RESOLUTION 2006-130 A RESOLUTION GRANTING APPROVAL OF A SPECIAL EVENT PERMIT TO BAXTER CREDIT UNION, 400 N. LAKEVIEW PARKWAY, FOR THE PURPOSE OF HOSTING A NEW/USED CAR SALE, OUTDOORS, ON SEPTEMBER 15 & 16, 2006. WHEREAS, Mr. Taylor Murray, representing Baxter Credit Union located at 400 N. Lakeview Parkway has submitted a request for authorization to hold a new/used car sale in the Baxter Credit Union and adjacent Cole Parmer parking lots on September 15 & 16, 2006; and WHEREAS, to help protect the health, safety and welfare of its citizens, the Village of Vernon Hills Board of Trustees is designated to review and consider special events that are held within the corporate limits of the Village and open to the public; and WHEREAS, Board of Trustees has determined such special events may attract crowds, which create the potential for alcoholic liquor violations, sanitary and health problems, traffic congestion, excessive noise, and other activity that potentially threatens the health, safety and welfare of the public can require the applicant to comply with specific operational standards as a condition of approval; and WHEREAS, the Board of Trustees, having reviewed and considered the Baxter Credit Union Special Event Permit Application and plan, found that the application and plan sufficiently comply with the operational standards necessary to facilitate a safe, entertaining event and which, in its judgment, would justify it in approving a Special Event Permit. NOW, THEREFORE, BE IT RESOLVED by the Village President and Board of Trustees of the Village of Vernon Hills, Lake County, Illinois: SECTION I. Mr. Taylor Murray, representing Baxter Credit Union, is authorized to hold a new/used car sale in the parking lots of Baxter Credit Union, 400 N. Lakeview Parkway, and the adjacent Cole Parmer, 625 E. Bunker Court, September 15 & 16, 2006, conditioned upon: 1. 2. The applicant not allowing the sale, service, or consumption of any alcoholic beverages on the premises. That new/used car sale operated in accordance with the letter, plan, and Special Event Permit application reviewed and approved by Village of Vernon Hills Committee of the Whole on August 8, 2006 and on file with the Community Development Department.
SEVERABILITY. In the event that any section, clause, provision, or part of this SECTION II. resolution shall be found and determined to be invalid by a court of competent jurisdiction, all valid parts that are severable from the invalid parts shall remain in full force and effect. If any part of this resolution is found to be invalid in any one or more of its several applications that are severable from the invalid applications shall remain in effect. SECTION III. REPEAL AND SAVINGS CLAUSE. All resolutions or parts of resolutions in conflict herewith are hereby repealed; provided, however, that nothing herein contained shall affect any rights, actions or causes of action which shall have accrued to the Village of Vernon Hills prior to the effective date of this resolution. SECTION IV. EFFECTIVE DATE. This resolution shall be in full force and effect from and after its passage, approval and publication as provided by law.
