1.1 SCADA Host Challenge
1.1.1 Modern SCADA System To compete effectively in the new e-Enabled world, Tejas Gas de Toluca requires a modern SCADA system that will empower its organization to share the SCADA data with the numerous corporate users. This SCADA system must incorporate advanced applications necessary to assist in making appropriate business decisions as well as support Tejas Gas de Toluca’s customers effectively. 1.1.2 Multitude of Old and New Field Devices Tejas Gas de Toluca is facing a significant risk in terms of maintaining, supporting and using the existing SCADA system. The new system must have the capabilities to communicate with the old as well as the new field devices. The system must also be able to provide a seamless transition with the existing applications.

When it comes to switching SCADA systems, any operating company faces significant risks. The business must remain in operation with minimum disruptions. In particular, it is important the Control Room Operators continue to have monitoring and control capabilities of the system during the transition period. 1.1.4 The ‘Open RTU’ Benefits The ability of the Metso Automation ‘open’ system is obvious and significant. The system is able to communicate with nearly all of the major RTU/PLCs manufactured. Tejas Gas de Toluca will be able to pick an RTU/PLC that best suits the particular field requirements, with peace of mind that the selected RTU will work with the SCADA host. This is evident in this quotation, where Metso Automation has included the driver for multiple types of RTUs, however, is also able to implement the project using additional optional RTUs.
1.1.5 The ‘Open SCADA Hardware’ Benefits In addition, Metso Automation ‘open’ concept extends further. Metso Automation’s SCADA software functions equally well on Compaq, SUN, HP, and Intel hardware. This allows Metso Automation to match the system requirements to the hardware, which provides the most benefit at the instant the project is executed. This will provide Tejas Gas de Toluca with the highest quality system for the best price. The implications of this carry further, allowing Tejas Gas de Toluca to migrate the software from hardware platform to platform, as Tejas Gas de Toluca’s needs change. The ‘open’ concept ensures that Tejas Gas de Toluca will have the flexibility of selecting hardware offering the best cost/benefit as required.
1.1.6 The ‘Open Data’ Benefits The last, most significant, ‘open’ concept spans the idea of data access and connectivity amongst computer systems. A preventative maintenance report is automatically generated using running times of pumps directly from the SCADA system. The ‘open Data’ is the next evolution of SCADA systems. Using Metso Automation “Datapump” application, data will be transferred directly into the Corporate database, also data from that location will be transferred back to the OASyS software to populate a variety of fields. @WEB Suite of Applications – @WEB applications provide an economical means to present automation and application information to the corporate users that need to see it in realtime. @WEB applications range from the basic display@WEB, which provides users with a mimic of the control system displays, to insight@WEB, which provides visualization of data from a variety of operational, financial and environmental sources. 1.1.7 Low Cost of Ownership Metso Automation systems are designed to run with the minimum possible maintenance. Many of the regular maintenance tasks are automated. The system is designed in a fully redundant configuration, which allows subscription to slower response maintenance services, hence reducing costs. Metso Automation provides an excellent suite of service options. These options can be added or deleted, depending on Tejas Gas de Toluca’s needs. Metso Automation can provide 100% maintenance and support of the system or provide as little as occasional e-mail support. The wide range of support options allows Tejas Gas de Toluca to select an economical and practical support suite. Tejas Gas de Toluca will be supported with high quality intermediate to senior level engineers, familiar with a variety of SCADA systems. Metso Automation’s new ‘vertical support’ initiative now ensures that some of the personnel that have worked on the Tejas Gas de Toluca SCADA Replacement Project will also be providing system support. 1.1.8 Proven Technology Metso Automation has installed OASyS at over 200 sites, for over 150 customers. Executive Summary
Metso Automation’s ‘open’ design allows the OASyS system (system proposed to Tejas Gas de Toluca) to be scaled from a small system (Station level) up to a very large system (1000 RTU sites). Although Tejas Gas de Toluca may not need that much growth, it is reassuring that the system has been in use in very large systems and architecture is efficient to provide for growth should Tejas Gas de Toluca need it in the future. The OASyS system has built in capabilities of a distributed architecture, allowing Tejas Gas de Toluca to add additional SCADA systems in the future. Using the new architecture, a new pipeline acquisition could be readily added with minimal cost impact. 1.1.10 The Metso Automation Solution OASyS can support many different types of RTUs and PLCs. As a base replacement, OASyS will be able to provide necessary communications to these and other RTUs in the future. This means that Tejas Gas de Toluca will never again be captive to the selection of a single hardware supplier for the RTU/PLC selections as well as the computer hardware. 1.1.11 Corporate Commitment Metso Automation’s commitment to SCADA and the SCADA market worldwide is indisputable. 1.1.11.2 Quality
