ANNUAL FOIA REPORT NOTICE 2006 12 Sep 06 THIS REQUIRES YOUR IMMEDIATE ATTENTION - SHORT SUSPENSE FOIA TEAM: 1. The Annual FOIA Report covering the period 1 Oct 05 30 Sep 06 is due earlier this year as a result of DoD imposing a shorter deadline. Further, as a result of the signing of EO 13392 and the development of the DOD FOIA Improvement Plan, DD Form 2564 has been revised (Aug 2006) and new reporting requirements are included. 2. The Annual FOIA Report dates for 2006 are: Feeder reports due to Echelon 2 and CMC (ARSF) by 13 Oct 06. Echelon 2 and CMC consolidated reports due to DNS-36C by 27 Oct 06. DON Consolidated Report due to DOD FOIA by 17 Nov 06. 3. A copy of the revised DD Form 2564 (Aug 2006), newly revised instructions, listing of approved (b)(3) statutes, and the DoD composite rate schedule are found at www.foia.navy.mil (FOIA Tool Kit). Civilian salary information can be downloaded from www.opm.gov. 4. To ensure accurate reporting, follow the new instructions as you complete the report. Also, do not cite to (b)(3) statutes that do not appear on the (b)(3) list. 5. Echelon 2 and CMC consolidated reports should be emailed to sarah.english@navy.mil or faxed to (202) 6856580. The statistics provided in the Annual FOIA Report have proven extremely valuable in identifying commands with similar backlogs, analyzing best practices and identifying needed resources (personnel and technology). We are hopeful with the deployment of REDAX (our NMCI approved electronic FOIA Redaction System) that the time taken to redact FOIA requests will be greatly diminished. As we continue delivering inputs for the DOD FOIA Improvement Plan, it is imperative that we provide them with the best representation of what DON is doing to reduce backlogs and be responsive to customer complaints. This is your opportunity to discuss whether or not a customer-focused FOIA as outlined in EO 13392 is working in your organization and whether your web site proactively answers questions and delivers information that otherwise may have resulted in a FOIA request. If the number of FOIA requests have diminished over the past few years, this is a great opportunity to opine why the decrease (i.e., web site, changed mission, etc).
