Overview of Licensing Changes

 Resident fingerprinting
      Insurance producer licenses
     Public adjuster licenses (effective 7-1-10)

Insurance Producer Fingerprint Requirements
                    Effective 10-1-2010

 • An applicant for a resident insurance producer’s
   license shall furnish the Commissioner with a
   complete set of the applicant’s fingerprints in a
   manner prescribed by the Commissioner
   pursuant to North Carolina G.S. 58-33-48 .
      Fingerprints are not required for non-
       resident insurance producer license
                      applicants.
             Fingerprint Requirements
• Resident insurance producer license types:
• Producer – All six major lines of authority
   – Health and Accident or Sickness, Casualty, Property, Variable
     Life and Variable Annuity Products, Personal Lines

•   Med Supp/Long Term Care Agent     •Viatical Settlement Broker

         Fingerprint Requirements
• An applicant for an initial resident insurance
  producer’s license.
       Fingerprints are not required for
  insurance producers licensed prior to 10-
   1-2010 when adding additional lines of
     authority/licenses unless there are
      certain lapses in license authority.
Insurance Producer Fingerprint Requirements
                        Effective 10-1-2010

 1. An applicant for an initial resident insurance producer
    license;
 2. A non-resident insurance producer applying for a resident
    insurance producer license;
 3. An adjuster applying for an initial resident insurance
    producer license;
 4. A resident insurance producer license applicant applying for
    reinstatement of an insurance producer license that has been
    lapsed for more than one year; and
 5. A resident insurance producer license applicant whose
    license has been suspended or revoked for non-payment of
    child support pursuant to G.S. 110-142.1.
Public Adjuster Fingerprint Requirements
                    Effective 7-1-2010

• An applicant for a resident public adjuster
  license shall furnish the Commissioner with a
  complete set of the applicant’s fingerprints in a
  manner prescribed by the Commissioner
  pursuant to North Carolina G.S. 58-33A-15 .
     Fingerprints are not required for non-
        resident public adjuster license
                     applicants.
Public Adjuster Fingerprint Requirements

• Resident public adjuster license types:
   Individual Public Adjuster
   Public Adjuster Business Entity
      Key persons of the public adjuster business entity must
       submit fingerprints
Public Adjuster Fingerprint Requirements
                         Effective 7-1-2010
1.   An applicant for an initial resident public adjuster license;
2.   A non-resident public adjuster applying for a resident public
     adjuster license;
3.   A resident public adjuster license applicant applying for
     reinstatement of license that has been lapsed for more than
     one year;
4.   A resident public adjuster license applicant whose license
     has been suspended or revoked for non-payment of child
     support pursuant to G.S. 110-142.1; or
5.   An owner, partner, officer manager, or director of a business
     entity, or member or manager of a limited liability company
     applying for a resident public adjuster business entity
     license.
     Resident Fingerprint Procedure
    Mandatory Electronic Submission
• Upon making application for a license requiring
  fingerprints, the applicant will electronically
  submit fingerprints following the resident
  fingerprint submission instructions at a Live
  Scan location.
• Two required forms must be submitted to the
  Department
        – SBI Electronic Fingerprint Submission form
        – SBI Authority for Release of Information form
     Resident Fingerprint Procedure
1. NC law requires that fingerprints be certified by a law
   enforcement officer, so fingerprint submission is
   through Live Scan locations in law enforcement offices
   in every county in NC.
2. SBI forms must be brought to the Live Scan location by
   the applicant.
3. The fingerprints are electronically sent to the SBI, but
   the resulting criminal history check record is MAILED
   to the NCDOI.
4. The paper criminal history record check must be
   reviewed by NCDOI and attached to the electronic
   license application.

                  Effective 10-1-2010

• After successful completion of a licensing exam,
  the applicant is required to submit an electronic
  license application through the National
  Insurance Producer Registry (NIPR).
• The application may be submitted within 48-72
  hours of successful exam.
• Insurance exam results are valid for one year.
• Upon submitting the NIPR application, the
  applicant must submit fingerprints if required
  within 30 days.

• Pearson VUE will no longer collect any state fees
  on behalf of the NCDOI.
• All applicable fees for licensing, registration, and
  criminal history record check will be collected
  during the NIPR application process.
• Pearson VUE will ONLY collect their
  examination fee for each examination
  reservation.
 Resident Insurance Exam and Electronic
      Application Transaction Fees
                     Effective 10-1-2010

• Pearson VUE’s exam fees have been reduced to
  $51.50.
  – The reduction in fees is the result of a cost savings
    realized by reduction of services from Pearson VUE
    as application will be submitted through NIPR.
• NIPR charges a $5.00 transaction fee, plus 3.5%
  credit card convenience fee for resident
  insurance application submission.
  – The NIPR transaction fee is in addition to the total
    state fees required for the registration/license fee.
         Print Your Own License
• When the NIPR electronic application is
  accepted by either NIPR business rules or
  after review by the state, the license is
  issued.
• An e-mail is generated to the license
  applicant letting them know that their
  license is available for printing through
  SBS Connect within 24-48 hours.
     E-Mail Message to Licensee

Congratulations, your license application has been
  approved by the North Carolina Department of
  Insurance. Within 24 hours, your license will be
     available for you to print by following the
instructions provided on the Department’s website
            through the following link:

           Print Your Own License
• The licensee would use the Individual license
  lookup on the NCDOI website within 24-48
  hours to find out their NPN (new licensee).
• The SBS Connect link is provided in the
  automatic e-mail to the licensee and contains
  instructions for setting up an SBS Connect
  account once the NPN is assigned.
• The applicant then prints their own license.
  – NCDOI will no longer print paper licenses
  – Pearson VUE will no longer print hard, plastic photo
    licenses
            Print Your Own License
– The First time license print is free for the following:
   •   New licenses
   •   Line of authority additions
   •   Line of authority deletions
   •   Renewed licenses
– The Print Your Own License eliminates the
  current 8-10 business day wait for the license
  to come in the mail.
– Electronic license records provide the most
  accurate license information.
Review of Timing for New Licensing Steps
            Applicant receives a passing
            score on the Licensing exam
After 48-72 hours, but no later than one year after exam,

             Applicant should apply via
             NIPR electronic application
   Immediately following, but no later than 30 days
         after submitting an application,
            Applicant submits electronic
                    fingerprints

     After 24-48 hours of receiving an e-mail
             notification of licensure,
               Licensee prints license
              through SBS Connect

   to applicants for the NCDOI
        licensing process
               Electronic Application Tips/NIPR
•Convey that after passing the exam, applicants should wait 48-72 hours to complete
the resident initial license application via www.nipr.com
•Review the screening questions and emphasize the documents they must attach to
the electronic application for state review for “YES” responses.
    Applicants should scan the documents prior to signing on to NIPR.
    Use the Attachment Warehouse function when completing the application to
    attach the documents required with “Yes” to one or more screening questions (If
    they forget, they can submit them later).
•Recommend that applicants have their credit card or electronic check information
readily available to make payment for:
    application registration fee for NCDOI
    criminal history background check fee for NC SBI – if applicable
    NIPR transaction fee
•Upon completing the application, convey that applicants should SAVE THEIR
TRANSACTION CONFIRMATION NUMBER from NIPR.
                    Fingerprint Submission Tips

•Review the 2010 Resident Insurance Producer Fingerprint
 Submission Instructions posted for applicants on the Departments website
http://www.ncdoi.com/asd/asd_licensing_insurance_changes.asp. Public adjusters
have separate instructions/forms.

    Applicant prints the Electronic Fingerprint Submission Release of Information
    and the SBI Authority for Release of Information
    Applicant takes it to a local law enforcement agency for digital fingerprints after
    calling to determine days/hours for fingerprinting service.
    Applicant must take a photo ID and the SBI forms.
•The local law enforcement agency may require a fee to take the fingerprint
impressions
•Obtain the signature of the person at local law enforcement on the SBI forms

• The applicant should mail the completed SBI forms to the Agent Services Division
and INCLUDE the NIPR application transaction number .
     The law enforcement agency will electronically send the fingerprint
    impressions to SBI/FBI.
•SBI will then MAIL the criminal history record check to Agent Services Division
• Agent Services Division will match the criminal history record check to the pended
NIPR electronic application.
•Agent Services Division will then review the criminal history with other application
information to make a decision to voluntary issue a license or to deny.
•Agent Services will notify applicant of denial or send an email to print license.
   Print Your Own License Tips/SBS Connect
•Wait 24-48 hours after receiving the e-mail notification

•Access SBS Connect through the link provided in the e-mail message

•Follow the steps to set up a free account and establish a password
     Once enrolled, it is quick and easy to click on the option “Print Your
     License”

•Be sure to save your license record to a file on your computer in case of
printer problems.
     The first time to print is free. For additional copies of a license purchase
     a yearly subscription to NAIC Online Licensee Services https://sbs-
