       Jacqueline Can 3521 West Via Corona stated                      that she looks forward to the        public
hearings regarding the Montebello Hills and would like to              know all the facts


          Tom Millhouse 649 South         Maple   Avenue     spoke    about the   concerns   of the   community
regarding    the Montebello Hills


                           Via San Delano       spoke about the condition of the         streets in Montebello
          Mazgot Eiser
                                                                   streets should have              maintenance
especially   on   Via Acosta       Ms Eiser stated that all                               regular
and repairs   as   needed


          Linda Strong Ridge Terrace Lane spoke about the Draft Environmental Impact Report
for the Montebello Hills  Specific Plan and stated concerns regarding grading issues and the
General Plan for the      City

          Mike   Popoff   Hibiscus Street    spoke   about the Montebello Hills      Specific   Plan DEIR


          Yvonne Watson 201 West Madison             spoke   about    findings regarding   the Montebello Hills

project

          David Fruit      507 South Montebello Blvd stated that the Montebello Hills            Specific     Plan
does not mention        walking   trails and would like to   see   open space in the    development
       Byron de Arakel         1400 N Montebello Blvd spoke about                     development    in the      City and
stated that the economic       profile   is   important

9      APPROVAL     OF   AGENDA         Councilman   Molinari   moved    seconded   by
       Councilwoman Salazar that all items may be approved in a

       exception of Item No 10 and 11 Such approval will also waive the reading of any

10     BID AWARD          VEHICLE TOWING SERVICES

       City Attorney Alvazez reported that correspondence had been received from
       the attorneys for Petra Towing but that the City Council may proceed with this item


       Tom    Milhouse thanked the City for expressing desire                        to   enter into a contract         with
       Helms and Hill         Mr Milhouse also stated his satisfaction in serving the                     City   for many
       years

       projects

       Anna Arriola 704 North Lincoln                  spoke   about Helms and Hill and stated that the City
       will be paying    more    for services from Helms and Hill


       Tony    Young      Sheppards           Mullin    Richards       addressed     concerns     regarding       the   bid
       submitted from Petra Towing for the Towing contract Mr Young also stated that the
       bid was improperly noticed and advised that Petra Towing has offered to match the
       fees


       Councilman Molinari stated that he had several questions regazding this item  Mr
       Molinari asked if Phoenix Towing had requested a bid package   Purchasing Manager
       Caballero stated that Phoenix Towing does not have a storage facility City Attorney
       Glasman
       Alvarez stated that the bid        was properly noticed   Councilman Molinari asked
       if Helms and Hill has       a
                                       super heavy Class B tow truck Chief Weast stated that an
                                             duty
       inspection      was    done     and the inspection did meet requirements for the Police
       Department         Councilman Molinari asked about the                   willingness     of Helms and Hill to
       pay   an   incentive   payment

       Mayor Pro Tem Urteaga asked if all potential bidders are called and asked how the
       bidders were contacted
                              Purchasing Manager Caballero stated that the total amount of
       towing companies able to bid was three and stated that he did not contact Phoenix
       Towing Mr Caballero explained the bidding process

       Councilwoman Salazar stated                that the      City   could   use    the 85 for

       Mayor Pro Tem Urteaga asked about funds that go to the Narcotics Unit and the Crime
       Suppression Unit Chief Weast stated that money can be used to pay informants and
       flash money but cannot be used for personnel      Mayor Pro Tem Urteaga asked about
       statistics for graffiti and crime and asked who is responsible for preparing crime

       analysis reports Chief Weast stated that Police Records and Dispatch contribute in the
       preparation of crime analysis reports

         Bernadine Sevilla Bradshawe Street asked for stop signs on her street at the corner of
Bradshawe and Dewar       Ms Sevilla stated that the Traffic and Safety Commission had denied

her request and asked the           City   to consider   stop signs   to   prevent accidents

         Mario Bustamante 30 yeaz             resident spoke    in    support of the Montebello        Specific     Plan


         Armando Arenas           Montebello        Chamber Chairman           of the      Board     thanked       the City

Council for their presence at the Chamber Installation Program                       Mr Arenas        spoke   in   support
of the Montebello Hills Project on behalf of the Chamber

          place    Councilman Molinari again asked for immediate consideration to place stop signs
          on   Barr and Dewar but knows there are certain legal requirements and criteria with
          placing stop signs on City streets Councilman Molinari would like this item to come back
          to the next meeting for consideration    Mayor Vasquez stated that Bernadine should
          speak to the City Engineer this evening and introduced Sam Kouri Engineer Mayor Pro
          Tem Urteaga stated that the City Council could ask for a stop sign without going to the

          Traffic and Safety Commission The study could be done after the stop signs are placed
         for   this particular   area



          b         Review of Pazk Ranger Program


 CouncUman Molinari     spoke about the Park Ranger Program and stated that the program is
 important for monitoring problems at the City parks Councilman Molinari asked about        citation

 authority  urith regard to parking violations at City parks and stated that if they have      more


 authority  to issue citations they will be much more effective and take some of     the burden off

 of the Police Department

      a          Request for update       on   budget   and discussion of how the State   budget   affects the
                 City of Montebello

      Mayor Vasquez asked City Administrator Torres to explain the status of the current City
      budget The dollar impact to the CRA budget is 5 million The impact to the City

      budget is 875 The city is not anticipating cuts in service levels for this fiscal year
          2011
      The 2010          budget        should be looked at earlier than usual




     b           Discussion      of   calendar    for    City   department   budget   reports   Department
     presentations uri11 include both budgets and outside contracts will be looked at

     FYre   Chief Duncan gave an          update on thefire at Whittier Boulevard and Greenwood          The
     fve    started in the dress          shop at the shopping center      The fire did not touch         the
      restaurant
