American Educational Research Association _______________ ____________ PRESIDENT’S MESSAGE Colleagues, Happy New Year!! I hope all of you enjoyed your holidays. The Executive Committee continues its preparations for the SIG Business Meeting and the W.E.B. DuBois Distinguished Lecture in Chicago. As you read in the November newsletter, prior to that meeting the membership must elect a new President and Secretary-Treasurer. Dr. Judy Alston and I will complete our terms in these positions in April. You were asked to submit nominations during the month of December and those nominations have resulted in candidates whose biographical information appears in this issue. In addition, there are descriptions of offices, the election process and a ballot. We have also included the latest list of SIG members. Only members of the SIG may participate in the election. This list has been compiled from our and AERA’s records as well as from those of you who have forwarded proof of membership to Judy Alston. Drs. Carol Camp Yeakey and Ronald Henderson will use this list to tabulate the election ballots. You will have until the first week in March to mail in your ballot. The results will be reported in the March newsletter, along with information about the Business Meeting, DuBois Distinguished Lecture, and the SIG’s AERA Program. I urge you to contact Dr. Alston, if you have questions regarding your membership status. We are also asking that you forward your e-mail address to Dr. Alston at jalston@bgnet.bgsu.edu as we are developing the listserv we hope to use as a supplement to the newsletter. This cannot occur without accurate information. This newsletter also contains the revised SIG Bylaws drafted by Drs. Diane Pollard (Chair), Jacqueline Jordan Irvine and Thelma Spencer. These bylaws will appear again in the March newsletter, in preparation for a vote during the SIG Business meeting. In closing, I continue to appreciate your support of the Executive Committee’s work. In the near future I will conduct an audit of the SIG's accounts. Please note: SIG members we must abide by AERA policies regarding dues. You must pay dues to both AERA and to the RFBE in order to be counted on the membership rolls for each. While many members have paid their dues to the SIG, they are not considered members by AERA as their Association membership is lapsed. This has greatly impacts the overall membership number that determines the number of slots designated at the annual conference for the Sig. Due to this policy, we will no longer accept dues at the annual meeting. Please pay your RFBE-SIG dues directly to AERA at the same time you renew your AERA membership. When you pay your dues directly to headquarters, your name is then forwarded for inclusion on our roll. Alston, Secretary/Treasurer Position Descriptions Below are excerpts from the current SIG Bylaws describing the positions of President, Secretary-Treasurer, and the election procedures. Article IV Chair: Principal duties: to preside at the annual meeting, Executive Committee meetings and special meetings as deemed necessary; shall appoint chairpersons of all committees (standing and ad hoc) subject to approval by the Executive Committee; responsible for planning, implementing and evaluating structures and processes to meet RFBE membership objectives. Article V Secretary-Treasurer: Principal duties to prepare minutes of annual meetings; to prepare and/or edit occasional news items; to maintain current mailing lists; to deposit membership fees; to reimburse individuals and agencies for services rendered; to keep current financial records; present budget for upcoming year including expected expenditures for newsletter and other mailings; and related activities or financial records; present budget for upcoming year including expected expenditures for newsletter and other mailings; and related activities deemed appropriate by the Executive Committee Article VI PROGRAM CHAIR REPORT: Due to a number of "glitches" in the new system to-date, Program Chairs have been unable to access the programs submitted and check them for accuracy. However, AERA had informed the chairs that the programs would be available by the end of the month. The Nominating Committee shall be appointed by the Chairperson. This committee shall recommend a slate of officers to the RFBE membership. All members in good standing shall be eligible to vote. NEWSLETTER EDITOR REPORT Just a reminder that we would like to move our means of communicating to an on-line format; one challenge to moving ahead in this fashion is obtaining current email addresses for our membership. Carol Camp Yeakey (The University of Virginia, Curry School of Education) and Ronald Henderson (National Education Association, Washington, D.C.) will serve as the Nominating Committee and also will handle the election in February. This year’s election will occur prior to the SIG Business meeting in Chicago. In this issue of the newsletter, you will find the most current list of SIG members. Only SIG members will be eligible to vote for officers. A description of the election process follows: Respectfully submitted, Eboni M. Zamani, Newsletter Editor 2 Any SIG member can be nominated for the positions of President and Secretary-Treasurer. SIG members may self-nominate or submit the names of SIG colleagues using the following steps: a. Submit nominations, including a paragraph statement from the individual providing a rationale for desiring to become President or Secretary-Treasurer by DECEMBER 30, 2002. b. Drs. Carol Camp Yeakey and Ronald Henderson are the Nomination Committee handling the election. Nominations should be directed to Dr. Yeakey at c. The individuals nominated, their rationales for pursuing the offices, and the ballots will be published in the SIG’s January newsletter. A return envelope for the ballot will also accompany the newsletter. d. SIG members are asked to complete and mail ballots to Dr. Camp Yeakey by FEBRUARY 28, 2003. e. The results of the election will be announced in the March newsletter and at the Business Meeting in Chicago. These procedures will ensure that only SIG members elect officers. They are also consistent with the processes used in most AERA general elections. The election will occur prior to the SIG Business Meeting in Chicago. In this issue of the newsletter, you will find a list of all members. Only those who have paid their SIG and AERA dues will be eligible to vote for officers. Evaluation (RACE) Conference that was started January 2000 at Arizona State University. His Relevance of Culture in Evaluation workshop and Effectiveness of Culture Specific Pedagogies and Development of Culturally Responsive Performance Assessments (with Renee Smith-Maddox, UCLA and Juan Gilbert, Auburn University) are currently funded by the National Science Foundation. He was selected as a Fellow of the American Council on Education for 2001-2002. He has served on the Education Psychology faculty of Northern Illinois University and as an Assessment Specialist and Program Evaluator for the Illinois State Board of Education. He holds a Bachelors Degree in Political Science and a Masters in Guidance and Counseling from the University of Wisconsin-Whitewater. He holds a doctorate in Education from the University of Illinois at Urbana-Champaign. He is the author or co-author of more than 25 journal articles, book chapters, and monographs. He has also presented more than 40 papers at national and international conferences (20 presented at AERA annual meetings). His recent scholarly publications have primarily focused on the importance of culture in educational assessment and program evaluation. One of his recent publications reports on the untold legacy of African American practitioners and scholars in educational evaluation during the l930's, l940's and l950's. He has also served as a program evaluation and testing consultant to state departments of education, school districts, universities, foundations, and regional educational laboratories. He began his membership as a doctoral student in l981 and has been member of the SIG: Research Focus on Black Education since l984. His service in SIG/RFBE and AERA include: Nominees for 2003 SIG Positions There was one candidate nominated for the position of President of the SIG: Stafford Hood at Arizona State University. For the position of Secretary/Treasurer, we have two nominees: Dianne L. Hall Mark at Central Michigan University and Barbara Ivory Williams at Westat. The biographical sketches follow: Dr. Stafford Hood is an Associate Professor of Counseling/Counseling Psychology in the Division of Psychology in Education at Arizona State University where he teaches graduate courses in psychological testing, program evaluation, and multicultural counseling. He is the founding Co-director of the annual national conference on the Relevance of Assessment and Culture in -Co-Features Editor for the Educational Researcher, 2004-2006 -Member, Editorial Boards for the American Educational Research Journal and Review of Educational Research -SIG/RFBE Co-Program Chair for l997,l998 and l999 Annual Meetings -Member, AERA Book Awards Committee (l999 and 2000) -Division G (Social Context) Nominations Committee, Chair, 2000 and 2001 -Division D (Measurement and Research Methodology) -Member, Affirmative Action Committee, (Chair l989-l995) -Established this division's first mentoring program and database for graduate students of color. 3 He states, "If elected as President of SIG:RFBE, I see my primary objective as serving the membership and the purpose for which it was established. My initial thoughts about promoting the objectives for the SIG:RFBE include but are not limited to the following: to serve as a resource network for those interested in a research focus on Black education; to expand the impact of the SIG in affecting American education policies; to serve as a source of mentors for young professional educational researchers; to serve as a source for collegiality and support for its members; and, to promote educational research by African American researchers and scholars." Dianne L. Hall Mark is the Interim Associate Dean in the College of Education and Human Services at Central Michigan University. She has taught Foundations of Education and Technology in the Classroom in the Department of Teacher Education and Professional Development. She received her terminal degree from SUNYBuffalo and worked at Drake University in Des Moines, Iowa as an assistant professor and Director of the Career Opportunity Program. In her present position as Interim Associate Dean, her duties include working with college/department budgets, facilitation of several committees and overseeing instructional centers. She has the ability to manage complex academic organizations within her unit and work effectively with colleagues within her unit and across the campus. She has been a member of AERA since l989. Barbara Ivory Williams received her Ph.D. in Educational Psychology (Measurement) in l973 from the University of Washington. Presently she is the Associate Director of Education Studies at Westat, a contractresearch firm in the Washington, DC metropolitan area. In that position, she is responsible for the administration of research contracts from two agencies, the Centers for Disease Control and Prevention and the US Department of Education. More specifically, she directs a $7 million technical assistance contract that helps states and local jurisdictions conduct Youth Risk Behavior Surveys and School Health Education Profiles. This contract is presently in its fourteenth year. She is also conducting a national evaluation of the Safe and Drug Free Schools Program. Prior to her employ at Westat, she was employed at Research and Evaluation Associates; the Educational Testing Service; Far West Laboratory; the Northwest Regional Education Laboratory, and EH White & Company. In those positions, she worked primarily as an evaluator and/or trainer. A former teacher in the Detroit Public Schools, she has also taught research seminars at Howard University and San Francisco State University. Having been a member of both AERA and the SIG: Research Focus on Black Education since the l970's, she has remained active through the present time. Since the l970s, she has missed only two annual meetings, so that if elected, she states "I will be here to serve. Further, I have the requisite skills necessary to take on the job of Secretary-Treasurer, since I am highly organized, I have the accuracy required for this position, and I am an excellent communicator." She adds, "I want to continue to contribute to the success of the SIG and the strong viable organization that is has become." Throughout the years, she has served on various committees in the SIG and in the larger AERA organizational structure.
