  “Marcellus Works” is a bold, new initiative introduced by Pennsylvania House Republicans
  that is designed to secure Pennsylvania’s energy future and create thousands of new jobs by
  creating incentives for the use of the clean natural gas which is plentiful under Pennsylvania’s
  large Marcellus Shale formation.

  Pennsylvania’s immense natural gas supply has been projected to last up to 50 years. The
  jobs created from this industry are long-term jobs that will keep Pennsylvanians employed for
  years. Many of the individuals, who are going to work for the natural gas industry today, could
  spend an entire career in this industry if they choose to.

  By creating incentives to use that natural gas, we will increase demand, and as a result, we will
  help create thousands of jobs not only in the natural gas industry but also in related fields like
  the infrastructure, manufacturing, and service sectors. In addition, we will reduce Pennsylva-
  nia’s dependence on oil, thereby reducing emissions from carbon monoxide, carbon dioxide,
  nitrogen oxide, and non-methane hydrocarbons. This is a win-win for everyone.

  The Marcellus Shale industry produced $389 million in state and local tax revenue in 2009
  alone, and is expected to pay close to $800 million this year. Our plan would use a portion of
  that revenue to create thousands of jobs. The initial investment of $55 to $60 million, which
  will come from taxes already imposed on the industry, will result in thousands of long-term
  jobs for Pennsylvanians.

  This proposal will create jobs in the private sector without spending billions of dollars and ac-
  cumulating debt. It is a break from the business as usual, tax and spend policies of the Gover-
  nor and the House Democrats which have proven to be counterproductive to job creation.

  Marcellus Works will not only build a bridge to our energy future but also to our economic
  future.

   Marcellus Works - incentivizing natural gas demand to generate job growth and build a bridge to
   Pennsylvania’s energy future.

   Four Components
   1. Transition State Vehicles to CNG
      a. Bill: To Be Introduced
          i. Sponsor(s): Moul/Christiana

   2. CNG Vehicle and Infrastructure Tax Credits
      • Tax credits for private fleet vehicles
        o CNG can be more easily utilized by private fleets which travel within a
            fixed radius which allows for a single fueling station to accommodate all fueling needs.
        o Bill: To Be Introduced
            • Sponsor(s): Denlinger/Gabler
      • Tax credits for CNG fueling stations
        o Public
        o Private (fleets)
        o Bill: To Be Introduced
            • Sponsor(s): Tallman/Boyd
      • In many cases, these tax credits would piggy-back on top of already existing federal
        tax credits.

   3. Governmental Conversion Grants
      • Mass Transit
        o To cover a percentage of the incremental cost of CNG vehicles
        o Bill:
            • Requires mass transit to go to CNG: HB 2103 (Marshall)
            • Providing funding to assist with incremental cost: To Be Introduced (Watson)
      • Municipal Grants
        o CNG vehicles and infrastructure
        o For assisting with Marcellus Shale municipal roadway bonding studies.
        o Bill: To Be Introduced

   4. CNG Corridor
      • Require the PTC to install CNG stations at each service station along the Pennsylvania Turn
        pike
      • PTC fleet conversion
        o Bill: To Be Introduced
           • Sponsor(s): Saylor
