-06.
C. Discussion/Approval/Disapproval of entering into agreement with the
Florence Preservation Foundation for the purchase of the Silver King Hotel.
On motion of Councilmember Raasch, seconded by Councilmember Sanders
and carried to enter into an agreement with the Florence Preservation
Foundation for the purchase of the Silver King Hotel.
D. Ordinance No. 452-06: First Reading of AN ORDINANCE OF THE TOWN OF
FLORENCE, ARIZONA AMENDING CHAPTER TWO ADMINISTRATION,
ARTICLE III. “OFFICERS AND EMPLOYEES”, DIVISION I. GENERALLY,
SECTION 2-86. “OFFICES CREATED”, AND DECLARING AN EMERGENCY.
