Jeffrey Scruggs is currently a Managing Director at Goldman, Sachs & Co. where he is co-head
of the Public Sector Banking group.

Jeff graduated with honors from Harvard College with a degree in Economics in 1985. Prior to
that, he was a SEO intern during the summer of 1983 at Blyth Eastman Paine Webber. The
following summer he was invited to return to the municipal finance department of the firm. Upon
graduation, he became a Financial Analyst in the Municipal Securities Group at PaineWebber
Incorporated. After two years in that position, he served as a Special Assistant and Manager of
the Loan Portfolio Sales Program for the U.S. Department of the Interior for one year. During
this time, he managed the sale and disposition of the Department’s $700 million loan portfolio
program, which was part of a Federal government asset sales initiative.

Prior to attending business school in 1989, he returned to PaineWebber for one year to be a
Special Assistant to the Manager of the Fixed Income Division. In 1991, Jeff graduated with
high honors as a Baker Scholar from the Harvard Business School. Upon graduation, he again
returned to the Municipal Securities Group at PaineWebber Incorporated (and for the past three
years at UBS Financial Services, the successor to PaineWebber) as a Vice President. For six
years, he was a senior banker in the Firm’s Washington (DC) office. In 1998, he returned to New
York and became the Manager of the Department’s Infrastructure Finance Group. Additionally,
he was also a member of both the Department’s and Firm’s Management Operating Committees
as well as one of the original members of the Firm’s Diversity Council.

Jeff currently serves on the Board and is an alumnus of Sponsors for Educational Opportunity
(SEO) and also has served on the Boards of Directors for non-profit institutions such as the
National Black Child Development Institute and the National Association of Securities
Professionals.

He and his wife have one child, Jack, who is 2-years old. They reside in the Tribeca
neighborhood of Manhattan.
