                       The workshop will be held in Tunisia, coordinated by INRGREF (P4)
                       It will consist in reviewing the methodologies, models and data available
                      up to now.

                       It will be based mainly on the results of the HYDROMED project and the
                      subsequent activities in the frame of regional environmental observatories
                      (OMERE).

                       The models will be applied to new case studies different from those used
                      for their elaboration.

                     1996 - 2001:
                     HYDROMED – Project of research on hill reservoirs in
                     the semi arid zone of Mediterranean periphery.
                      2003 - 2007 :
                     IRRIMED (INCO MED) : "Improved management tools
                     for water-limited irrigation: combining ground and
                     satellite information through models“.

                     HYDROMED research project was developed in four countries (Lebanon,

                     Morocco, Syria and Tunisia) where a strong policy on small dams
                     building is ongoing besides the large dams achievement. It aimed to
                     define an optimal use planning upstream and downstream the artificial
                     lake and to assess the impact of theses hydraulic works on the local
                     environment and on the lakeside rural societies.
                     Four work packages, a training program and co-ordination activities
                     were carried out:
                         1. Existent works synthesis in each country and choice of pilot sites
                            for relevant experimentation,
                         2. Water - soil – environment,
                         3. Agronomy - agricultural economy - social management of the
                            water,
                         4. Sustainability of the hill reservoir and its integration in the
                            durable development of marginal regions.

                     A hill reservoir is a small lake created by a small earth dam that contains

                     about ten thousand to 1 million m3 of water collected on runoff area
                     ranging between some hectares to some km². These works perfectly fit
                     in the landscape without creating a particular nuisance. They are capable
                     to regulate water fluxes and therefore susceptible to maintain rural
                     populations in their places while assuring them a real possibilities of
                     development. Their construction aims the following objectives:
                     the protection against flood of infrastructures downstream,
                     assuring a water resource scattered in the landscape,
                     runoff harvesting for the refill of groundwater,
                     the improvement of the environment by the creation of oasis or
                     reforestation,
                     the local development of agricultural or recreational activities.

                         questions:
                     1.   What is the available water quantity and what is its seasonal and
                          yearly variabilities ?
                     2.   What is the life span of a hill reservoir (silting up) and how to
                          protect the lake against a too fast silting up?
                     3.   What is the efficiency of the lake on the groundwater recharge
                          and on the underground water quality?
                     4.   What are needs in water to satisfy (quantification of the water
                          supplying, its distribution in the time and the quality of this
                          supplying)?
                     5.   What are the possible social organizations for users? Who is the
                          beneficiary?

                     To quantify runoff and erosion of small catchments contributions
                     situated upstream of lakes, the HYDROMED project achieved the
                     equipment (hydrological station) of 7 pilot sites of small dams: five in
                     Tunisia, two in Syria and one in Morocco.
                     Bathymetric measures and silt levelling are achieved each year in the
                     lake. From these data, the analysis hydrological water balance permit
                     the reconstitution of flows and the assessment of infiltrated, evaporated
                     and used water volumes.
                      Stochastic hydrologic modelling (HYDROMED model R. RAGAB et all,
                     2000, H2U model adapted to some Tunisian cases by S. NASRI et all,
                     1999) permitted the extension of hydrologic series from rainfall
                     observations and, under certain conditions, the transposition of results
                     to others small catchments not observed. A physical spatial hydrologic
                     modelling (KINEROS model) was also achieved (thesis of T. Mansouri).

                     water use for agriculture from lakes is an important objective
                     accorded to hill reservoirs. In complement to hydrology studies on
                     water balances of lakes in Tunisia, water use for agriculture (IRGREF
                     and IRD Tunis) has been based on anfrequential analysis of crop
                     water deficits in relation with their water needs.
                     For crop water needs the potential evapotranspiration (ET0) has
                     been calculated using Penman-Monteith method in accordance with
                     the formula proposed by the FAO (1998). Drought risks has been
                     determined according to crop water deficits; these deficits being
                     calculated from a simple agronomic-meteorological model taking in
                     account the stored water volume in the lake, soil water reservoir and
                     the different crop development stages.
