The Seminole County Tax Collector, Ray Valdes, is proud to make available to authorized
vehicle dealers or other organizations (as listed in Florida Statutes 320.05), an automated
telephone method of Florida vehicle information vital to their operation:

                                      Seminole TagTalk
This system will allow participating Automobile Dealers, Financial Institutions, and other
businesses 24 hour, 7 days a week direct access to the Division of Motor Vehicles, Florida Real-
Time Vehicle Information System.

Seminole TagTalk makes accessing vehicle information quick and convenient. The information
may be read to the caller over the phone and/or faxed to a local or toll free number. This guide
will give you an overview of the capabilities of Seminole TagTalk and further explain what you
may expect when using it.

If you have any questions about the operation of the Seminole TagTalk system after reading this
brochure, you may call Mrs. Paula Prevatt at 407-665-7610 for additional explanation.


COST

Cost and maintenance of the equipment to provide 7-day, 24 hour access in a manner much more
efficient to your business, including a local or toll free fax (at your request) will be recovered by
a charge of 50¢ per successful inquiry. No long distance fax numbers will be accepted.

A quarterly invoice must be paid within 10 working days to prevent a service stoppage. The
invoice will show the total number of billable inquiries. A detailed invoice showing each inquiry
and caller within your agency can be provided on request.

We foresee improved efficiencies with Seminole TagTalk and know your organization will
benefit far above this minimal charge by obtaining much needed information, over the phone,
and with a paper copy, when you want it!

ASSIGNMENT OF CODES REQUIRED FOR ENTRY

You must have been assigned an access code for your organization and a password for each
person you authorize to use the system. There is no limit to the number of personnel authorized
within your agency. (A TagTalk access application is enclosed in this packet.)

       Special Note: Your organization will be responsible for notifying our office when an
       access code/password should be removed from our system. This should occur when one
       of your authorized personnel is no longer employed with your organization.

INFORMATION STORED IN THE DATABASE

When your account is set up in Seminole TagTalk, we store more than just your name and access
information. We also store both your phone number and local or toll free fax number. This way
when you request that the system send a fax, you will simply go through a verification process of
the fax number on file. This will keep you from having to enter the fax number each time, and
also, provide the flexibility to enter a different fax number should the need arise.

After your agency’s users have become familiar with the system, they need not listen to the
entire menu explanation. With the exception of the first message requesting the callers access
code, all following messages may be interrupted by entering the next request. If you wish to
abort the call, press pound sign (#) at any time to go to the “Exit Menu”, or end the call.

The system will allow up to five successful inquiry responses before it automatically
disconnects. While there are several phone lines to the system that should accommodate peak
periods, we feel this per call limitation is necessary to best service all users.

You are welcome to immediately redial the system with further inquires.


                                 SYSTEM OPERATION
ENTERING THE REQUIRED INFORMATION:

       If the system is available, you will be prompted for a series of information in order to
       fulfill your request. After responding to access and password, you will receive the
       following menu after entering a valid access code and password.

MENU A

              To enter a VIN number, press 1.
              To enter a tag number, press 2.
              To enter a title number, press 3.
              To enter a decal number, press 4.
              To have HELP faxed to you (this document), press 5.
              To end this call, press the pound key (#).

Based on your selection from the previous menu, you will be prompted to enter a VIN, tag, title,
or decal number followed by the pound key. The number will be read back to you for
verification.

NOTE: If you have the vehicle title number, it is the quickest way to request since it contains
numeric information only. It requires less key strokes.

When valid information is found in the DMV computer, you are prompted to determine what
information you would like regarding this vehicle.

MENU B

               For vehicle information, press 1.
               For owner information, press 2.
               For inspection information, press 3.
               For lienholder information, press 4.
               To hear all of the above information at once, press 5.
               To have all of the information faxed, press 6.

Once you have selected one of the preceding options, the system will read (or fax to a local or
toll free number) the requested information. For owner and lienholder names and address, you
will have the option to have them spelled, should the name be an unusual one.

The following information may be obtained under each category:

       Vehicle Information
              Year of make, make, body, color, tag number, tag type, vehicle identification
              number, title number, title status, title issue date, decal number, decal year,
              insurance status, class, weight or length, gross vehicle weight or width, odometer
              status, odometer reading, odometer date, presence of D6 stop.
       Owner Information
             Name, address, date of birth, sex, and drivers license number(s).
       Inspection Information
              Emission control inspection date, inspection status, and inspection certificate
              number.
       Lienholder Information
              Name, address, and date of lien(s).

After hearing the requested information, you will be given the options:

MENU C

               To hear more information about this vehicle, press 1.
               To enter new look-up information, press 2.
               To end this call, press the pound key (#).

       If you elect to hear information on the same vehicle, you will be returned to MENU B. If
       you elect to enter new look-up information, you will be returned to MENU A.

Inquiries By VIN – Special Case:

       If you choose to look-up by VIN, there is possibility of more than one vehicle with the
       same VIN. If this occurs you will be given the options:

MENU D

               To hear more information about this vehicle, press 1.
               To hear information on the next vehicle (with the same VIN), press 2.
               To enter new look-up information, press 3.
               To end this call, press the pound key (#).

If you elect to hear information on the same vehicle, you will be returned to MENU B. If you
elect to hear information on the next vehicle with the same VIN, the information requested will
be read for that vehicle. If you elect to enter new look-up information, you will be returned to
MENU A.

If, at any of these menus you elected to end the call, the system will thank you for calling and
then hang-up.

HELP

Detailed help functions will be available in the event a caller needs assistance. By pressing the
star key (*), more detailed information will be given to the caller regarding the current prompt.

Upon entering a valid access code and password, Seminole TagTalk will advise you whether or
not the Division of Motor Vehicles, Florida Real-Time Vehicle Information System is available.
If for some reason the system is off-line and not available, you will be notified and asked to try
back at a later time. If the system is not available, please do not call our office, because our
computers are connected to the same system and would also be unavailable.

After contract approval, the direct dial TagTalk phone number, your access code and passwords
will be returned directly to the agency authorized representative signing the agreement for
distribution to passworded users and is ready for immediate use. A copy of the agreement will
also be provided for your records.

without the spaces/dashes (e.g., “OWE-DEBT” would be entered as “OWEDEBT”, ‘FAST 1”
would be entered as “FAST1”). Note: The 1 key represents “1” as well as “Q” and “Z”.
