Structural 5/19/00 Report to the Virginia Section Board of Directors STRUCTURAL TECHNICAL GROUP UPDATE REPORT to the VIRGINIA SECTION AMERICAN SOCIETY OF CIVIL ENGINEERS, May 19, 2000 Winter 2000 Virginia Section Meeting The Structural Technical Group sponsored the field trip to the I-895 James River Bridge construction site, as part of the Winter 2000 Virginia Section Meeting held in Richmond on March 24th, from 1:30 p.m. until 4:30 p.m. The field trip was attended by approximately 30 engineers. We were led by Mr. Herb Morgan, the Project Director with the construction management team of FD/MK, and Mr. Dave Wesson, the VDOT Resident Engineer for the project. Our itinerary included visiting the approach spans on the south side of the river, and the segmental precasting yard located about five miles south of the project site, near the Walthall exit along I-95. The attendees were able to witness the setting of one of the precast segmental superstructure units during our visit. We watched from the leading edge of the cantilevered superstructure as the massive trapezoidally-shaped unit was transported into position by the huge steel gantry crane system that is a feature of this type of segmental bridge construction. This was truly a "hands-on" field trip, with attendees able to inspect the precast segmental units that lay in storage, waiting to be placed, and crawl over the newly-erected superstructure as posttensioning and grouting activities were under way. Our visit to the nearby segmental precasting yard gave us the opportunity to inspect the prefabricated formwork that is used to construct the precast superstructure units, and the system that is used to allow each precast unit to be "match-cast" to its neighboring unit to ensure a perfect fit in the completed bridge. We were also able to view the enclosures that allow each precast unit to be steam cured under ideal climatic conditions, which provides for a higher level of quality control in the concrete than can be obtained under cast-in-place conditions. Although this was a very successful field trip from the program standpoint, we lost money due to the transportation costs. Working with the Section Meeting organizers from the Richmond Branch, we decided to reserve two 47-passenger coaches from James River Bus Lines, costing $430.00. We were subsequently charged an additional $25 as a fuel surcharge resulting from fluctuating pump prices. Because of the low turnout, we sent one bus back to James River, and we received a substantial refund, which lowered our total cost to about $300. The finances are being handled by the Richmond Branch. Other Activities The Structural Technical Group served as an official co-sponsor of the SEI/ASCE 2000 Structures Congress that was held May 8-10, 2000 in Philadelphia. We were invited to become a co-sponsor by the Structural Engineering Institute. Co-sponsorship involved assisting in the promotion of the event at the local level, for which we received in return a listing in the conference program, and a link to our webpage from the conference webpage. The Structural Technical Group webpage is now accessible through the Virginia Section website, at: www.asce.org/gsd/sections/virginia/struct.html. We intend to use the webpage as a primary means of communication with technical group members and other interested persons. We assisted in the preparation and judging for the technical problem competition held during the 2000 ASCE Virginias' Conference at VMI on April 21st. Our group provided the structural engineering portion of the technical problem (see attached), and Trip Phaup of our group served as the judge for the structural portion. We coordinated with Mike Barbachem of the Environmental and Water Resources Technical Group to prepare the technical problem, which consisted of the design of various facilities related to water and waste treatment plants. The technical problem competition was a success, with teams from five Engineering Colleges participating. Upcoming Activities The Structural Technical Group will be holding an informal planning session in the near future to discuss upcoming activities. The date and location of the planning session will be announced when they have been determined. We have received a request from Mr. Mike Barbachem, PE of the Norfolk Branch to assist in the technical program for the Fall 2000 Virginia Section Meeting (Virginia Engineers Conference) scheduled for September 13-15. Currently we are investigating the subject of composite materials in structural systems as a possible topic for the fall meeting. William J. Spyhalski 1/12/00 Report to the Virginia Section Board of Directors STRUCTURAL TECHNICAL GROUP UPDATE REPORT to the VIRGINIA SECTION AMERICAN SOCIETY OF CIVIL ENGINEERS, January 13, 2000 Winter 2000 Virginia Section Meeting The Structural Technical Group of the Virginia Section has initiated planning activities for the Winter 2000 Virginia Section Meeting scheduled for March 23rd and 24th in Richmond. We have been requested to provide a program for the afternoon breakout session on Friday the 24th that runs from 1:30 p.m. to 4:30 p.m. We have proposed sponsoring a field trip to the I-895 James River Bridge project currently under construction just south of Richmond. The I-895 project is a design/build effort that is being constructed by a joint venture of Fluor Daniel and Morrison Knudsen (FD/MK) under the Virginia Public-Private Transportation Act. The James River Bridge main spans are 672 feet in length, to provide navigational clearances for ocean-going ships en route to and from the Port of Richmond Deepwater Terminal just upstream of the bridge. The post-tensioned concrete river spans will be constructed using the cast-inplace balanced cantilever method, and will consist of variable-depth trapezoidal box shaped sections. The post-tensioned trapezoidal box girder approach spans to the bridge are being constructed using the precast concrete segmental method. There are a total of 41 spans for the eastbound and westbound bridges. The bridge is designed to AASHTO seismic performance category B, and includes considerations for longterm material effects and aesthetics. The design of the bridge was the subject of a technical presentation at the Winter 1999 Virginia Section Meeting in Richmond by Mr. Joe Showers, PE, of Parsons Brinckerhoff, the firm responsible for the design of the structure. The Structural Technical Group has contacted Mr. Herb Morgan of FD/MK to arrange the field trip. The field trip will consist of a visit to the bridge construction site, and may include a side trip to the segmental box precasting yard located about 5 miles from the site. Mr. Morgan has indicated that erection of segmental box sections will be ongoing during late March. FD/MK requires hardhats for all tour participants, and recommends safety glasses. We have investigated chartering a 47passenger coach to transport tour participants from the Section Meeting facility to the construction site. James River Bus Lines charges $215 for a five-hour minimum charter. We are currently discussing ways to recoup this cost, including raising the conference fee by $3 to $5 per person, and/or soliciting corporate contributions. This field trip is in accordance with the types of activities that the informal Executive Committee of the Structural Technical Group has suggested, and ties in well with the technical presentation held at last year's meeting on the design of the same bridge. Spyhalski 8/18/99 Update Report STRUCTURAL TECHNICAL GROUP UPDATE REPORT to the VIRGINIA SECTION AMERICAN SOCIETY OF CIVIL ENGINEERS, August 18, 1999 The Structural Technical Group has been busy organizing the Structures Track for the 1999 Virginia Engineers' Conference to be held in Virginia Beach on September 30 - October 2, 1999. We currently have seven speakers tentatively lined up to present the following topics: • • • • • • • Emerging VDOT Bridge Technologies Design of Bridges for the I-95 Springfield Interchange Project Bridge Design for Interchanges on the Boston Central Artery Project Design of I-64/Mercury Boulevard Interchange Bridges Design and Construction of the CSX Ninemile Bridge over the James River Integral Bridges Structural Design for the Dulles Airport Terminal Expansion We are looking forward to interesting and thought-provoking presentations, combined with lively group discussions on these topics. The selected speakers are each structural engineers with direct experience and intimate knowledge of the topics and case histories being presented. Those of you who were able to attend the structures track at the Winter Section Meeting in Richmond last March can attest to the quality of the speakers, and the opportunity to discuss current and important issues in a forum of local practicing structural engineers. We are also soliciting speakers for the Winter 2000 Section Meeting Structures Track. Again we encourage structural engineers working on interesting Virginia projects, as well as researchers to take this opportunity to present your work to your peers. We would like to increase the number of speakers on non-bridge structural topics, including buildings, industrial structures, and other types of structural engineering. As always, bridge projects are welcome, and we can split into two concurrent tracks if we get enough interest. We hope to hold a short organizational meeting during the Virginia Engineers' Conference in Virginia Beach, during which we can elect officers and conduct any business that needs attention. Activities to date have been centered primarily around organizing a structural technical session for the 1999 Virginia Engineers’ Conference (the Fall Section Meeting) to be held in Virginia Beach on October 1, 1999. Spyhalski 5/22/99 Proposed Bylaws (For Section Board Approval) VIRGINIA SECTION AMERICAN SOCIETY OF CIVIL ENGINEERS STRUCTURAL TECHNICAL GROUP By-Laws ARTICLE I— NAME AND OBJECTIVE Section 1. The name of this organization shall be the Structural Technical Group of the Virginia Section of the American Society of Civil Engineers. This group is organized as a subsidiary organization of the Virginia Section. Section 2. The objectives of the organization shall be: (a) To carry out the objectives of the National ASCE Structural Division at the Virginia Section level (as set forth in the ASCE Official Register). STRUCTURAL DIVISION (Authorized April 7, 1924) Purpose: to advance the science of structural design by increasing the knowledge of the physical properties of engineering materials, developing methods of analysis, studying the relative merits of various types of structures and methods of fabrication and disseminating knowledge relating to this division of the engineering profession. (b) To carry out the objectives by conducting technical programs in accordance with the Virginia Section Bylaws, and by providing a forum for the exchange of ideas between engineers in the academic, public, and private sectors of the structural engineering profession. ARTICLE II— MEMBERSHIP AND PARTICIPATION Section 1. (a) Membership and participation in the Structural Technical Group meetings and activities are open to all interested persons. (b) Only Executive Committee members may cast ballots in matters of appropriation or in elections of officers. Section 2. Classifications of Executive Committee Members: (a) Executive Committee Officers - the duly elected Chair, Vice-Chair, and Immediate Past-Chair of the Executive Committee. (b) Executive Committee Members: (i) Persons engaged in the study and/or practice of Structural Engineering or a related field, who are interested and willing to assist in the planning and execution of Technical Group activities, or (ii) Virginia Section dues paying members who wish to remain on the Technical Group's mailing list and have indicated a willingness to assist in the activities of the Executive Committee. ARTICLE III— OFFICERS Section 1. The officers of the Structural Technical Group shall be the Chair, Vice-Chair, and Immediate Past-Chair who shall constitute the Executive Committee Officers in which the government of the Structural Technical Group shall be vested. Section 2. Officers shall be invested for a term of one year with the term of office commencing on the date of the Virginia Section's annual (Fall) meeting. Section 3. A vacancy in the office of Chair shall be filled by the Vice-Chair. Vacancies arising in other offices shall be filled for the unexpired term by appointment by voting members of the Executive Committee. Section 4. Only Executive Committee members may serve as officers. ARTICLE IV— NOMINATION AND INSTALLATION OF OFFICERS Section 1. The nomination and installation of the officers shall take place at a scheduled Structural Technical Group meeting. Section 2. Nominees must be in attendance to accept the nomination or have given prior acceptance to the nominating member if their absence at the meeting is unavoidable. Section 3. Elections shall be conducted by a secret ballot of members of the Executive Committee. A simple majority of all votes cast is required for election. In elections involving three or more candidates, if no candidate receives a simple majority on the first ballot, a runoff election shall be held between the two candidates who received the most votes on the first ballot. Section 4. Only Executive Committee members who are in attendance at the scheduled Structural Technical Group meeting for election of officers may cast a ballot. Each Executive Committee member shall have one vote. Voting by proxy is not permitted. AMENDMENTS Section 1. Bylaws may be adopted or amended only by the following procedure: (a) The proposed Bylaw or amendment shall be voted upon by the members in attendance of a Structural Technical Group Executive Committee meeting. (b) To become effective, it shall receive an affirmative vote of not less than a simple majority of the Structural Technical Group members in attendance, and the approval of the Board of Directors of the Virginia Section. Environmental and Water Resources The Environmental and Water Resources Technical Group is being formed. Anyone interested in becoming a member should contact Mr. Mike Barbachem (757) 499-4224. Read the draft BYLAWS. Virginia Section, American Society of Civil Engineers (ASCE), Environmental and Water Resources Technical Group Bylaws, (Draft as of March 17, 1999) ARTICLE I. GENERAL 1. Name. The name of this Technical Group shall be the Environmental and Water Resources Technical Group (EWRTG) of the Virginia Section of the American Society of Civil Engineers (ASCE), hereinafter referred to as the "Technical Group". Comments: The proposed name of the Technical Group is in line with the newest ASCE Institute, scheduled for implementation in October 1999, the Environmental and Water Resources Institute. 2. Purpose. The Technical Group is established to advance the state-of-the-art and state-of-the-practice environmental and water resources industry by facilitating effective and timely technology transfer, and integrating the technical activities of individuals engaged in research, education, design, testing, manufacturing, construction, and operations. The scope of the Technical Group shall encompass all aspects of theory, design, practice, and applications relating to environmental and water resources science and engineering. Comments: Vision: The Environmental and Water Resources Technical Group will be the recognized leader within the Virginia Section ASCE for the integration of technical expertise and public policy into the planning, design, construction and operation of environmentally sound and sustainable infrastructure impacting air, land, and water resources. To accomplish this vision we commit to: ! ! ! ! A diverse and empowered membership, Excellence in products and services, Collaborative partnerships, and Innovative programs and solutions. Mission: Provide for the technical, educational, and professional needs of our members and serve the public in the use, conservation and protection of natural resources: ! ! ! By advancing the knowledge and improving the practice of natural resources engineering and science, By lending expertise to the development of public policy, and By partnering with government, industry, education, and other organizations to enhance services to members and the public. Other: I would like for annual tasks of the group to include developing multiple parts of the technical problem competition for the student's Virginias Conference; developing technical sessions for the Annual Meeting in Richmod and the Virginia Engineers Conference in Virginia Beach; and producing regular articles, forums, etc. for the Virginia Section ASCE newsletter. 3. Restrictions. The Technical Group is organized within the Virginia Section ASCE. All policies and activities of the Technical Group shall be consistent with, and subject to: 1. The ASCE Articles of Incorporation, Constitution, Bylaws, and Code of Ethics. 2. Applicable federal, state, and local antitrust, trade regulation, and other laws, regulations, and legal requirements. 3. All requirements to retain the status of the ASCE as a not-for-profit organization exempt from federal income tax under sections 501(a) and 501(c)(3) of the Internal Revenue Code of 1954 (hereinafter referred to as the "Code") qualifying at all times as an organization to which tax deductible contributions may be made pursuant to applicable sections of the Code. 4. Such other policies and procedures as are authorized under these documents. ARTICLE II. MEMBERSHIP 1. Membership Qualifications. Membership shall be open to any ASCE member in good standing as well as to other persons interested in advancing the goals and purposes of the Technical Group. The Technical Group membership may include: Individual Membership: Professionals interested in the advancement of the state-of-the-art and state-of-the-practice in environmental and water resources science and engineering. Comment: Membership should be made available to a wide range of individuals, including students, who have an interest in the fields of water and environment. All current ASCE members will automatically be offered membership in the Technical Group. A Technical Group-only member, i.e. non-ASCE member, will receive Technical Group publications and other benefits such as discounted conference, seminar, workshop, and continuing education registrations. Consideration should be given to arranging for Technical Group-only members to receive the Virginia Section ASCE newsletter and possibly other ASCE benefits at discounted rates. Organizational Memberships: A non-Society professional, technical, or educational society whose interests are related to the water and environmental industry. Comment: It is thought that some form of membership should be available to organizations. The success of the Technical Group is based in part on forming strategic alliances with existing entities to discount any apparent threat and to alleviate potential splintering among organizations. Potential organizations include: ! ! ! Virginia Section, American Water Works Association (AWWA) Virginia Water Environment Association (VWEA) Virginia Lakes and Watershed Association (VLWA) Corporate Membership: Professional Engineering and Science firms that practice in the water and environment industry. Comment: It is thought that some form of membership should be made available to for-profit entities, including public utilities wanting to become a member of the Technical Group. Corporate members will receive benefits commensurate with a cost/benefit structure to be determined by the Board of Governors. Agency and Institutional Members: Federal, state, and local government agencies whose interests are related to the water and environmental industry. Comment: The Governing Board of the Technical Group will decide the cost structure . Instead of membership fees, an exchange of services or other consideration may be appropriate. Recognizing a potential for competition with its academic and consulting engineering members, the Technical Group should be careful not to offer inappropriate benefits. Potential agencies include: ! ! ! Virginia Department of Environmental Quality (VDEQ) Virginia State Health Department (VDEQ) Virginia Department of Conservation and Recreation (DCR) 2. Member Participation. a. Individual members in good standing may be appointed to and participate on Technical Group committees and may qualify for a position on the Board of Governors after holding membership in the Technical Group for a period of one year (except for the initial Board of Governors and committees). A member whose dues are not in arrears shall be considered in good standing. b. Individual members can participate on the Board of Governors; however, the Chair and Chair-elect positions are restricted to members of ASCE. c. Individual members in good standing may vote on all Technical Group procedural issues or elections put forth for the general membership. d. Organizational Members in good standing may appoint one representative to participate on Technical Group committees, except for the Board of Governors. The representative may vote on committee activities, but may not serve as committee chair. The representative of the Organization cannot vote on Technical Group procedural issues or elections, unless the representative is also an Individual member. An Organizational Member whose dues are not in arrears shall be considered in good standing. 3. Admission of Members. Applicants shall be admitted to membership in the Technical Group in such manner as the Board of Governors shall from time to time direct. All ASCE members in good standing who elect to join the Technical Group shall be admitted. Authority to admit new members shall be delegated to the Technical Group Chair in accordance with the requirements established by the Board of Governors. 4. Resignation. Any member of the Technical Group in good standing may resign by a written communication to the Technical Group Chair. 5. Expulsion. Any member may be expelled from the Technical Group for conduct in violation of the Bylaws, or the ASCE Articles of Incorporation, Constitution, Bylaws, Rules or Code of Ethics, as applicable, or for conduct which in the opinion of the Board of Governors is improper and prejudicial to the best interest of ASCE or the Technical Group. Except in cases to which the next paragraph applies, a Board of Governors meeting will be called for such purposes, at which time the member concerned shall have the privilege of being present and heard. The Technical Group will notify the member in writing prior to commencing a proceeding under this section and when a final decision is reached. Any member of the Technical Group may petition the Board of Governors for the expulsion of another member, and the Board shall maintain the prerogative to act on such a petition. Decisions of the Board of Governors shall not be open to appeal except in cases involving recommendation by the Board of Governors to expel an ASCE member, in which cases appeal may be made to the ASCE Board of Direction, whose decision is final. Cases involving ASCE members accused of violating the ASCE Code of Ethics shall be referred to the ASCE Committee on Professional Conduct for determination on behalf of the Technical Group as provided in Article III (1. Disciplinary Proceedings) of the ASCE Bylaws, in lieu of the Technical Group Board of Governors. ARTICLE III. DUES 1. Dues. Membership dues shall be established by the Technical Group Board of Governors. The Technical Group Board of Governors may establish different dues amounts for ASCE and non-ASCE Technical Group members. 2. Organizational Fees. Fees for participation by an organizational member in the activities of the Technical Group shall be negotiated by the Technical Group Board of Governors. 3. Payment of Dues. Dues shall be payable annually in advance of January 1. A person who is elected to membership in the Technical Group after June 30 in any calendar year shall pay one-half of the annual dues. Every individual and organizational member elected to membership in the Technical Group shall be liable for the payment of all dues until Technical Group membership shall have been terminated. 4. Statements. Not later than December 1 each year, the Technical Group shall mail to each member, at the latest address known to the Technical Group, a statement of current indebtedness, if any, of the Technical Group and the amount of dues for the ensuing calendar year. 5. Delinquency. Regular and timely payment of membership dues or organizational fees is a condition of continued membership in the Technical Group, unless a member or organization shall be relieved from the payment thereof by the Technical Group Board of Governors. 6. Refunds. No dues or fees will be refunded. ARTICLE IV. BOARD OF GOVERNORS 1. The affairs, activities, and concerns of the Technical Group shall be under the direction of a "Board of Governors", herinafter referred to as the "Board". The Technical Group shall be governed by the Board of Governors. 2. Composition of the Board. The Board shall have five (5) Governors. 3. Nomination and Election. The Board of Governors may establish nomination or election procedures. Each Governor selected or elected by the Technical Group shall be a member in good standing of the Technical Group for a period of at least one year before his/her election/selection. Each elected/selected Governor shall be a member of the Technical Group in good standing throughout his/her service as a Governor. Failure to meet the aforementioned qualifications shall be grounds for removal as a Governor. Members can be placed on a ballot by a petition signed by 5 members. Geographic distribution and representation of the full technical scope and professional function of the Technical Group may be considered in establishing the slate of nominees. 4. Term of Office. The Technical Group Board in the first year will determine the term of office of the initial incumbents for each of the Governor positions. The term of office of each Governor shall be for two (2) years and shall be nonrenewable. Terms of Governors will be staggered so that no more than three (3) Governor's terms of office shall expire in the same year. A Governor may resign at any time by giving written notice of such resignation to the Board Secretary of the Technical Group. 5. Vacancies. Whenever any vacancy occurs on the Board by death, resignation, or other than by expiration of a Governor's term, it shall be temporarily filled without undue delay as a direct appointment by the Chair. An election for a new Governor will be a part of the next annual election and will be for the balance of the unexpired term. The term of the person so appointed temporarily may commence upon appointment and expire at the meeting of the Board which immediately follows completion of the election process. ARTICLE V. OFFICERS 1. Officers. The officers of the Technical Group shall be members of the Board of Governors. The officers include a Chair, Chair-elect, Past Chair, Secretary, and Treasurer. 2. Duties. a. Duties of the Chair. The Chair shall preside at all meetings of the Board of Governors and of the members of the Technical Group. The Chair shall call special meetings of the Board or of the members as may be deemed proper. In the temporary absence or disability of the Chair, the Chair-elect shall discharge the duties of the Chair. The Chair shall be empowered to nominate chairpersons and members for those committees deemed necessary for the effective functioning of the Technical Group, subject to approval of the Board. The Chair or the appointed designee shall attend regular and special meetings of the Virginia Section Board of Directors, and report at such meetings on Technical Group affairs, if requested to by the Virginia Section Board of Directors. b. Duties of the Secretary. The Secretary shall be responsible for all correspondence of the Board. The Secretary shall give notice of, attend and keep minutes of all meetings of the Board, unless excused by the Board therefrom; shall have custody of the minutes; shall approve and admit members of the Technical Group, consistent with the Board policy; and shall perform other such duties and have other such powers as may from time to time be delegated by the Board. c. Duties of the Treasurer. The Treasurer shall monitor management of the financial affairs of the Technical Group. The Treasurer shall maintain records of Technical Group income and expenditures and be prepared to present an accounting thereof to the Board, to the Membership, or to any duly authorized person or persons when directed to do so by the Board. 3. Vacancies. In the absence of the Technical Group Chair, or in the case of the Chair's inability from any cause to act, the Chair-elect shall perform the duties of the Chair. In the case of the Chair's death, resignation, or withdrawal from office, the Chair-elect shall become Chair. In case of the Chair-elect's inability from any cause to act, a replacement shall be appointed by the Technical Group Chair with the approval of a simple majority of the Board. ARTICLE VI. MANAGEMENT 1. Committees. The Board may, at its discretion, establish and disestablish standing committees as necessary and desirable to conduct the affairs of the Technical Group. The Board may, at its discretion, appoint task forces or ad hoc committees. Such task forces and committees shall be established with defined focus and determined duration of appointment as specified by the Board. Committee chairs shall return a committee's tangible property and records, and all records relating to any intangible property and work product of the committee, to the Technical Group when discharged, or when requested by the Board. Such materials, and any intangible property including work products of the committee belong to the Technical Group. All committees (including any subcommittees), and all special delegates and representatives unless otherwise directed by the Board, shall be governed by this provision. The ownership and disposition of all tangible property and any intangible property and work product and records of a committee established jointly between the Technical Group and other organization(s), shall be agreed upon in writing between the Technical Group and the organization(s), prior to the establishment of the joint committee. Comment: The thought here is to create committees which parallel those of the ASCE EWRI. The committees, and their respective areas of expertise include: ! Planning and Management Committee ! ! ! ! The Board may establish rules that are consistent with these Bylaws for the policies, procedures, and programs of the Technical Group. Committees of the Technical Group may be directed to establish written operating policies and procedures, which shall require approval of the Board for adoption and amendment. 3. Robert's Rules. All business meetings of the Technical Group and meetings of its Board shall be governed by the rules contained in Robert's Rules of Order, Revised, in all cases to which these rules are applicable and in which such rules are consistent with the Technical Group's Bylaws. 4. Relationship to Virginia Section ASCE. Fees for services provided the Technical Group by the Virginia Section ASCE shall be set by written agreement between the Technical Group and the Virginia Section ASCE. The Virginia Section ASCE shall have the first right of refusal on the provision of services for the delivery of Technical Group products and services. In the event that the Technical Group develops a product or service on its own, it must meet standards of quality of the Virginia Section ASCE. The property and records of the Technical Group belong to the Virginia Section ASCE. The Technical Group may develop and conduct, conferences, seminars, and workshops by itself or acting in conjunction with other units of the Virginia Section ASCE or other affiliated organizations, subject to the right of first refusal in the second paragraph of this section. 5. Publications. Publications of the Technical Group shall be consistent with ASCE policies and consistent with written agreements that may exist between the Virginia Section and the Technical Group. The Technical Group may develop newsletters, journals, Manuals of Practice, and other publications by itself or in conjunction with other units of ASCE or other organizations. The Virginia Section ASCE shall have the right of first refusal to act as publisher of such publications. Members of the Technical Group who are not members of ASCE shall be entitled to receive publications at rate determined y the Technical Group Board of Governors and the Virginia section ASCE. 6. Indemnification. Technical Group Governors shall have the same rights of indemnification from the Virginia Section ASCE as do Virginia Section Directors and officers. ARTICLE VI. MEMBERSHIP MEETINGS 1. Annual Membership Meeting. A general meeting of the membership will be held each year to conduct any business that might properly come before the Technical Group. This meeting shall be held at the Virginia Section Annual Meeting, the Virginia Engineers Conference, or at a technical seminar of the Technical Group. A minimum attendance of ten (10) Individual members shall constitute a quorum for the annual general meeting of the Technical Group. 2. Special Meetings. Special meetings of the Technical Group may be called by the Board at any time. ARTICLE VII. FINANCES 1. Fiscal Year. The fiscal year of the Technical Group shall be from October 1 to September 30. 2. Assets. All assets held by or for the Technical Group are vested in the Virginia Section ASCE and shall be handled according to its fiscal policies. 3. Fiscal Responsibility. The Technical Group Board of Governors, with due responsibility to the Virginia Section ASCE Board of Directors, shall oversee the funds and assets of the Technical Group and shall direct the Technical Group Chair in their management. Neither the Technical Group nor any individual Governor, member, or representative thereof shall have any authority, as such, to contract debts for, pledge the credit of, or in any way financially bind the Virginia Section ASCE. 4. Technical Group Budget. The Technical Group budget shall be approved by the Technical Group Board of Governors in accordance with guidelines established by the Virginia Section ASCE Board of Directors. Any changes to the budget and any expenditures in excess of budgeted amounts or for unbudgeted items must be approved by the Technical Group Board of Governors in accordance with the provisions of these Bylaws. 5. Revenues. The Technical Group may raise revenue by means other than dues from members and fees for publications, provided such means are acceptable to the Virginia Section ASCE Board and allow for the continued maintenance of ASCE's tax-exempt status. Any proposed solicitations, and the proposed acceptance of any grant or donation which contains any restriction, shall first be submitted to and approved as permissible by the Virginia Section ASCE Board of Directors, who shall investigate and notify the Technical Group of the determination, including any restrictions or modifications on which approval is conditioned. In the event that the Technical Group's revenues exceed it's expenditures, the Virginia Section ASCE shall create a general reserve fund therefor, and the Technical Group shall control this reserve and may use funds from this reserve for programs and activities of the Technical Group. Subsequent to the end of the start-up period, any annual deficit incurred by the Technical Group shall be charged to such general reserve fund. 6. Records. The books and accounts of the Technical Group shall be kept by the Chairman, who shall be directly responsible to the Technical Group Board of Governors. 7. Reporting. At the close of each fiscal year, the Technical Group Chairman shall provided a preliminary statement of the affairs of the Technical Group, including, but not limited to, a balance sheet and fiscal statement of operations for the preceding year, which shall be submitted to the Technical Group Board of Governors and to the Virginia Section ASCE Board of Directors within thirty (30) days from the close of the fiscal year. 8. Audit. The books and records of the Technical Group shall be made available to the Virginia Section ASCE Treasurer on reasonable notice. ARTICLE VIII. STARTUP 1. The initial Governors and officers shall have such qualifications, be nominated and appointed/elected by such measures, and shall serve for terms of such lengths, as the organizers of the Technical Group deem expedient for the Technical Group's formation and startup, notwithstanding any other provision of these Bylaws. The first fiscal year of the Technical Group shall commence on the date of commencement of Technical Group operations and end on the same day as the next following close of a Virginia Section fiscal year. ARTICLE IX. DISSOLUTION 2. At any duly constituted meeting of the Technical Group Board of Governors by a two-thirds majority of those present and voting, the Technical Group's Board of Governors may vote to recommend dissolution by the Virginia Section Board of Directors, provided that a written notice of this proposed action shall have been given at a previous meeting of the Technical Group Board of Governors, and provided further that the proposed amendment shall have been published, together with an announcement soliciting membership comments, in a Technical Group, Virginia Section, or third party publication that normally reaches the entire membership of the Technical Group, or sent to the membership by other means. Determine local needs for continuing education and seminars. Initiate special courses at Section meetings. Promote registration for short courses on the local level. Publicize continuing education among the local branches. Contribute to the Newsletter. History & Heritage Section Officer: Mr. Bradford S. Price, P.E. Collect and record the history of the Virginia Section. Assemble and forward material for permanent storage at the VMI library. Assist in identification of Civil Engineering Landmarks worthy of historical mentioning. We have scanned the existing booklet covering the "History and Heritage of Civil Engineering in Virginia" during the period 1922-1972 into electronic format. It has been placed on our Home Page under Virginia History and Heritage. Membership Section Officer: Mr. Emmett R. Heltzel, P.E. Recruit qualified professionals for Society membership with special emphasis being placed on recent graduates. Initiate statewide membership drives and assist branches with similar drives on the local level. Hospitality & Programs Section Officer: Mr. John H. Spyhalski, P.E. Coordinate section meetings. Promote membership and student member attendance at Virginia State Section meetings. Provide the keynote dinner speaker for Section meetings. Branch meeting rotation is Blue Ridge, Bull Run, Lynchburg, Norfolk, Peninsula, Richmond and Roanoke. Publicity Section Officer: Mr. Terry V. Legg, P.E. Provide information to the news media on meetings, awards, appointments and elections. Provide local television stations with available National ASCE films. Contribute news items to the Newsletter. Promote ASCE with the public. Student Affairs Section Officer: Mr. Bradford S. Price, P.E. Support the Virginias Student Conference. See that awards are ready and presented at the conference. Awards include the Hardy Cross Competition, Marr Paper Competition and the Thompson Award. Promote involvement of student chapter and chapter members with the Virginia section. OTHER COMMITTEES Awards & Prizes Section Officer: Mr. John H. Spyhalski, P.E. Nominations to chairperson by March for Section Outstanding Civil Engineering Award, Section Service Awards and National Hoover Medal. Each Branch should submit one nomination for each award. Computer Database Section Officer: Mr. Michael J. Barbachem, P.E., DEE Chairperson: Mr. Eugene L. Brown, P.E. Develop Branch and Section utilization of PC computers. Use National information to better serve the membership. Engineering Education Section Officer: Mr. Bradford S. Price, P.E. Chairperson: Mr. Jeff Hill The Purpose of the Engineering Education Committee is: • • • • • • • • • • Maintain dialog between practicing professionals and the civil engineering educators (CE Dept Heads). Maintain dialog between CE Department Heads. Address education related issues from the viewpoint of practicing professionals. Address education related issues from the viewpoint of the engineering educators. Discuss engineering examination and registration issues. Discuss recent trends in civil engineering and civil engineering education. Discuss ASCE issues - local, state and national. Address Student Chapters' issues. Determine what support needs to be provided by the Virginia Section to the schools over the next 12 month period. Refer Action Items to the VA. Section ASCE Board of Directors for their consideration, approval, and implementation. The goals committee provides the Section with direction and definition of both long-term and short-term goals to be implemented by the President. Members of the goals committee are the latest two Past Presidents, VicePresidents and the President-Elect acting as Chairperson. Guidelines - The goals committee should assist the President-Elect in developing a set of objectives that needs to be accomplished by the Section during their term as President and at the same time allow the President to set their own goals for their upcoming term. Simply stated the committee sees to the long-term goals and the President sees to the shortterm goals. The goals committee reviews any reports from ASCE National Society dealing with goals and updates existing Section goals and identifies new goals for the Section. Each goal should have a scheduled start and finish date. Begin reviewing existing goals in November and present updated goals to the Board for approval at the Spring meeting. Government Engineers Section Officer: Mr. Emmett R. Heltzel, P.E. Legislative Affairs Section Officer: Mr. Bradford S. Price, P.E. Become familiar with legislation affecting the profession on either a state or national level. Recommend appropriate actions by the Virginia Section. Cooperate with other state professional societies on joint efforts in support. Review student papers and recommend awards to the Board. Newsletter & Publications Section Officer: Mr. Terry V. Legg, P.E. Chairperson: Mr. Eugene L. Brown, P.E. Prepare and distribute three newsletters annually. Market and coordinate business card advertisement. Establish goals for Branch sales of business card advertisements. The Section publishes three newsletters annually. Fall (September), Winter (February), and Summer (June). Advertisers may pay for ads per issue or for all three issues, whichever is more convenient. Ads should be camera ready. The ASCE Virginia Section mailing list consists of about 2,300 names. The following advertising rates for the Virginia Section ASCE Newsletter apply per issue: Business Card $25, Quarter Page $50, Half Page $75, Full Page $150. Branch goals for newsletter advertisements are: Blue Ridge 2, Bull Run 3, Lynchburg 1, Norfolk 4, Peninsula 2, Richmond 4, Roanoke 4. Nominating & Tellers Section Officer: Mr. William J. Spyhalski, P.E. Chairperson: Mr. Roger J. Cronin, P.E. The purpose of the nominating committee is to provide the Section Board with a recommended slate of officers for approval and to provide the Board with election results. Members of the nominating committee include the latest three Past Presidents of the Section, with the most recent Past President acting as Chairperson. Important activities and dates are listed below. ACTIVITIES DESCRIPTION: Select nominees. Contact nominees and confirm their acceptance of proposed nomination. Chairperson to write a letter to each nominee with copies to president and each committee member. Present proposed nominees to Board for approval. List of nominees to Newsletter Editor to prepare ballot. Nominees to provide Newsletter editor a paragraph to publish in Spring Newsletter with ballot. This paragraph should provide the Section membership with information to assist them in making a decision on ballot selection. Chairperson to provide letter to President recommending candidates for next year nominees. See that ballots are mailed and results are compiled. Present results to Board.
