                                                 The Hon Philip Ruddock MP
                                                 AUSTRALIAN ATTORNEY-GENERAL
                                                 Mr Ruddock was sworn-in as Australian Attorney-General on
                                                 7 October 2003 in a ceremony at Government House in Canberra.
                                                 Philip Ruddock was first elected to the House of Representatives as
                                                 Member for Parramatta at a by-election on 22 September 1973. He was
                                                 re-elected in 1974 and 1975. Following the 1977 electoral
                                                 redistribution, Mr Ruddock was elected for the newly-created seat of
                                                 Dundas NSW in 1977, and again in 1980, 1983, 1984, 1987 and 1990.
                                                 In 1992, Dundas was abolished as a result of changes to electoral
                                                 boundaries. Mr Ruddock succeeded the retiring Member for Berowra,
                                                 Dr Harry Edwards, on 13 March 1993 and was re-elected in March
                                                 1996, and appointed Minister for Immigration and Multicultural Affairs
                                                 in the first Howard Ministry.
                                                 Following the October 1998 election, Mr Ruddock was appointed the
                                                 Minister for Immigration and Multicultural Affairs, and Minister
                                                 Assisting the Prime Minister for Reconciliation, in the second Howard
                                                 Ministry. In January 2001, he became Minister for Immigration and
                                                 Multicultural Affairs, and Minister for Reconciliation and Aboriginal
                                                 and Torres Strait Islander Affairs.
                                                 He was again re-elected in November 2001, and on 26 November 2001
                                                 became the Minister for Immigration and Multicultural and Indigenous
                                                 Affairs in the third Howard Ministry.
                                                 Mr Ruddock graduated from Sydney University (BA LLB). Before
                                                 entering Parliament, he was partner of the boutique commercial and
                                                 general law firm, Berne Murray and Tout in the city of Sydney.

                                                 On 22 September 2003, Mr Ruddock celebrated the 30th anniversary
                                                 of his election to Parliament, making him the longest-serving Federal
                                                 Member of Parliament in Australia.

                                                 General PJ Cosgrove          AC MC
                                                 Chief of the Defence Force

                                                 Peter Cosgrove was born into an Army family in Sydney in 1947. After
                                                 secondary schooling at Waverley College he entered the Royal Military
                                                 College, Duntroon in 1965, graduating in 1968 to the Royal Australian
                                                 Infantry Corps. He served initially with the 1st Battalion, the Royal
                                                 Australian Regiment (1RAR) in Malaysia before joining the Australian
                                                 Reinforcement Unit at Nui Dat in South Vietnam in August 1969.
                                                 While in Vietnam he served with 9RAR and as a platoon commander at
                                                 HQ 1st Australian Task Force.
                                                 In his subsequent service he has served with 5RAR and later as Adjutant
                                                 5/7RAR, and as Commanding Officer 1RAR between 1983 and 1984.
                                                 He also commanded the 6th Brigade and the 1st Division at Enoggera
                                                 in Brisbane.
                                                 In 1999 as Commander of the Deployable Joint Force Headquarters he
                                                 assumed command of the International Forces in East Timor
                                                 (INTERFET) until the force was withdrawn in February 2000. On his
                                                 return to Australia he was appointed Chief of Army and in July 2002
                                                 assumed the position of Chief of the Defence Force.
                                                 For his service with INTERFET he was advanced to Companion of
                                                 Military Division the Order of Australia (AC), having previously been a
                                                 Member of the Order for his service as Commanding Officer, 1RAR.
                                                 He was awarded the Military Cross for his service with 9RAR in South
                                                 Vietnam, and has received several foreign awards including the
                                                 Companion of the New Zealand Order of Merit, a Commander of the
                                                 United States Legion of Merit, the Tong Il medal from the Republic of
                                                 Korea, and the Grand Chain of Infante Dom Henrique from Portugal.

                                                 In 2001 he was the Australian of the Year.




                                                 Mr Dennis Richardson
                                                 Director-General
                                                 Australian Security Intelligence Organisation

                                                 Dennis Richardson has been Director-General of the Australian Security
                                                 Intelligence Organisation (ASIO) since 1996.
                                                 Prior to that he was Deputy Secretary at the Department of
                                                 Immigration and Multicultural Affairs.
                                                 He has also worked in the Department of the Prime Minister and
                                                 Cabinet and in the Department of Foreign Affairs and Trade.

                                                 Mr Andrew Metcalfe

                                                 Department of the Prime Minister and Cabinet

                                                 Andrew Metcalfe is currently Deputy Secretary in the Department of
                                                 the Prime Minister and Cabinet responsible for coordination of policy
                                                 advice to the Prime Minister on counter-terrorism, security, border
                                                 protection, law enforcement, defence, intelligence, foreign affairs and
                                                 machinery of government issues. He is a Member of the Council of the
                                                 Order of Australia and a Director of the National Australia Day Council.
                                                 He commenced in his current position in August 2002.
                                                 Mr Metcalfe is the chair of the National Counter-Terrorism Committee,
                                                 which comprises key Commonwealth law enforcement, security and
                                                 defence agencies, as well as senior State and Territory officials and
                                                 Deputy Police Commissioners.
                                                 Immediately prior to his present appointment, Mr Metcalfe was Deputy
                                                 Secretary of the Department of Immigration and Multicultural and
                                                 Indigenous Affairs for a period of three years.
                                                 Mr Metcalfe was born in Toowoomba, Queensland and educated at the
                                                 Toowoomba Grammar School (Dux, 1976) and the University of
                                                 Queensland. He holds the degrees of Bachelor of Arts and Bachelor of Laws.

                                                 Attorney-General’s Department.

                                                 Mr Rex Stevenson
                                                 Director

                                                 Rex Stevenson, a career intelligence officer, retired in February 1998 as
                                                 Director-General of the Australian Secret Intelligence Services (ASIS)
                                                 after more than 25 years with the organisation.
                                                 Mr Stevenson has an extensive background in all facets of foreign
                                                 intelligence work. Within Australia, he participated in the higher
                                                 intelligence machinery and contributed close intelligence support to
                                                 the most senior levels of government decision-making on international
                                                 affairs, gaining much hands-on experience in the areas of strategic
                                                 planning, risk avoidance, crisis management and problem solving. He
                                                 was appointed an Officer in the Order of Australia (AO) in June 1998
                                                 for service to international relations.
                                                 In 1998 Mr Stevenson became a joint founding Director of Signet
                                                 Group International Pty Ltd (Signet), a Canberra-based intelligence and
                                                 risk management consultancy.
                                                 Mr Stevenson studied history at Monash University taking a BA (Hons)
                                                 and MA (the latter involving extensive field research in Malaysia in
                                                 1965–66). His Masters thesis was subsequently published by Oxford
                                                 University Press in the East Asia Historical Monograph series in 1975.
                                                 Mr Stevenson is a member of the Order of Australia Association and the
                                                 United Services Institute of Australia.

                                                 Jonathan Mobbs was appointed to The CrimTrac Agency in January
                                                 2001, following seven years as CEO of the multi-jurisdictional Public
                                                 Sector Mapping Agencies Australia (PSMA). In that role he was
                                                 responsible for the creation of the first multi-resolution digital mapping
                                                 database covering Australia from the outback to the city and down to
                                                 street level. That database is a national asset as well as a commercial
                                                 success, having been used in the 1996 and 2001 Censuses and in
                                                 commercial and government mapping applications. It was a landmark
                                                 in inter-jurisdictional cooperation for the national good.
                                                 Mr Mobbs took up the CrimTrac challenge with a wealth of experience in
                                                 inter-jurisdictional liaison behind him. Since 2001, The CrimTrac Agency
                                                 has delivered the National Automated Fingerprint Identification System
                                                 (NAFIS), the National Criminal Investigative DNA Database (NCIDD), the
                                                 National Handgun Buyback Support System (NHBSS) and is presently
                                                 working on delivering the Australian National Child Offender Register
                                                 (ANCOR) and the CrimTrac Police Reference System (CPRS) from 2004
                                                 onwards. The Agency also maintains systems that facilitate the conduct of
                                                 criminal history checks for police and accredited agencies.                                14

                                                 Mr Ed Tyrie      PSM APM
                                                 Executive Director, Protective Security Coordination Centre (PSCC)
                                                 Attorney-General’s Department

                                                 Ed Tyrie was appointed Executive Director of the PSCC on 8 January 2001.
                                                 He is a member of the National Counter-Terrorism Committee and its
                                                 Executive Committee. He is also a member of the Commonwealth
                                                 Counter-Terrorism Policy Committee and he chairs the Special Incident
                                                 Task Force that coordinates the Australian/State/Territory whole-of-
                                                 government response to an incident involving politically motivated
                                                 violence, including counter-terrorism. Ed Tyrie is also Chair of the
                                                 Protective Security Policy Committee responsible for the coordination of
                                                 the development and implementation of Australian Government
                                                 Protective Security Policy, promulgated through the Protective Security
                                                 Manual (PSM).
                                                 He was awarded the Public Service Medal for outstanding public service in
                                                 the development and coordination of policies and arrangements for
                                                 safeguarding national security and the Australian Government’s protective
                                                 security interests in the Australia Day Honours List 2004.
                                                 Prior to his appointment Mr Tyrie was a member of the AFP and he
                                                 was awarded the Australian Police Medal (APM) in 1997 for
                                                 distinguished service.

                                                 Peter Ford is the First Assistant Secretary, Information and Security Law
                                                 Division of the Attorney-General’s Department. The Division was
                                                 formed in February 1997 and is responsible for policy relating to
                                                 privacy, freedom of information, intellectual property, legal aspects of
                                                 electronic commerce and support to the Attorney-General on national
                                                 security and electronic surveillance aspects of law enforcement policy.
                                                 Within the Australian Public Service, Mr Ford chairs the Information
                                                 Infrastructure Protection Group which is responsible for coordinating
                                                 policy on issues relating to information security. Between 2000 and
                                                 2003 he chaired the OECD Working Party on Information Security and
                                                 Privacy and now chairs the APEC Privacy Sub-Group and is Vice-Chair
                                                 of the APEC Electronic Commerce Steering Group with responsibilities
                                                 for confidence and trust building measures.

                                                 Mr David Templeman

                                                 David Templeman is the Director-General of Emergency Management
                                                 Australia (EMA), the Australian Government agency responsible for
                                                 reducing the impact of natural, technological and human caused
                                                 disasters on the Australian community.
                                                 Prior to his appointment as Director General on 13 June 2000,
                                                 Mr Templeman worked in the Department of Defence for 33 years,
                                                 primarily in the fields of Human Resource Management, Organisational
                                                 Development and in major departmental restructuring.
                                                 He has held several Senior Executive Service appointments during a
                                                 14-year period.
                                                 Mr Templeman was born in Hobart, Tasmania, and is a graduate of the
                                                 Australian National University, the Australian Defence Staff Colleges
                                                 and the Harvard Business School.




                                                 Assistant Commissioner Trevor Thompson                      APM

                                                 Assistant Commissioner Trevor Thompson has been a member of the
                                                 Victoria Police Force for 38 years and has gained a wide range of
                                                 experience in general policing, criminal investigation, ethical standards

                                                 and management. After joining the Force in 1965 he was called to
                                                 National Service and carried out overseas duty in Vietnam in 1967–68.
                                                 He returned to the Force in 1968 and served in uniform, the
                                                 Surveillance Squad and investigative duties at Northcote CIB.
                                                 Assistant Commissioner Thompson’s career has included appointments as
                                                 Detective Senior Sergeant at the Tactical Investigation Group in 1985,
                                                 Inspector of the Internal Security Section of the Internal Investigation
                                                 Department and Detective Chief Inspector in charge of the ‘A’ District
                                                 (Melbourne Metropolitan) Criminal Investigation Branches.
                                                 He has also served as the Detective Chief Inspector Crime Co-ordinator
                                                 at the Operations Department Headquarters and Superintendent in
                                                 charge of the Support Services at ‘A’ District. In 1999 he was promoted
                                                 to Commander rank and participated in the project to develop the
                                                 General Policing Department Statewide Management Model.
                                                 He was upgraded to Acting Assistant Commissioner for Crime prior
                                                 to his appointment as Assistant Commissioner for Region 1 on
                                                 30 October 2002.
                                                 Assistant Commissioner Thompson was awarded the Australian Police
                                                 Medal in 1997 for distinguished service. He also holds various national

                                                 Nick O’Brien represents the UK Association of Chief Police Officers—
                                                 Terrorism and Allied Matters Committee (ACPO–TAM) and all the UK
                                                 police forces as the Counter Terrorism and Extremism Liaison Officer
                                                 (CTELO) at the British High Commission in Canberra. Detective
                                                 Superintendent O’Brien covers Australia and has a ‘watching brief’ on
                                                 Asia and the Pacific region.
                                                 Prior to this posting, Detective Superintendent O’Brien was in charge of
                                                 International Terrorist and Public Order Intelligence Operations at New
                                                 Scotland Yard. He also had responsibility for the National Terrorist
                                                 Financial Investigations Unit (NTFIU) and International Liaison.
                                                 Detective Superintendent O’Brien represented the UK at the G8 Counter
                                                 Terrorist Practitioners Meetings and was the author of the G8 paper on
                                                 ‘Best Practices in Dealing with Suicide Terrorism’. He has visited both
                                                 Sri Lanka and Israel to study the phenomenon of suicide attacks.
                                                 He has represented the UK at Europol and the European Police Working
                                                 Group on Terrorism and has worked on terrorist matters in France,

                                                 in the Defence Security Authority, which he joined shortly after

                                                 Mr Rothery first joined the Department of Defence in 1984, and his
                                                 career has included work in counter-terrorism policy and training,

                                                 Michael Scotton joined the Defence Signals Directorate in 1985 as a

                                                 Mr Scotton’s position in the Information Security Group is Manager,
                                                 Industry Liaison, where his responsibilities include the Australasian
                                                 Information Security Evaluation Program (AISEP), and DSD’s
                                                 cryptographic evaluation and export control functions. He also
                                                 currently chairs the Management Committee of the Common Criteria
                                                 Recognition Arrangement, which comprises representatives of the
                                                 national information security authorities from 19 countries.

                                                 Steven Stroud graduated from the University of Melbourne and joined

                                                 He has many years experience in systems design and project
                                                 management.
                                                 He joined the Information Security Group in late 2001 and currently
                                                 manages the computer security incident response and incident
                                                 reporting programs.
                                                 In addition to his undergraduate degree, Mr Stroud has an MBA from
                                                 the University of Canberra. He is a member of the Association for
                                                 Computing Machinery, the Australian Institute of Management, and

                                                 Michael Beattie is currently Security Coordinator ACT Department of

                                                 Prior to his current role Mr Beattie was a senior consultant in the

                                                 the National Water Sector Critical Infrastructure Assurance Advisory

                                                 He is a visiting lecturer to the Emergency Management Australia

                                                 Mr Parsons led Sydney Water’s Business Continuity Planning for Y2K

                                                 Mr Gerold Knight

                                                 Gerold Knight is the Manager, Group Security and Fraud Risk for
                                                 Coca-Cola Amatil (CCA). This role is responsible for all aspects of
                                                 security relating to the protection of people, product, information and
                                                 infrastructure together with coordinating CCA’s fraud response at the
                                                 Company’s operations in Australia, Asia and the South Pacific. Prior to
                                                 taking up this position he held security positions with the Defence
                                                 Security Branch and the Attorney-General’s Department in Canberra.
                                                 Mr Knight also spent nearly 13 years in a variety of analytical and
                                                 investigative positions in the New South Wales Police.
                                                 He has a BA in Police Studies, a Graduate Certificate in Management and
                                                 is currently completing a Master of Risk Management.

                                                 Mr Phil Gibbons

                                                 Attorney-General’s Department

                                                 Phil Gibbons currently manages the PSCC Training Centre and has
                                                 done so for the last five years. Consequently he has been closely
                                                 involved with delivering government security education and awareness
                                                 to a wide audience. He recently initiated, developed and implemented
                                                 a whole-of-government on-line security awareness package which has
                                                 been widely accepted. In 2004 he received the AGD Secretary’s award
                                                 for leadership and was also recognised for his role in the team which
                                                 established the National Security Hotline.
                                                 Mr Gibbons spent 27 successful years in the military, including three
                                                 overseas postings, before seeking some family stability with the
                                                 Attorney-General’s Department.

                                                 Carol Bott joined the Defence Signals Directorate in late 2003 as the
                                                 ISIDRAS Operations Manager. She has worked for various Australian
                                                 Government agencies in both information technology and security
                                                 positions since the 1990s.
                                                 Her current duties include managing DSD’s incident response scheme,
                                                 contributing to DSD’s incident response capability, researching
                                                 computer security issues, and the co-ordination of the Incident
                                                 Response Forum.
                                                 Ms Bott will be completing a Bachelor of Arts degree, with majors in
                                                 Computer Information Systems and Sociology in 2005.

                                                 Mick Holley has a vast range of experience associated with security
                                                 which started with his Army service from the age of 17 to 20. Since this
                                                 time he has served 10 years with the ACT Adult Corrective Services in
                                                 the area of Custodial Corrections, including management roles. He has
                                                 also had extensive experience in security agencies within the private
                                                 sector in regard to cash transit, armed security support, gold bullion
                                                 transit and art escorts.
                                                 Mr Holley has worked at the National Gallery of Australia on all facets
                                                 of security within the organisation and is currently employed by the
                                                 National Museum of Australia as the Agency Security Adviser.

                                                 Mr Alex Webling
                                                 Director, National Information Infrastructure
                                                 Attorney-General’s Department

                                                 Alex Webling is the Director of the National Information Infrastructure
                                                 Section and has been working in the Attorney-General’s Department since
                                                 April 2002. He has worked in several areas throughout the Australian
                                                 Government, most recently the Science Division of DEST where he had
                                                 carriage of nuclear policy. This is Mr Webling’s second tour in the
                                                 Attorney-General’s Department, having worked in the PSCC until 2000.
                                                 The NII Section was set up in response to the Australian Government’s
                                                 2001 E-Security National Agenda and provides a number of functions
                                                 in this capacity including secretariat and incident coordination for the
                                                 Australian Government Information Infrastructure Protection Group
                                                 (IIPG), responsibility for international E-security policy with other
                                                 countries and with multilateral organisations, and participation in the
                                                 E-Security Coordination Group. Within the TISN, the section has
                                                 oversight of the Communications and Banking and Finance sector
                                                 groups and for science and technology coordination on CIP issues.

                                                 Mr Andrew Moore

                                                 Robert McGuire worked in the Department of Employment and
                                                 Workplace Relations IT Security section as the administrator in charge
                                                 of SSL web server certificates. He developed the SSL client
                                                 authentication site for the job network that utilised ABN-DSCs stored
                                                 on smart cards.
                                                 Currently Mr McGuire is project manager and technician for the

                                                 Ms Fiona Fraser
                                                 Director, Traveller Strategy Section
                                                 Australian Customs Service

                                                 Fiona Fraser has been employed in the Australian Public Service for
                                                 12 years, project managing a broad range of projects in a variety of
                                                 agencies. She was engaged by the Australian Customs Service in 2001 to
                                                 explore possible applications of biometric technology in the passenger
                                                 processing environment. In this role, Ms Fraser has overseen extensive
                                                 testing of a range of face recognition systems for automated border
                                                 control and as a surveillance tool.
                                                 Ms Fraser has also overseen the development, implementation and
                                                 evaluation of the SmartGate system at Sydney Airport.
                                                 Ms Fraser represents Australian Customs on the International
                                                 Civil Aviation Organisation’s New Technology Working Group
                                                 (ICAO NTWG) as well as the International Air Transport Association’s
                                                 Simplified Passenger Travel Group. In 2003 she undertook some
                                                 preliminary work on the issue of privacy and the use of biometric data
                                                 in Machine Readable Travel Documents (MRTDs) for presentation to
                                                 ICAO’s Technical Advisory Group.
                                                 Ms Fraser holds a BA(Hons) and BSoc Stud(Hons) from Sydney
                                                 University and also holds a Graduate Certificate in Public Sector
                                                 Management from Griffith University. She worked as a psychiatric
                                                 social worker for ten years before joining the Australian Public Service.

                                                 Karen O’Dea joined the Defence Signals Directorate in 2001. She
                                                 worked initially in whole-of-government projects, and then specialised
                                                 in the area of Risk Management. Ms O’Dea took up the position of
                                                 Manager of the AISEP in February 2003, and leads the team responsible
                                                 for the evaluation and certification of IT security products in
                                                 accordance with international standards (the Common Criteria and
                                                 Information Technology Security Evaluation Criteria).
                                                 Prior to joining the Defence Signals Directorate Ms O’Dea headed the
                                                 InTACT Security Team, whose responsibilities included assisting ACT
                                                 Government agencies in the protection of their infrastructure.
