Fairgrounds Development Information - Updated December 11, 2008 FAIRGROUNDS COMMUNITY ACTIVITIES OUTREACH PLAN UPDATE Following the Board of Supervisors directions at the October 31, 2008 Community Outreach Plan Workshop, County staff has begun meeting with community groups and business firms that are currently conducting events at the Fairgrounds. The purpose of the meetings is to define the scope and frequency of those events and activities, and to quantify the building and land requirements necessary to accommodate them. Staff will continue to contact and schedule meetings with Fairgrounds community and business users in the next several weeks. The product of those meetings will be several alternative conceptual plans for land and facilities sufficient to accommodate community and business activities at the Fairgrounds in the future. There is no established deadline for completion of the Community Outreach Plan. Staff will continue its efforts until the Board of Supervisors determines that the Community Outreach Plan has achieved its goal of addressing the interests and desires of the overall community regarding future community activities at the Fairgrounds. BOARD TO CONSIDER ENA WITH CATELLUS ON DECEMBER 16TH Following an extensive evaluation of proposals from six qualified development teams earlier in 2008, a County appointed independent selection committee chose Catellus as the first ranked team with whom the County would negotiate an agreement for future development of surplus property at the Fairgrounds. On September 9, 2008 the Board of Supervisors directed the Administration to enter into an ENA with Catellus as the next step in the pre-development process. However, it is important to note that approving the ENA does not constitute a term sheet or a development agreement, nor does it bind the County to develop any portion of the Fairgrounds. The proposed Exclusive Negotiating Agreement recognizes Catellus as the first ranked team and obligates the County to exclusively negotiate with Catellus regarding any surplus Fairgrounds property remaining after the Board of Supervisors has determined the scope and extent of land and buildings reserved for future community activities. Completion of the County’s Community Outreach is a prerequisite to that determination. Practically speaking, the parties cannot conduct meaningful negotiations about development of any remaining surplus property at the Fairgrounds until the Board has made its decision about the extent of property to be retained by the County for community activities.
