									                                      Bylaws of the Dancing Illini
                                       Submitted for approval March 27, 2002

Preamble:
The Bylaws of the Dancing Illini govern the internal operation of the club. They shall not be in contradiction with
the Constitution of the Dancing Illini or violate the provisions of the Code on Campus Affairs and Handbook of
Policies and Regulations Applying to All Students, or the UI Registered Organizations Handbook.


                                     Article I - Membership and Dues
A. Persons meeting the membership requirements as set forth in the Constitution of the Dancing Illini may become
   members of the Dancing Illini at any time by paying dues to the Treasurer.
   1. The amount of dues shall be determined by the governing board of the Dancing Illini.
   2. Dues are not refundable.
   3. Officers, chairpersons, appointees, and instructors of the Dancing Illini shall have their dues waived and
       considered paid in full during their period of service to the club.
   4. For purposes of recruitment or of maintaining gender balance in classes, the Treasurer may waive a
       person’s dues. The Treasurer shall normally honor such waivers granted by other officers or chairpersons.

B. Illinois residents not meeting the membership requirements as set forth in the Constitution of the Dancing Illini
   may become registered participants of the Dancing Illini at any time by paying fees to the Treasurer.
   1. The amount of fees shall be determined by the governing board of the Dancing Illini, but must be greater
        than the amount of dues.
   2. Registered participant fees are not refundable.
   3. Chairpersons, appointees, and instructors of the Dancing Illini shall have their fees reduced waived and
        considered paid in full during their period of service to the club.
   4. Registered participants are entitled to all of the benefits of regular members, except they cannot:
        a) run for or be elected to an officer position, nor
        b) vote in club elections or decisions put to a member vote.
   5. For purposes of recruitment or of maintaining gender balance in classes, the Treasurer may waive a
        person’s fees. The Treasurer shall normally honor such waivers granted by other officers or chairpersons.

C. Some Dancing Illini events may be open only to Dancing Illini members and registered participants. All regular
classes fall into this category.

D. Dancing Illini members are expected to behave in a mature and responsible manner both on and off campus in all
club-related activities, in accordance with the Code on Campus Affairs and Handbook of Policies and Regulations
Applying to All Students. Individuals who promote or engage in inappropriate on- or off- campus activities may
have their member status revoked by decision of the elected officers and chairpersons.


                                           Article II - Class Policies
A. Enrollment in a Dancing Illini course is conditional upon:
     payment of the course fee if the course is held during the fall or spring semester, and
     payment of either:
             membership dues, or a
             registered participant fee.
B. Payment is due by the beginning of the second class.
C. Course fees are not refundable. In unusual circumstances, exceptions may be made by any officer or chair.
D. The Dancing Illini shall not charge for classes during the summer.
E. Special discounts may be made on a case-by-case basis for students repeating a class.
F. Each instructor will be paid a fee listed on a "Letter of Agreement" contract signed by the instructor. The
    Education Chair shall negotiate these fees, within the budget cap allotted for the purpose.
G. All dances with an international-style syllabus will be taught in the international style, so as to provide
   continuity from level to level. Words pertaining to style shall not be used for advertising purposes, as this is
   counter-productive.
H. There are four beginner classes in the current curriculum: Waltz/Rumba, ChaCha/Tango, Swing/Hustle, and
   Salsa/Two-step. Intermediate classes will be chosen based on the availability of teachers, maintaining a balance
   of Standard, Latin, and Nightclub dances over the whole curriculum, while focusing on specific styles in each
   individual class.
I. To supplement the Dancing Illini Dance Programs, members are encouraged to form DI dance teams, including,
   but not limited to, performance-oriented formation teams and competition-oriented teams. Team membership
   must be open to all DI members or registered participants. Each team shall report its status at DI general
   meetings.



                                     Article III - Advisors and Coaches
The governing body may vote to appoint and remove advisors and coaches to help with the mission of the club.


                                               Article IV - Budget
Officers and chairpersons are authorized to spend Dancing Illini funds as specified in the approved budget.
Unbudgeted expenditures of less than $50 per month may be made at the discretion of an officer and/or chairperson.
In cases where unbudgeted expenditures of more than $50 are required, two or more officers and chairpersons may
unite and agree to combine their $50 per month discretionary funds for a single purpose.
In cases where additional funds are required, unbudgeted expenditures up to $400 may be approved by a majority of
the officers and chairpersons.
Unbudgeted expenditures over $400 must be approved by a majority of the members at a regularly scheduled club
meeting.
All unbudgeted expenditures must be announced by the officers or chairpersons who made them, at the first Dancing
Illini General Meeting following the expenditure, as amendments to the budget.



                                          Article V - Tutor Program
         The Dancing Illini does not currently have a tutor program, but may wish to re-establish it in the future.



                                 Article VI - Rebates for Private Lessons
         The Dancing Illini does not currently offer rebates for private lessons, but may wish to re-establish such in
the future.


                                         Article VII - Video Library

A. A Dancing Illini Video Librarian may be appointed by decision of the governing body.
B. The Dancing Illini dance video lending library has been established for the benefit of all Dancing Illini (DI)
   members and registered participants.
C. The DI does not charge its members for use of its videotapes, but because these videotapes are quite expensive
   to purchase, we ask for a $20 mandatory cash deposit per videotape borrowed. The dance proficiency of DI
   advisors, coaches, officers, instructors and tutors directly affects the level of dancing in the club. To encourage
   DI advisors, coaches, officers, instructors and tutors to increase their own dance proficiency, each advisor,
   coach, officer, instructor and tutor may borrow up to 2 videotapes at one time without leaving a deposit.
D. The deposit will be returned (minus any late fines) when each videotape is returned.
E. Videotapes may be borrowed for up to one week. Borrowers may have no more than four DI videotapes in their
   possession at any one time. The DI Video Librarian will:
   1. record and collect all donations, deposits and fines,
   2. keep a record of the borrower of each tape, and
   3. mark each tape with the return due date.
F. The DI Video Librarian shall be available at regular times to allow videos to be checked out and returned. If in
   a given semester regular weekly practices are held, the Video Librarian will be available during at least one
   such practice each week.
G. Videotapes in the possession of the borrower are the responsibility of the borrower. If damages to, or loss of, a
   Dancing Illini library videotape occur due to negligence on the part of the borrower, the borrower must pay all
   costs associated with obtaining an identical replacement. Until these costs are fully paid, the Dancing Illini
   membership status of the borrower will be revoked and the borrower will be prohibited from participating in
   any Dancing Illini events.
H. The DI Video Librarian is not responsible for always bringing every videotape with him/her to every weekly
   dance practice. If you would like to pick up a videotape at a dance practice, let the DI Video Librarian know in
   advance. If there is great demand for the videotapes, your name will be placed on a waiting list.


                                   Article VIII - Recall of DI Property
At any time, the president or the governing body may demand the recall of any Dancing Illini property loaned out or
in the possession of DI members or registered participants. The property must be returned within a reasonable time
period, usually 24 hours.
                                          Article IX - Amendments
Amendments to these Bylaws may be made by a majority vote at any club meeting. Only members who have paid
their semesterly dues may vote.

                                       Article X – Duties of Officers
A. President
    1. The President is responsible for chairing the Dancing Illini meetings and representing the Dancing Illini in
         an official capacity when necessary.
    2. The President may delegate committee supervision to other Dancing Illini members or officers when
         necessary and appropriate.
    3. The President shall be responsible for the agendas of all Dancing Illini meetings.
    4. The President shall have the power to create committees and appoint members to serve on those
         committees.
    5. The President shall supervise the work of the other officers, chairpersons and committees and assist them in
         their business and reports.
    6. The President shall properly register the Dancing Illini with the Registered Organizations Office, 284 Illini
         Union, before September 15 each year.
    7. The President shall maintain his or her name, address, and phone number on file at the Registered
         Organizations Office, 284 Illini Union, as a "registered agent."
    8. The President shall also perform various administrative duties.
    9. The President must attend the Registered Organizations Office's Presidents' workshop.
    10. The President shall actively promote new member recruitment and involvement in club events and
         activities.
    11. The President, as an officer, must be a full member of the Dancing Illini.
A. Vice President.
    12. The Vice President shall assume the powers and responsibilities of the President in the event of the
         President's absence or incapacity.
    13. If there is no Social Chair, the Vice President shall coordinate the duties of the social chair.
    14. The Vice-President shall also perform various administrative duties. The Vice-President shall actively
         promote new member recruitment and involvement in club events and activities.
    15. The Vice-President, as an officer, must be a full member of the Dancing Illini.
C. Treasurer.
    16. The Treasurer shall be responsible for all financial matters relating to Dancing Illini business.
   17. The Treasurer shall maintain his or her name, address, and phone number on file at the Registered
       Organizations Office, 284 Illini Union, as a "registered agent."
   18. The Treasurer shall be responsible for
       a. collecting dues and lesson fees,
       b. preparing SORF (Student Organization Resource Fee) applications,
       c. submitting all necessary receipts and vouchers for payment or reimbursement by SORF (Student
             Organization Resource Fee) and OFAB (Organization Fund Advisory Board),
       d. maintaining university and private bank accounts,
       e. maintaining a petty cash fund, and
       f. reimbursing members for approved club expenditures.
   19. The Treasurer shall provide the officers a report of club income and expenses at least once every two
       months.
   20. The Treasurer, in consultation with the other officers, shall propose a semesterly budget at the first general
       club meeting of each semester. The Treasurer will revise the budget until it is approved by simple majority.
   21. If proposed revisions to an approved budget are made at any Dancing Illini meeting, the Treasurer will
       initiate discussion and call for a member vote to approve the proposed budget revision by simple majority.
   22. The Treasurer shall also perform various administrative duties.
   23. The Treasurer must attend the Registered Organizations Office's Treasurers' workshop.
   24. The Treasurer shall actively promote new member recruitment and involvement in club events and
       activities.
   25. The Treasurer, as an officer, must be a full member of the Dancing Illini.
D. Secretary.
   26. The Secretary shall be responsible for scheduling general meetings and officers’ meetings.
   27. The Secretary shall maintain a roster of club members, including their phone numbers, addresses, and
       emails.
   28. The Secretary shall distribute a phone roster to all members.
   29. The Secretary shall administer the Dancing Illini e-mail list.
   30. The Secretary shall take the minutes of all meetings and record all votes.
   31. The Secretary shall also perform various administrative duties.
   32. If there is no Public Relations Chairperson, the Secretary is responsible in the Spring for reserving a Quad
       Day booth and table for the following August.
   33. The Secretary shall actively promote new member recruitment and involvement in club events and
       activities.
   34. If there is no Public Relations Chairperson, the Secretary shall coordinate the duties of the Public Relations
       Chair.
   35. The Secretary, as an officer, must be a full member of the Dancing Illini.
E. Competition Chair.
   36. The Competition Chair shall be responsible for organizing and obtaining space for all aspects of Dancing
       Illini competitions occurring both during his or her term and for the following term, as appropriate.
   37. The Competition Chair shall also be responsible for all arrangements necessary for members to attend non-
       UIUC competitions.
   38. The Competition Chair shall actively promote new member recruitment and involvement in club events and
       activities.
   39. If there is no Workshop Chairperson, the Competition Chair shall coordinate the duties of the Workshop
       Chair.
   40. The Competition Chair, as a chairperson, may be a member of or a Registered Participant in the Dancing
       Illini.
F. Education Chair.
   41. The Education Chair shall be responsible for finding instructors and organizing dance classes, quickie
       lessons, and practices that satisfy the curriculum decisions made jointly by the officers and chairpersons.
   42. The Education Chair shall be responsible for obtaining space for classes, workshops and practices
       occurring both during his or her term and for the following term, as appropriate.
   43. The Education Chair shall be responsible for the stereo, headset mic & batteries, and for supplying name
       tags for use at all DI classes, workshops and practices.
   44. If there is no Public Relations Chairperson, the Education Chair is responsible for advertising the classes
       and seminars.
   45. If there is no Teaching Chairperson, the Education Chair is responsible for coordinating the duties of the
       Teaching Chair.
   46. The Education Chair shall actively promote new member recruitment and involvement in club events and
       activities.
   47. The Education Chair, due to their critical policy-setting function, must be a full member of the Dancing
       Illini.
G. Social Chair.
   48. The Social Chair shall be responsible for both organizing and obtaining space for new member activities,
       dances, fund-raisers, and social activities occurring both during his or her term and for the following term
       as appropriate.
   49. The Social Chair shall be responsible for supplying name tags for use at all DI dances.
   50. The Social Chair shall actively promote new member recruitment and involvement in club events and
       activities.
   51. The Social Chair shall be responsible for the DI music library.
   52. The Social Chair, as a chairperson, may be either a member of or a Registered Participant in the Dancing
       Illini.
H. Public Relations Chair.
   53. The Public Relations Chair (PR Chair) is responsible for items that involve the interaction between the
       Dancing Illini (DI) and the general public.
   54. The PR Chair is responsible in the Spring for reserving a Quad Day booth and table for the following
       August. The PR Chair is responsible for supplying publicity materials and sign-up sheets, and for recruiting
       volunteers to distribute publicity materials at the Quad Day booth during event hours. (If there is no public
       relations chair elected in a given year, this becomes the Secretary's duty).
   55. Additionally, the PR Chair shall conduct a publicity campaign for a specific event when requested to do so
       by an officer or chairperson, and when provided with a specific campaign budget by an officer or
       chairperson. If a request is not made or a budget not at least 2 weeks in advance, the responsibility for
       conducting the publicity campaign falls upon the respective officer or chairperson in charge of the event.
   56. The PR Chair shall act as a Publicity Advisor for other officers and chairpersons who are conducting their
       own publicity campaigns. The PR Chair shall maintain an archive of past advertisements and flyers, and
       shall regularly provide the Secretary with a backup copy of this archive.
   57. The Public Relations Chair shall actively promote new member recruitment and involvement in club events
       and activities.
   58. The Public Relations Chair, as a chairperson, may be either a member of or a Registered Participant in the
       Dancing Illini.
I. Workshop Chair.
   59. The Workshop Chair shall be responsible for organizing and obtaining space for all aspects of Dancing
       Illini workshops occurring both during his or her term and for the following term, as appropriate.
   60. The Workshop Chair shall also be responsible for all arrangements necessary for members to attend non-
       UIUC workshops.
   61. The Workshop Chair shall actively promote new member recruitment and involvement in club events and
       activities.
   62. If there is no Competition Chairperson, the Workshop Chair is responsible for coordinating the duties of the
       Competition Chair.
   63. The Workshop Chair, as a chairperson, may be either a member of or a Registered Participant in the
       Dancing Illini.
J. Webmaster.
   64. The Dancing Illini Webmaster(s) shall be appointed by decision of the elected officers. The DI
       Webmaster(s) will maintain the DI web page.
   65. The Webmaster is an appointee, and is governed by the rules applying to appointees.
K. Teaching Chair.
   66. The Teaching Chair shall be responsible for training Dancing Illini instructors, and for training and testing
       Dancing Illini tutors.
   67. The Teaching Chair, as a chairperson, may be either a member of or a Registered Participant in the
       Dancing Illini.
68.      If there is no Education Chairperson, the Teaching Chair is responsible for coordinating the duties of the
      Education Chair.
