               Process – Revised August 2006
Step 1 – March 2006
Performance Measure Guidelines are included in the budget instructions issued by DAS.
Step 2 – Beginning March 2006
The Progress Board provides training and technical assistance to agencies an as-needed basis.
Technical assistance will be provided as resources allow.
Step 3 – April – July September 2006
Agencies submit budget form 107BF04a, “Proposed 2007-09 Key Performance Measures
(KPMs)” to the Progress Board electronically, via e-mail. The Progress Board will forward to
BAM and LFO analysts as a draft submission and screen and submit proposed changes for Core
Team criteria review.
Step 4 – May – August August – November 2006
The performance measure core team (staff from LFO and DAS) LFO analysts, in collaboration
with BAM analysts review proposed changes to legislatively-approved 2005-07 key performance
measures, focusing on whether the proposed changes meet the criteria in these guidelines.
Reviews are shared with agencies. Agencies modify their proposed performance changes based
on Core Team LFO/BAM analyst reviews, if desired. Core Team LFO/BAM analysts adjust the
reviews based on changes made by agencies.
Step 5 – August 1 or September 1
Include in the Agency Request Budget document:
      Proposed Key Performance Measures, Budget Form 107BF04a. If changes were
       requested, include Core Team review in budget document.
      Most recent Annual Performance Progress Report. For most agencies, that will be the
       September 30, 2005 report, which is posted at
       http://www.das.state.or.us/DAS/OPB/APPR05.shtml. If the FY 2005-06 Annual
       Performance Report (Step 6) is complete, include that instead. If it is not complete,
       include a placeholder for it.
Step 6 – September 30, 2006
Agencies submit budget form 107BF04c, “Annual Performance Progress Report” detailing
progress made toward achieving performance measure and targets for legislatively-approved
2005-07 measures during Oregon fiscal year 2005-06. Agencies submit electronically to the
Progress Board with a cc to their LFO and BAM analysts.
Step 7 – November 2006
Budget forms 107BF04a and 107BF04c and the Core Team LFO/BAM analyst review
accompany the Governor’s Recommended Budget when it is submitted for legislative approval
in November.

Step 8 – February – June 2007
Agencies include the following information for Ways and Means presentation:
        “Proposed 2007-09 Key Performance Measures” - Budget Form 107BF04a
        “Annual Performance Progress Report” - Budget Form 107BF04c
        Core Team LFO/BAM analyst Review, if changes to approved 2005-07 performance
           measures were requested for the 2007-09 biennium
Step 9 – June 2007
Agencies modify performance measures and targets in response to legislative direction. All final
revisions should be submitted to the Progress Board in the “Final 2007-09 Key Performance
Measures” – Budget Form 107BF-04b, with a cc to BAM and LFO analysts.
Step 10 - September 30, 2007
Agencies submit budget form 107BF04c, “Annual Performance Progress Report” detailing
progress made toward achieving performance measure and targets for legislatively-approved
2005-07 measures during Oregon fiscal year 2006-07. Agencies submit electronically to the
Progress Board with a cc to their LFO and BAM analysts.
