      Michael    Lewis    Athens    Services     reported    on     the implementation of          new     services

      provided by Athens         Unlimited   large pickup    is   being provided and there         is not need to

      sort recyclables



      Gerri Bueno stated that Athens has        provided     convenient service for        bulky   items



      Nancy   Cruz stated that she is    appalled   with    political     literature


      Ruben Beas Montebello Estates spoke about trash and furniture being left underneath
      the Bluff Road bridge and that it is very dangerous for the trains that pass through
         Adrtana Lemos         spoke about the Olympic and Bluff                 area    and has witness           drug   use

         loitering   and items    being     thrown under the        bridge

         Giovanni Placeres 3617 Penmar Avenue                   spoke about a quinceanera he has planned on
         August      1 for his                 sister and   urged the City Council not to revoke the business
                                 younger
         license


         Nancy     Bustamante      spoke about a 2 letter submitted

                       the                                                                       Ms Bustamante
         regazding          public nuisance that Terrraza Jamay has created                                               has
         witnessed     loitering drunk driving and other problems

         Mayor Pro Tem Urteaga asked if future                   events would be cancelled if the decision was

upheld    Staff stated that       they    would be cancelled


         Councilwoman Salazaz asked                 why   Terraza               would book     an    event    on   June 1   if

their license had been revoked            on   May 5

         Councilman Molinari             agreed    that all scheduled matters should be held but is deeply
disturbed     regarding      the events at Terraza          Jamay    Councilman Molinari stated that the

testimony given      was    disturbing especially       because young kids        were   involved


         Councilwoman            Saucedo stated
                                 Rodriguez                                concerns      regarding      fire    depaztment
inspections and stated           that the City Council has                a   commitment to      ttte community and

especially the youth

         Mayor    Pro Tem     Urteaga spoke about the            extensive discussion held in the last two weeks

and that    regulations      must    be taken       seriously       The Code Enforcement letters must also be
taken   seriously
        Based on the City Attorney report dated July 8 2009 Mayor Pro Tem Urteaga moved

to  1 adopt the resolution revoking the business license or 2 move that the business license
not be revoked or 3 provide other direction to staff     Motion carried unanimously on the

11       BID AWARD            ROADWAY IMPROVEMENTS AT VARIOUS LOCATIONS CP 796 BID
         NO 09 TO ROY ALLAN SLURRY SEAL COMPANY AND APPROVAL OF PLANS

         AND SPECIFICATIONS



         Mayor    Pro Tem     Urteaga asked when the work would be completed and was told that it
would be done from         July through September Residents will be notified of the work being done
at least 10   days   in   advance of the beginning of the project Mayor Pro Tem Urteaga also asked
that staff look in    an   infrastructure bond

         Councilwoman         Saucedo
                              Rodriguez                   asked how streets      were   selection and asked that
staff look of other options to fund street improvements

       Sid Mousavi AAE stated that                 some     funds   can   only be used for    certain areas and that

funding is limited

         City Attorney       Alvarez stated that these ideas should be

time


         Councilman Molinari stated that              funding    should be beneficial to the project           area

          Mike Popoff Hibiscus Street asked the City Council to review what has already been

          The City Administrator stated that the          City     will coordinate with the water companies
          regazding the conservation measures

          Councilman Molinari stated that the          Ctty   must do      comprehensive      ourtreach and would
          like theCity to look at other ways to be prudent with water use Councilman Molinari
          would a presentation by the Central Basin Municipal Water District


          Mayor Vasquez would like          to    have the water          information      displayed   on   the cable
          channel

Shortage Program        and   Regulations   to   replace City     Water Conservation Ordinance No 2041 of
1991      Chapter 8 2
                  28           direct the City Clerk to give notice of         a    new   Ordinance for City water
conservation and water  supply shortage program and regulations 3 order the proposed new
Ordinance to be read by title only and 4 set the new Ordinance for a public hearing a second

reading and adoption on July 22 2009 with the City Clerk to publish a summary thereafter
