Composition and meetings of the of the SAAM Executive Committee

The Executive Committee also serves at the National Committee for the International Union for Theoretical
and Applied Mechanics, IUTAM2.

Elections were organised by the Secretary and a new SAAM Executive was established in mid-2004.
Appendix A contains the names and contact details of the SAAM Executive Committee for the period
2000-2003, and Appendix B contains names and contact details of the SAAM Executive Committee for
2004-2005. Particular thanks are extended to the previous members of the committee for their perceptive
and dedicated work.

The Committee welcomes as new members Dr Modify Kaunda (UKZN), Dr Milton Kataka (CSIR), and Dr
Arnaud Malan (UP). Dr Ken Craig (UP) is Vice-President, Dr Nawaz Mahomed (DST) continues as
Secretary and generously undertook to organise both the SAAM website and SACAM06, and Dr Ewan
Sellers (AEC) ably continues as Treasurer. The new Committee met in November 2005.


Activities of the SAAM Council

General Meeting
The last General Meeting was held in Gauteng, 2004 and minutes are available on request.

Communication with members
The SAAM website at www.samechanics.co.za is up and running. A newsletter is in production.


South African Conference on Applied Mechanics (SACAM)

The primary function of SAAM is to promote communication within the Applied Mechanics community in
South Africa. Its main tool for doing this has been the SA Conference on Applied Mechanics.

SACAM04: Gauteng
The 4th SACAM was held in Gauteng in 2004, and was an unqualified success, with the exchange of good
research results, participative students, and a highly successful social atmosphere. Rain failed to damp
vigorous discussion, and all of the invited guests stimulated new directions of thought. Professors Radek
Iwakiewicz, Jat du Toit, and Ken Craig worked tirelessly and professionally for this success and are
warmly thanked.

SACAM06: Cape
SACAM has traditionally rotated between the Cape, KZN, and Gauteng, and during 2004 an organising
committee was formed for SACAM06 in the Western Cape. It is with great appreciation and thanks for the
work of both the Organising Committee and the Scientific Committee that SAAM looks forward to this
conference.

Membership

The Executive voted to adopt a scheme whereby delegates to SACAM automatically become members of
SAAM, and membership fees are recovered through conference registration. At March 2005 the figures
stood as follows:

Much work remains to be done in making the scheme fully workable, and retaining communication with
members between conferences.

Finance

SACAM04 raised over R59 390.78 and thereby put SAAM on a firm financial footing. Again, warm thanks
are due to the SACAM04 Organising Committee.

The General Assembly of IUTAM voted in 2004 to waive the membership fees of adhering organizations in
developing countries, and generously extended this encouragement to South Africa. SAAM continues to
be a member of IACM at a fee of R1000 per year.

Access to the SAAM bank account has been bedeviled by a number of delays, particularly in obtaining
acceptable documentation for all three signatories simultaneously.


Participation by South Africans in IACM, IUTAM and ICSU activities

The Executive Committee of SAAM functions as the National Committee for South Africa at IUTAM, which
is one of the member unions of the International Scientific Union, ICSU3.

The IUTAM-ICSU grant to AIMS 4
A successful proposal for an ICSU Grant supporting the African Institute for Mathematical Sciences
(AIMS) was made by Prof Keith Moffatt, the President of IUTAM, in 2004. As well as many international
unions, the proposal was supported by the South African National Committee; Prof du Toit has served as
a member of the Advisory Board of AIMS and Prof Daya Reddy has been closely concerned in the
inception and success of AIMS. The grant obtained US$ 100 000 for scholarships for students and training
of secondary school teachers, and a very successful Workshop was held in early 2004 in conjunction with
the Royal Society.

International Congress on Theoretical and Applied Mechanics, ICTAM04, and IUTAM General Assembly

Prof du Toit represented South Africa at the General Assembly and Dr Gledhill attended as an Observer.
The reports of both delegates are available on request. Of particular interest to South Africa is the fact that
both ICSU and IUTAM have strategies towards capacity building in Africa. IUTAM has therefore waived
membership fees for adhering organisations in Africa, and hopes to build membershi p across the
continent. The assistance of SAAM was offered in this respect. Prof Moffatt reported on the successful

AIMS grant to the acclaim of members of the GA. A new Bureau was elected with Prof Ben Freund as
President-elect.

Seven South Africans attended ICTAM, August 2004, in Warsaw, Poland. In his opening address, Prof
Moffatt noted that 2004 marked the 80th anniversary of the first IUTAM meeting, which was attended by the
august fluid dynamicists Prandtl and Burgers, and also the 60 th anniversary of the Warsaw Uprising.
Notable opening papers were those by Prof Leen van Wingerden, who reviewed bubbly flows, aptly
contrasting the work of Dom Perignon and Isaac Newton (one prepared a dish with rising bubbles while the
other delivered formulas based on falling fruits), and Prof Kazimierz Sobczyk, who gave a sweeping view of
the development of stochastic mechanics. Advances in multiple fields across mechanics and fluid
dynamics were presented. Of particular interest to SAAM was the education session, whi ch attracted
more listeners that the allocated room could hold. The AIMS project dominated both the session and the
conference, and held centre stage at informal discussions. Global interest in capacity building, and in
science and research in Africa, is high and should not be neglected.

ICSU Workshops for National Committee Chairs

ICSU has, through its secretariat at the NRF, organised annual workshops for national committee chairs.
Prof G Pillay, chair of the secretariat, has encouraged increasing transformation, and reports on the
activities of South African representatives of the International Unions are tabled.

The ICSU Regional Office for Africa5

In 2005, ICSU announced its intention to open regional offices, and selected Pretoria as the site for its first
office in Africa. Prof Thomas Rosswall, President of ICSU, opened the office at a well-attended function in
October 2005. Prof Sospeter Muhongo is the Executive director, with Robert Kriger as Acting Deputy
Director. Potential projects include continental networking, databases of researchers, and workshops.

IACM6 and WCCM04

Two South Africans attended the World Conference on Computational Mechanics in Beijing, 2004, held by
the International Association for Computational Mechanics. Like ICTAM, WCCM is a conference of
approximately 1500 papers. Significant opening presentations included those of the President of IACM,
Prof Eugenio Oñate; Prof Belytschko, making a complete bridge from quantum mechanics to continuum
structural models; and Prof Ohayon of ONERA on intelligent adaptive fluid-structure systems. Prof Roger
Owen was awarded the IACM Gauss-Newton Medal for lifetime achievement at the spectacular conference
banquet.

Prof Reddy is the South African representative for the Annual General Meet ing and delegated the task of
representation to Dr Gledhill, who also served on the Scientific Board of the meeting.

Capacity building

Capacity building in the sense used by IUTAM and ICSU may be interpreted as referring both to the
introduction of promising new candidates to the world the international unions (including research,
international projects, and committee service), and the development of people competent in theoretical and
applied mechanics.

There is a special role for professional and learned associations in providing a forum for members, a home
for national projects, and a forum for the introduction of young professionals and students to the wider
community. SAAM is able to take advantage of the opportunities offered internationally and nat ionally for
South Africans. It is a particular aim of SAAM to make some strides in this respect , and a subcommittee
of Dr Kaunda, Dr Kataka and Dr Gledhill has been formed.

Acknowledgements

The President takes this opportunity to thank the dedicated volunteers on the SAAM Council, the IUTAM
National Committee, and the SACAM Organising Committees, for their determination in the face of
multiple pressures, and their strong belief in the value of this association to the community.


Conclusion

In the last 2 year period, SAAM has held one successful national conference and is preparing for another.
Its financial situation has improved. Representation and participation in IUTAM, IACM and ICSU activities
has increased.

In 2006, we are observing a swelling tide of interest in science in Africa and capacity building in developing
countries throughout the world, and are well positioned to pass on the advantages of the wave to South
African members.
