Pre-Separation Briefing – 19 October 2009 @ 1500, One Stop Building 1384 room B2. Soldiers taking transition leave should bring a copy of the approved
DA31 to the briefing. Pre-Separation Briefings are conducted on 1st and 3rd Monday of each month. If the Briefing happens to fall on a Holiday, the briefing
will be the following business day.

Monthly Reconciliations
Personnel Accountability remains a vital function of HR Specialists and Managers and must be worked on a daily basis. Our eMILPO analysts are available to
assist in any manner with this process. Also, please continue to pull all AAA-162s (Personnel Accountability Reports) the last work day of each month and have
these signed by the unit commander or designated representative and forwarded to your unit‘s eMILPO analysts. I hope our new procedures have made this
important task less time consuming and easier.

Personnel Asset Inventory (PAI)
IAW AR 600-8-6, Personnel Accounting and Strength Reporting, paragraph 5-7, the most common occurrences that require PAIs are change of commands, unit
moves, unit inactivation, and a change in servicing PPA. The regulation also states in paragraph 5-7 (n), that the PAI must be forwarded to the Personnel
Automation Section within 5 workdays of the PAI. We are experiencing many units not meeting this 5 workday time limit, so we are requesting that you
contact your eMILPO analyst for any scheduled PAIs in the future for guidance or assistance in completing the PAI documentation. We all need to work
together to meet this regulatory guidance.

The eMILPO Team can also provide training on this topic as well as eMILPO or Datastore training. Please contact your analyst to set up this training.

POB - Personnel Operations Branch- SGT/SSG PROMOTION ISSUES DA level audits of semi-centralized promotion were initiated in 2009 of Soldiers who make
monthly cutoff for promotion to SGT and SSG. During these audits, they are discovering a large percent of Soldiers with erroneous points, resulting in DA level
flags preventing promotion, and in some cases, revocation of promotion orders. S-1s must accurately validate Soldiers’ DA Form 3355 and correctly conduct
unit level audits, specifically looking for promotion points given for Continuing Education Units (CEUs). Reference MILPER Message 09-086.
OFFICER CANDIDATE SCHOOL (OCS) BOARDS
Accessions Branch will conduct the next OCS Selection and Branching Boards 25-29 January 2010. New requirement is a 4-year degree for all Soldiers
applying for the OCS Program.

COMBAT ACTION BADGE (CAB)
Requests for the CAB are being returned without action because of missing documents, statements, or details. The Purple Heart is no longer the sole
justification for award of the CAB. Refer to AR 600-8-22, Military Awards, and published messages for requirements.

TRAVEL OUTSIDE THE CONTINENTAL UNITED STATES (OCONUS)
Request and authority for leave, DA Form 31, must have a control number and signature of approving authority before country clearance can be requested.
FEDERAL VOTING ASSISTANCE PROGRAM (FVAP)
Publication of the 2010-11 Voting Assistance Guide has been postponed pending legislation within the National
Defense Authorization Act (NDAA). Refer to www.fvap.gov for current voting assistance.

-In response to an increasing awareness of the growing need to protect the safety of Service members and their families’ identity information, DOD will remove Social Security Numbers
from DOD IDF cards. The removal of SSN’s will occur in three phases, all of which will be implemented as part of the normal card lifecycle process. For more information-

- Effective immediately, all personnel possessing a Government Issued Identification Card or Common Access Card are required to report lost or stolen cards to
the Provost Marshall and be counseled by their Commander/1SG, Executive Officer or their equivalence prior to being reissued identification. This policy
includes Military Dependents, Department Army Civilian, Department of Defense Civilians, Contractors and any others personnel not listed who require
Government Issued Identification in order to gain access or conduct business on Fort Knox. All sponsors are responsible for ensuring personnel requiring
replacement of their Government Issued ID Cards report lost or stolen identification to the Provost Marshall and are counseled prior to receiving replacement
identification. Sponsor will be held responsible for lost of dependent Government Identification. They will be required to report the lost to their Chain of
Command and be counseled regarding their responsibility as the sponsor to ensure the security and well being their dependents. -Personnel requiring
replacement identification will receive a Lost/ Stolen Counseling packet from their Bde/Bn/Company Admin office. This packet must be completed prior to
reporting to the Installation ID Section, Building 1384, One Stop for reissuance of identification.

-ID Cards Section is at minimum staffing from 1100-1300 hrs.

RECORDS: Personnel notified for Deployment SRP must report to Plans&Ops located in Bldg 1378 prior to coming into Records section for processing.

This is a mandatory briefing REQUIRED for ALL soldiers as part of unit out-processing procedures when departing the installation.

ALARACT 273/2009- Posting DD Form, Record of Emergency Data to soldier records in iPERMS has established a new suspense date for all units in the Army
to ensure 100 percent compliance with Army guidance that all Casualty Documents (DD Fm 93 DD Form, Record of Emergency Data /SGLV Service Member
Group Life Insurance) be posted to iPERMS NLT 30 Jan 09. Due to Army units being less than 100 percent compliant, a new suspense date has been set for 31
December 2009.
DD 93 Enhancement
Effective immediately, Commanders and their HR providers should utilize the enhanced DD Form 93 in AKO MY FORMS when and where practical so that
authorized hr providers can "AUTOSEND" all updated and verified DD FORM 93S to IPERMS. This eliminates the need to scan and web-upload batches of
updated DD form 93s to iPERMS, and the AUTOSEND feature enables the updated document to be posted to the Soldier's iPERMS record within hours of
transmitting the updated and verified form via the AUTOSEND feature. See ALARACT 150/2009.
