What really is a PRD?
Projected Rotation Date (PRD)
• Established when orders are written
• Based on Sea/Shore rotation for rating/paygrade
• Period of time served in the same geographical location
• Applies to consecutive CONUS tours
• Time obligated to remain on active duty upon arriving at a new duty
station with some exceptions for Reassignment
• OBLISERV is required before reassignment to ensure member
completes the prescribed tour length
• Prescribed tour length for DOD Tour is 36 months.

• Prescribed Sea Tour (PST)
• Sea tours are prescribed for all enlisted rates. Normally not to
exceed 5 years.
• Sea Duty Commencement Date (SDCD)
• Sea duty commences when an individual reports to a permanent
duty station classified as sea duty or departs CONUS whichever
occurs first.
• Shore Duty Commencement Date (SHDCD)
• Shore duty commences when an individual first reports “For Duty”
at an activity designated Type 1,6, or 7 and terminates when an
individual completes his Normal Shore Tour (NST).

• HYT is designed to control Rating Manning,
Reduce Advancement Stagnation, and meet
End-Strength Requirements.
• Although these controls make some HYT
waiver requests difficult for NPC to grant
(given community manning and other issues).
There are situations where waiver requests
are encouraged and fully considered.

• E1/E2 cannot reenlist unless involved in
special programs and approval is granted
through PTS.
• E3 are eligible to reenlist/extend provided
they have met the professional growth
criteria.

• BACKGROUND: CAP was created in 1978 as an incentive
for seagoing personnel to be recognized for superior
performance
BASIC ELIGIBILITY:
Must be active duty assigned for a minimum of 30
consecutive days to a command designated as sea
duty(type 2,4 or 8)
Drilling Reservists must be locally assigned to an
authorized unit designated as sea duty (Type 2,5, or
8)

• Individual Ready Reserve (IRR)
• No Drills, may perform ADT paid/unpaid,
correspondence course for points
Individual Ready Reserve
• No drills, but participation IS required
• Eligible for:
• ADT
• Active Duty for Special Work (ADSW)
• Funeral Honors Duty (FHD)
• Retirement points
• Automatically considered for promotion (Officers)
• Eligible for involuntary recall to Active Duty (Title 10 US Code)
IRR Participation
Enlisted with less than 20 years qualifying service
• No minimum annual participation is required, however, it
results in non-qualifying year for retirement and member may
be ineligible for reenlistment or extension
Officer with less than 20 years qualifying service and
completed MSO
• At least 27 points required per anniversary year (includes 15
gratuity pts) to maintain good standing
• Non-participation will result in administrative action
Both Officer & Enlisted with 20 or greater years qualifying service
• 50 points required per anniversary year
IRR Benefits
• Identification Cards- Department of Defense Guard and Reserve
Members and their dependents.
• Military Exchange and Commissary- Unlimited use with valid
Identification card.
• MWR- Unlimited access to Category “C” facilities (clubs,
marinas, golf courses, etc.).
Involuntary Mobilization
• It is your obligation to maintain mobilization readiness
AND
• Notify Pers 493 of any changes in physical or medical
condition which could affect your readiness

Perform To Serve
Purpose
• Manage rating manpower
• Promote advancement opportunities
• Streamline the conversion process
• Screen qualified Sailors
• Better Shape the Navy‟s manning to better meet mission
requirements
Personnel Affected
• PTS Zones:
• Zone A 0-6 Years of Service
• Zone B 6-10 Years of Service
• Zone C 10-14 Years of Service
Personnel NOT affected:
• Personnel not recommended for retention by the COMMANDING
OFFICER
Submission Process cont.
• Submit request for:
• All Sailors recommended for retention that are within
15 months of EAOS or PRD if obligated service would
be required for PCS orders.
• 1st Termers of a DECOM, Homeport Change, or
OBLISERV requirements that will require orders

• Sailors whose PRD is greater than 12 months prior to
EAOS and the member must meet OBLISERV
requirements
• Note: Members applying for Special Programs
can have PTS request submitted 24 months
prior to EAOS
• Sailors who desire to reenlist for SRB must have an
approved PTS before the SRB Pre-Certification.
PTS Processing cont.
• Sailors in CREO group 2/3 should provide 3 rating
conversion choices
• Rating request must be in CREO 1 or 2
• Member must be fully qualified for the ratings
they are selecting
• Retesting of ASVAB test may be required prior
to submission of PTS
So What Can We Do???
• Simply put, NPC will maintain quota control; however we can help
our Sailors by:
• Career Development Boards (CDB‟s) are crucial for all Sailors.
• Academic Skills is a must for the retesting of the ASVAB
• Leaders have a direct impact on this process based on the
Sailors Regular Periodic Evaluation‟s
• Effective in-rate and military requirements training is a must in
order to get Sailors prepared to advance via the Navywide
Advancement Examination Process
• Emphasize “Sustained Superior Performance”
• Positive Leadership can contribute to keeping Sailors motivated
in personal and professional growth.
• PTS FOR ZONE C: 10-14 YEARS OF SERVICE.
• All zone C Sailors with an EAOS on or after 1FEB2010
are required to submit a PTS application regardless of
their reenlistment intentions
• Sailors must have an approved Zone C PTS prior to
Reenlisting / Extending /or Negotiating for Orders if their
EAOS is on of after 1 FEB 2010.
