              Congested Airports


    Definition:
       Airports using 90% or more of the apron or
      runway during workdays are considered
      congested.

              Proposal - Results




    Allow and regulate the entrance of new Airlines
    at congested airports;
    Increase competition;
    Improve the system’s operational efficiency;

    Airlines that perform better will get more slots.

        Scenario: Congonhas Airport (São Paulo)



    The airport in passengers movement.
       10,3 million passengers ~ 14% of total passengers;
       Only one runway;
       Capacity: 15 pairs of slots per hour;
       Completely busy.
    Has some of the most profitable flights in the
    country.
    Concentration and low competition.
       The two largest airlines have 89% of the airport slots and 93% of
      the national market.
       No perspective of entrance for other airlines.

                         Proposal


      New rule based on qualification index will be
      implemented in two phases.

         Every two years, two kinds of distribution:
       Current Operator                   Entrant

    Current Operator               Current Operator

           Qualification Index (QI)


    The Qualification Index will be composed
    of three indicators:

       Delays.
       Cancellations.
       Number of incidents and accidents.

                     Entrants



    Each airline’s indicators will be compared to
    the sector’s average.

    Airlines with better than average indicators
    receives 1 point.

    To qualify as a entrant, the airline should
    have at least 2 points.

                    Slot Distribution


     Distribution will be calculated using formulas that
     consider the amount of airlines that intend to
     operate at the airport.

        Each current operator will hand over the same

        The limit will be 20% of total current operator’s
       slot.

      There will be a Performance Index (PI) that uses
     the same indicators:
       Delays;
       Cancellations;
       Accidents or Incidents.
      General Criteria:
       PI above average – gains slots.
       PI below average – loses slots.

     Example for 5 Current Operators, 4 Entrants and
     250 pairs of slots.
        PI average = 0,52
        Slots to be distributed: FRA = 11,11%.

        It will be given to the airline that has the highest
        performance.
           Current Operator A: 7 pairs of slots
           Current Operator B: 6 pairs of slots.

                          Conclusion



     New airlines at congested airports.
     More options for the consumers.
     Improvement in service quality and operational
     safety.
        Airlines must improve their indicators of delays,
       cancellations and safety.

     More competition in the sector.
