       Michael Popoff       spoke about the detrimental aspects of the DEIR for the Montebello
       Hills


       Nancy Wood 311 Pickering spoke about the future of the Montebello Hills and that                          it is

       in the hands of five people Ms Wood also stated that this is the last natural azea



       Ruben Chavez and George Pacheco 1415 West Beverly Boulevard spoke about the
       TerrazaJamay at 104 South 10 Street Mr Pacheco stated that the license was
       suspended on May 5 and that no written notification was given regarding the
       suspension of the licenses

       Tom Dutcher 337 North 19                      spoke    about the Montebello Hills       specific plan     and
       thanked the   City   Council for the extension of the review         period

       Mike Newton 2000 West             Beverly Blvd         thanked Helms and            Hill and   about     their

       willingness    give back to the community

       donates time to the YMCA also

         and  that there is a broad range of

         development and thanked the City for arranging the two study sessions for comments

         Dr Paul     Rodriguez Principal Vail High School 1230 South Vail Avenue spoke about
         the Vail   High School College Job Faire to be held on May 21 Mr Rodriguez also stated
         that   Vail High School has been selected as a model continuation school for the state


         John Edwards        spoke   about   a    recent incident that took        place during        a   Council meeting
         and issued remarks about Councilman Molinari                 Councilman Molinari stated that Mr
         Edwards comments demanded                  a            and that derogatory comments made are
                                                        response
         untrue and attack his reputation




9        APPROVAL            OF      AGENDA                  Councilman          Molinari       moved        seconded       by
         Councilwoman    Saucedo that all items be approved in a single motion with
                         Rodriguez
         the exception of ITEM NO 10 12 13 and 14 Item Nos 15 and 20 were pulled by staff
         Such approval will also waive the reading of any ordinance      Motion carried

10       PUBLIC HEARING                PROPOSED ACTION PLAN FOR USE OF 2009 JUSTICE
         ASSISTANCE GRANT               JAG        PROGRAM FUNDS


         Mayor Vasquez state         that this    was   the time and       place   for   apublic hearing to consider
the   Proposed Action Plan for       Use of 2009 Justice Assistance Grant                JAG Program funds

         The    public hearing     has been noticed in      a manner       prescribed by       law


         A staff   report was not given


         Mayor Vasquez opened the public heazing                    at the hour      of 7p There

         Based     on   public testimony     and    on a   report from the Police Department dated May 13
2009 Councilwoman Saucedo moved seconded by Councllman Molinari to 1 review

and approve the proposed FY 2009 JAG Action Plan acUvilles and the adoption of a Resolution
No    09 o
      28            appropriate     funds   for    the total program         costs       and    2      authorize the       City
Administrator to         the necessary documents required to
                        execute                                                      implement         the JAG program
Motion carried unanimously on a roll call vote of the City Council

         UEST                     APPROPRIATION AND PURCHASE OF POLICE DEPARTMENT
         VEHICLE


         Based     on   the Police   Department report

         Mayor     Pro Tem    Urteaga supported the idea that the study goes before the Government
Audit and      Efficiency   Committee


         Based   the Finance Department report dated May 13 2009 Mayor Pro Tem Urteaga

moved     seconded by Councilwoman Salazar to 1 award a contract to Willdan Financial
Services and authorize staff to reject all other proposals would like the contract to be reviewed

by the Government and Audit Efficiency Committee and 2 authorize the Mayor and City Clerk
to   execute  Agreement No 2560 on behalf of the City                       Motion       carried   unanimously       on    the

following   roll call vote of the City Council
