Assurances are hereby provided to the State Education Agency (SEA) that the Local Education Agency (LEA) or Charter School will: Have a State Board of Education (SBE) and Information Resources Management Commission (IRMC) approved instructional technology plan that is consistent with the requirements in section 2414. Use not less than 25 percent of EETT funds to provide high-quality professional development as outlined in section 2416. Develop an LEA plan that is consistent with requirements of section 2416 part b. Use the funds to supplement and not supplant funds from non-federal sources. Retain title and control of property and equipment purchased under this title. Keep records and provide information to the State Education Agency (SEA) as may be required for program evaluation consistent with the responsibilities of the SEA under the EETT. Accept responsibility for repayment of Title II funds in the event of an audit exception.

Instructions for PRC 107 Budget Spreadsheet
Budget only the 2008-2009 allocation. Carryover should be spent according to the approved budget in BUD. The PRC 107 Budget Spreadsheet has imbedded formulas that will calculate the percentage of professional development and other expense. This spreadsheet will be used to ensure that professional development expenses total to at least 25% of your annual allotment. For the formulas to work properly data must be entered into the spreadsheet in the following manner. 1. Enter your allotment amount in cell B2. 2. In cell E2 enter your LEA number. 3. The professional development expenditures should be entered on Page 1 and other expenditures on Page 2. 4. In the Cell B-1 enter your planning allotment. The spreadsheet has embedded formulas that will calculate the percent of funding in both professional development and other expenditures.
5. On Page 1, use Column C to enter the professional development costs to be paid from EETT funds. 6. Use Column H on Page 2 to enter other EETT expenditures.
Instructions for Budget Amendments:
After approval of this application, any amendment to the approved budget must retain the 25% expenditure for Professional Development... Amendments require justification if the amount of
amendment is $5,000 or more. Before the amendment is entered into the BUD system, the EETT Budget Amendment Justification Form should be faxed to ______ at 919 807-3290 for approval. You will be notified when the amendment is approved and the budget amendment can be entered into the BUD system. Please add justification in BUD for each item that is amended. Justification should reference program activities. For example, use “Needed to more funds to cover cost of subs rather than “Needed more funds in contract services.” The budget amendment form is posted on line at http://etips.dpi.state.nc.us/funding.htm.

Eligible Programs
(Consistent with Requirements in Section 2416) (1) Professional development programs that focus on the integration of advanced technologies, including emerging technologies, into curricula and instruction and in using those technologies to create new learning environments, such as professional development in the use of technology to: A) access data and resources to develop curricula and instructional materials, B) to enable teachers to use the Internet and other technology to communicate with parents, other teachers, principals and administrators; and C) to lead to improvements in classroom instruction in the core academic subjects. Expansion or establishment of initiatives designed to increase access to technology for students and teachers. Expansion of current project or establishment of a new project to enable teachers to increase student academic achievement, including technology literacy. Acquirement of proven and effective courses and curricula that include integrated technology and are designed to help students meet State academic content and student academic achievement standards Utilization of technology to develop or expand efforts to connect schools and teachers with parents and students to promote meaningful parental involvement. Preparation of one or more teachers per school as technology leaders who are provided with the means to serve as experts and train other teachers in the effective use of technology. Acquirement, adaptation, expansion, implementation and maintenance of existing and new applications of technology, to improve student academic achievement. Acquirement of connectivity linkages, resources, and services (including the acquisition of hardware, and software and other electronically delivered instructional resources.) Use of technology to collect, manage and analyze data to inform and enhance teaching and school improvement efforts.
