ORGANIZATION OF THE MEETING AND RELATED ACTIVITIES Organizers The WIPO Asia-Pacific Regional Policy Forum on the Role of Intellectual Property Offices for Economic and Technological Development, is being organized by the World Intellectual Property Organization (WIPO), in cooperation with the Intellectual Property Office of Philippines (IPO-P), the Government of the Philippines, and with assistance ofthe Japan Patent Office (JPO). Venue and Dates The Forum will be held in Manila, Philippines, from December 3 to 5, 2002, at the following Hotel: Mandarin Oriental Manila Makati Avenue Makati City 1226 Philippines Telephone: (632) 7508888 Facsimile: (632) 8172472 Website: www.lllandarinoricntal.com Registration On December 3, 2002, between 9.30 and 10.00, all the participants and speakers are requested to register for the Forum at the Registration Counter located at the foyer of Ballrooms 2 and 3 on the 3rd floor of the Mandarin Oriental Manila. Documents for the Forum will be provided upon registration. Objectives The objectives of the Forum are to discuss policy and strategy considerations relating to the current situation and future trends in the field of intellectual property (IP), to examine various issues of emerging concern, in view ofthe need for a proactive role by IP offices in formulating IP policies; and to identify and explore areas of cooperation among countries of the region for economic and technological development through effective IP systems. Opening Ceremony The Forum will be inaugurated at the Ballrooms 2 and 3, on the 3rd floor, of the Mandarin Oriental Manila at 10.00 a.m., on Tuesday, December 3, 2002. , Working Sessions WIPO/IPOIMNL/02/INF.4 page 3 The Forum will deal with the following topics in the respective sessions: Topic I: Intellectual Property (IP) Policy and Strategy; the Interface with Economic, Science and Technology and Socio Cultural Policies Topic II: Strengthening the National IP Infrastructure to Promote Economic and Technological Development Topic III: IP Assets for Growth: Policy and Practical Issues for Identification and Management Topic IV: The Impact of Information and Communication Technologies on IP Administration, Protection and Enforcement Topic V: Demystifying IP Through Outreach Programs; The experience of Singapore and the Philippines Topic VI: Enforcement of IPRs; Key Issues for National, Regional and International Consideration Topic VII: Promoting the Effective Use ofIP by Small- and Medium-Sized Enterprises (SMEs) Topic VIII: Promoting Innovation and Technological Development through Institutional Links with Universities and Research and Development Institutions Topic IX: Panel Discussion: The Role ofIP Administrations in Realizing the Promise of IP as a Tool for Development Each of the above topics will be presented by two speakers, who will each make a 30 minute presentation, to be followed by discussions. The last session will involve a panel discussion with the participation of all speakers and participants. A short closing ceremony will be held at the end of the Forum. Working Language The working language of the Forum is English. Social Activities All the participants and speakers are cordially invited to a reception to be hosted by WIPO on Tuesday, December 3, 2002, from 18.00 hrs. to 20.00 hrs at the Mandarin Oriental Manila. 2. ADMINISTRATIVE PROCEDURES Philippine Entry Visa Foreign participants and speakers are advised to contact the nearest diplomatic representation of the Philippines in their respective countries regarding visa and other requirements. All the necessary visas should be obtained before departure. WIPO/IPOIMNL/02/INF .4 page 4 Any participant or speaker having difficulty in obtaining an entry visa is requested to inform the IPO-P and the WIPO officials in charge (see item 4) without delay. Ticket Arrangements For each participant from outside the Philippines whose travel and subsistence expenses are borne by WIPO, a round-trip economy-class air ticket between hislher home and Manila, by the most direct and economical route, will be provided by the respective UNDP (United Nations Development Programme) Office, on behalfofWIPO. Participants should arrive in Manila, Philippines, on December 2, 2002, and depart from Manila on December 6, 2002, or the nearest possible dates. For the speakers from outside the Philippines, separate arrangements are being made. Daily Subsistence Allowance and Terminal Expenses WIPO will request the UNDP Office, which will make the air ticket arrangements, to pay the participants from outside Philippines their daily subsistence allowance (DSA), on its behalf, based on the United Nations DSA rate applicable to Manila. The DSA covers hotel expenses, meals and other miscellaneous expenses of the participants during their stay in Manila. The participants will also receive a lump sum ofUS$120 to cover travel expenses (taxis to and from the airport, airport taxes, etc.) and, if necessitated by the travel schedule, the DSA, at the UN rate, for any authorized en route stopover. For the speakers invited from outside the Philippines, separate arrangements will be made. 3. HOTEL ACCOMMODAnON AND LOCAL TRANSPORTAnON Hotel Accommodation For participants and speakers from outside the Philippines, a block reservation has been made by IPO-P at the Mandarin Oriental Manila (see page I), which is also the venue of the Forum, at a preferential room rate of approximately US$84 per night per person, inclusive of breakfast and taxes. All participants and speakers should settle their bills individually. To confirm the room reservation, each participant is requested to inform the IPO-P official in charge (see item 4), by facsimile or email, as soon as possible, of his/her itinerary, i.e., check-in and check-out dates, the flight number and expected time and date of arrival and departure, as well as hislher name, title and country name. WIPO/IPOIMNL/02/INF.4 page 5 Local Transportation from the Ninoy Aquino International Airport Upon arrival at the Ninoy Aquino International Airport and after clearing with Immigration and Customs, a complimentary airport shuttle service will be provided by the Mandarin Oriental Manila for the participants subject to receipt ofinfonnation on arrival details. For participants who will not avail of this shuttle service, the NISSAN airport taxi service may be availed of for Php.375. Normal taxi service is also available at the Airport. IPO-P personnel will be available at the Airport to assist all participants. 4.
