    ASEAN Centre for Energy


   Established on January 1, 1999 as an inter-
    governmental organisation that is guided by a Governing
    Council composed of the Senior Officials on Energy of
    the ASEAN countries.
   Core funding is provided by an Energy Endowment Fund
    established from equal contributions of the ten Member
    Countries and managed by a private fund manager.
   Took over all the commitments, responsibilities,
    liabilities, and assets of the 10-year long ASEAN-EC
    Energy Management Training and Research Centre
    (AEEMTRC).
Charter of ACE

 ACE is envisioned to be a catalyst for the economic
growth and development of the ASEAN region by initiating,
coordinating and facilitating regional as well as joint and
collective activities on energy.
 To realise this vision, the Centre will accelerate the
integration of energy strategies within ASEAN by providing
relevant information, state-of-the-art technology, and
expertise to ensure that over the long-term, necessary
energy development policies and programmes are in
harmony with the economic growth and the environmental
sustainability of the region.

 ACE ACTIVITIES ON

EC-ASEAN ENERGY FACILITY (EAEF)
Programme

Objectives
•Increasing the security of energy supply of ASEAN countries and indirectly of Europe,
•Increasing the economic exchanges between European Union and ASEAN countries,
•Improving the environment at local, regional and global level,
•Facilitating the implementation of the ASEAN Plan of Action for Energy Co-operation 1999-
2004 subsequently 2004-2009

Completion of the EAEF
5-year EAEF successfully completed in February 2007

A total of 77 projects were co-funded under EAEF with total project cost of 38.51 million
Euro; 40 RE projects and 14 EE&C projects across ASEAN

EAEF Post-Evaluation completed January 2008; findings showed that EAEF resulted in
many worthwhile projects. EAEF Library was set up at ACE.

ACE has successfully completed this program and will maintain its sustainability and value
for 7 years.

   (ASETAP) with ACE as the ISP Licensee (administrator in ASEAN)
• Completed the Business Plan and FS in July 2007
• Ended in November 2007
• PTM Malaysia is the first accredited training course in ASEAN region (Grid Connect
   Training)
• Malaysia Photovoltaic Industry Association (MPIA)- just applied for accreditation for
   an off-grid hybrid training course

ASEAN-German Mini Hydro Project (AGMHP)

Objectives
The preconditions have been improved in selected countries of the ASEAN region for a
growing number of consumers to meet their electricity requirements from sustainable-utilised
mini-hydropower sources.

Background
A 5-year capacity development cooperation project jointly implemented by ACE and German
Agency for Technical Cooperation (GTZ) on behalf of the German Government

Supports ACE in becoming a Regional MHP hub by providing advice and development
support

Supports exemplary implementation of MHP in the three focus countries, namely: Cambodia,
Lao PDR and Viet Nam

Involves Euro 3 million funding assistance, of which Euro 1.6 million will be managed by ACE
and Euro 1.4 million by GTZ.
ASEAN-German Mini Hydro Project (AGMHP)

Activities from May 2007 – March 2008
• Inception Workshop in May 2007
• Fact-finding missions to Cambodia, Lao PDR and Vietnam in May-June 2007
• Initial discussions on cooperation for joint implementation of UNIDO/MIME +
  AGMHP of a MHP scheme in Rattanakiri/Cambodia in 2008
• MHP-Technician Trainings for Lao PDR Technicians and Engineers and Experts

ACE–AIT Networking with Norwegian and
Regional Institutions in Energy Issues

   Seeks to establish triangular (South-South-North) cooperation
    between regional institutions such as ACE and AIT and Norwegian
    institutions, including universities and industries; to increase
    academic and research competence among Asian nationals in the
    area of clean and renewable energy; and to exchange best practices,
    knowledge and technology transfer through joint research initiatives
    and guest lectures.

   Activities include seminars on Renewable Energy, Energy
    Environment and Climate Change and ASEAN Power Grid; guest
    lectures; joint research and forum discussions.

   Started in June 2007 and to be completed in 2009 (Next batch of
    seminars will be held in Bangkok in August 2008)

Regional Institutions in Energy Issues

 Platform for information dissemination, the project website can be

   The website is expected to encompass following aspects:

     – Disseminate project activities and outcomes
