EARLY LEARNING INVESTMENTS
San Mateo County Superintendent of Schools Provides voluntary, affordable preschool for 3- and 4year-olds in Redwood City, East Palo Alto, and East Menlo Park, whithin centers and homes that meet rigorous quality standards. Builds the capacity of child care programs in Redwood City and East Palo Alto, South San Francisco, and Menlo Park to improve the social and emotional health of children and their readiness for school. Strategies: program consultation with providers, case consultation and direct intervention with children, and parent support. Supports targeted child careproviders through weekly, on-site consultation to address the needs of children with social and emotional difficulties. F5CA Matching funds - Improves the quality of early care and education for children in San Mateo County by providing Early Childhood Professionals with incentives to increase their education and training and to encourage retention in the childcare field. Increases the organizational capacity of licensed child care centers/family day-care homes and provides funds for facilities expansion, rennovation and improvement of child care slots. Supports the "Summer Transitional Kindergarten Readiness Program" in 9 high-need communities (Daly City, Pacifica, South San Francisco, San Mateo, East Palo Alto, Menlo Park, Redwoord City, and Half Moon Bay) in SMC for children who have not had a preschool experince or who are English language learners.

CHILD HEALTH AND DEVELOPMENT
Increases enrollment of uninsured children ages 0 to 5 residing in San Mateo County. Ensure all children 0-5 have access to, and utilize, comprehensive health insurance coverage through Medi-Cal, Healthy Kids, and Healthy Families programs. Enhances Prenatal to Three's capacity to provide public health nurse assessments to pregnant women and newborns on Medi-Cal and make specialty services available to families at risk due to social or mental health factors.

Special Needs ProjectDemonstration Site 7/1/08-12/31/09 Staff
Provides administration oversight of activities within the demonstration site community in partnership with South San Francisco School District. Assist in administering screenings and assessments to families of children 0-5 with special needs. Ensure that families have access to resources within the community and resources offered through First 5 such as the Children's Health Initiative. Provides a space/facility to function as the hub for special needs screening and coordination services at the Demonstration Site in the community. Provides a dental program for children with special needs, birth to 5 years of age, that has primary focus on providing access to dental screening and treatment, family education on oral health needs and issues, education for dentists and others who serve this population. Improves the social and emotional health of children birth to five and their families; improves the capacity of providers to support children with social-emotional and/or health needs.

FAMILY SUPPORT & ENGAGEMENT
Improves the countywide system of care for children ages 0-5 years who have, or are at risk of having chronic physical, developmental, behavioral or emotional condition and who also require developmental, medical, health, and related services of a type or amount required by children generally. Provides multi-agency case coordination through the Watch Me Grow Roundtable and provides outreach to primary care physicians. Increase children's readiness for school through comprehensive programs focused in the areas of health, early care and education, and family support in communities with low API scores. Includes homevisiting and Summer Bridge Program. Provides homeless children with high-quality child care and integrated services to ensure their long-term wellbeing and success. Provide intensive case management services to families experiencing domestic violence with children under the age of 5, including outreach, individual and group therapy, home visiting and referrals. Early Childhood Family Resource Center provides education, support, and health services to families and caregivers, and services of direct benefit to infants and children up to the age of six. These centers are an integrated model of health services, child development best practices and the family working together. Increases the provider community's knowledge and understanding of the rights of children with special needs and to increase provider advocacy skills. Increases families' ability to support and advocate for the needs of their children with special needs.

Develop the capacity of systems countywide to serve and support the inclusion of children with special needs, thru techincal assistance to school districts & child care centers; Developing a bilingual virtual family resource center(web-portal) for parents and professionals.This bilingual site is a one stop destination for peer to peer support, local resources, recommended practices and topical information from experts in the field addressing the needs of children with special needs.
