IED Preparedness and Response Training DHS HSGP Grant Template Overview The Department of Homeland Security (DHS) has more then 15 grant programs available to U.S. Bomb Squads and other emergency responders. Each of these grant programs are intended to support the objectives of the National Priorities as outlined in the National Preparedness Guidelines through the purchase of equipment detailed on the Authorized Equipment List (AEL) and/or training related to improvised explosive device (IED) Preparedness and Response in an effort to strengthen and improve the Nation’s response capabilities as prioritized in the Target Capability List (TCL). The primary DHS grant program providing IED Preparedness and Response funding for U.S. Bomb Squads and other emergency responders is the Homeland Security Grant Program (HSGP). This federal grant program is made available to each State Administrative Agency (SAA), who in turn distributes grant funding to eligible organizations within each state, city, and local jurisdiction. Once DHS funding is received by the SAA, each SAA or Urban Areas Security Initiative (UASI) Administrative Agency prepares a sub-grant solicitation for distribution to eligible organizations within each state. The process of funding distribution varies with each State/Urban area. To obtain a copy of a sub-grant solicitation for your jurisdiction, contact your SAA or UASI Administrator. For the SAA contact in your state, follow this link: http://www.ojp.usdoj.gov/odp/contact_state.htm To successfully apply for and receive grant funding, state and locals should purchase equipment and/or training from the AEL that strengthens their specific Target Capability listed on the TCL and thereby demonstrates compliance with National Preparedness Guideline objectives. If a relationship between equipment or training, Target Capability, and National Priority is established, then adequate justification exists for the initiative. This formula is very successful in helping agencies improve the probability of receiving grant awards. HSGP Grant Guidance and Template This Grant Guidance and Template document was prepared to help expedite the grant application process for Allen Vanguard customers seeking funds for training under the HSGP. Page 1 of 9 HSGP Training Grant Template Allen Vanguard Grant Assistance Program November 2008 Alignment of Initiatives to National Priorities, TCL, and HSGP Objectives The National Preparedness Guidelines has established seven National Priorities: 1. Expand regional collaboration 2. Implement the National Incident Management System and the National Response Plan 3. Implement the National Infrastructure Protection Plan 4. Strengthen information sharing and collaboration capabilities 5. Strengthen communications capabilities 6. Strengthen CBRNE detection, response, and decontamination capabilities 7. Strengthen medical surge and mass prophylaxis capabilities 8. Strengthen planning and citizen preparedness capabilities The TCL (see Table 1 on the following page) further defines these priority capabilities as they relate to the four areas of homeland security response: Prevent, Protect, Respond, and Recover. The main DHS HSGP grant programs supporting IED Preparedness and Response capabilities are the State Homeland Security Program (SHSP), Urban Area Security Initiative (UASI), and the Metropolitan Medical Response System (MMRS). In FY08, DHS mandated improved IED preparedness, response, and recovery as a primary objective. To achieve this goal, DHS has allocated at least 25% of funds from the Homeland Security Grant Program (HSGP) and UASI grant programs to build state and local law enforcement IED terrorism prevention capabilities. Allen Vanguard Training Programs Training Courses Allen Vanguard Inc., through its U.S. subsidiary HMS Inc., provides IED Preparedness and Response training courses in the following areas: o o o o o IEDD/EOD Assault IEDD Knowing the Bomb Maker Weapons Intelligence Specific Threats: Suicide and Vehicle-Borne IEDs These courses are new and were developed based on best practices from our work with the U.S. Department of Defense (DOD) and international militaries. Currently, our courses are under review by the U.S. Office of Bombing Protection (OBP). Drills and Exercises Allen Vanguard also offers customized training in the form of drills and exercises to enhance the operational effectiveness of U.S. Bomb Squads and other law enforcement organizations, such as SWAT teams. To help our customers with the submission of grant applications, we developed a generic grant template for training courses. It can be customized to a specific grant application and mission for your proposed project. This grant template is contained in Attachment A – HSGP Grant Template. The project is an inter-agency initiative designed to address the challenges faced by the (Agency) during a potential Vehicle Borne Improvised Explosive Devices (VBIED) incident at (Agency Location). The objectives of the project are to enhance response operations of (Agency) Bomb Squad and SWAT team when responding to a potential Suicide Bomber and VBIED incident. PROJECT NEED Explain why the training is needed and how it benefits the region. Potential VBIED incidents at (Agency Location), a complex, high-risk critical infrastructure in a highly populated urban environment presents a series of unique challenges.  The first challenge is for the (Agency) Bomb Squad to develop and enhance the explosive device pre-detonation response operations for a VBIED incident.  The second challenge is to coordinate response operations among the (Agency) Bomb Squad and SWAT teams in the case of a Suicide Bomber/VBIED incident. Conducting VBIED training courses with (Agency) Bomb Squad and SWAT teams would enhance explosive device response operations and promote interoperability among these two law enforcement functions. Training activities for a VBIED event at (Agency) critical infrastructure facilities would enhance IED Preparedness and Response capabilities for the [Insert Urban Area], as well as the [Insert State]. PROJECT DESCRIPTION Provide a detailed project description. Include the goals, objectives, activities, and deliverables. The project will involve conducting two, 2-day courses on military tactics and response to a potential Suicide Bomber/VBIED event. The training will include the (Agency’s) Bomb Squad and SWAT team, and will also incorporate the use of EOD Mitigation and Remediation equipment to enhance operator knowledge of these tools. The project budget request is for the purchase of two, 2-day courses in Suicide Bomber/VBIED incidents. The cost of training includes instructor time, instructor travel, materials, and overtime/backfill for (Agency)’s Bomb Squad and SWAT team. 7 HSGP Training Grant Template Allen Vanguard Grant Assistance Program November 2008 Currently, there are seven (7) members of the (Agency)’s Bomb Squad and 6 members of (Agency)’s SWAT team. The first training session will train four (4) Bomb Squad and three (3) SWAT team personnel. The second training session will train three (3) Bomb Squad and three (3) SWAT team personnel. Overtime and backfill costs will be incurred for all law enforcement personnel attending this training session.
