									                      Leadership Award Workbook Information
This workbook for Adult Leadership awards was compiled to not only provide a consolidated source for each unit
as a resource; it was compiled to provide a simple means of tracking the efforts of leaders as they support youth
in the Scouting program. Something I personally found easy to do using an Excel formatted spreadsheet which
can be copied and saved for each unit leader and their individual progress. It also became a small revelation in
all the leadership awards available to the adults who are supporting youth.

The individual spreadsheets (tabs) are labeled by the identification used by national's FORMS page for each
progress record or award sheet (with the exception of the Paddler's Award). These cards are also available
through the District Website so you can have the most current version available.

For example - the Tiger Cub Leader Award is identified as form 50 and I have labeled the tab "C50" with the "C"
"C" referring to "Cub Scout" and 50 as the same form number.

As you use each worksheet you'll find that the actual award is identified with a visual, color version, of the award
(knot, arrowhead, etc) in the top right corner of the page. The worksheets identify the actual requirements
necessary for completion of the awards and allow you to fill in the month & year (mm/yy) of the completion or
attendence of the event. When you fill in the Progress Record for submission to the District Training Staff the
boxes only require that you fill in the mm/yy; no initials are needed in the boxes, your unit chairman's review and

                      NATIONAL PRESIDENT'S
                   SCOUTMASTER AWARD OF MERIT
    Background     Shortly after the National Eagle Scout Association was established in 1972, it began to make
                   available a NESA Scoutmaster Award. The award was presented to one Scoutmaster per
                   BSA area each year. These Scoutmasters' records demonstrated proper use of Boy Scout
                   advancement, and a significant number of their Boy Scouts attained the Eagle rank. This
                   award was discontinued on December 31, 1987.
                   The president of the Boy Scouts of America requested that NESA convert its award into a
                   Scoutmaster Award of Merit that could be earned by all Scoutmasters. His rationale was
                   that there is a need for recognizing Scoutmasters relatively early in their work in that position,
                   before they qualify for the Scouter's Key.

    Requirements   The nominee need not be an Eagle Scout but must:
                   1. Be a currently registered Venturing Advisor who has served in that position
                       for at least 18 months.
                   2. Have achieved the Quality Unit Award at least once during the period of service.
                   3. Have completed Boy Scout Leader Fast Start Orientation, New Leader Essentials,
                       Scoutmaster and Assistant Scoutmaster Leader Specific Training, and Introduction
                       to Outdoor Leader Skills.
                   4. Have a record of
                       *      Development of youth leadership through the patrol method
                       *      Positive relations with the troop's chartered organization
                       *      An extensive outdoor program including strong summer camp attendance
                       *      A positive image of Scouting in the community
                       *      A troop operation that attracts and retains Boy Scouts

    Procedure      The chair of the troop committee has the responsibility of nominating the Scoutmaster on
                   behalf of the patrol leaders' council and the troop committee
                   The nomination is then certified by the unit commissioner and forwarded to the local
                   council service center.
                   The nomination is then approved by the Scout executive and either the council NESA
                   chair or the council commissioner
                   The Scout executive will forward the nomination to the director of the National Eagle
                   Scout Association at the national office

    Award          A full color certificate will be provided by NESA free of charge. A cost of $1.50 per certificate
                   will be charged for a certificate with the recipient's name laser-printed. Payment should
                   accompany the order.
                   The National Eagle Scout Association will send the certificates to the Scout Executive via
                   pouch mail. Please allow two to four weeks for turnaround time.
                   A full-color, 6-inch jacket patch, No 00147, is available through the Supply Division
                   A square knot (white on tan) for the uniform, No 05001, is available through the Supply
                   Division

    Presentation   The award may be presented at an appropriate charted organization or unit function with
                   acknowledgement at a district or council event or at a district or council recognition event.

                   Note: Nominees may earn the Scoutmaster Award of Merit one time only

                               VENTURING ADVISOR
                                AWARD OF MERIT
    Background     One of the unique attributes of the Venturing program is the relationship
                   between Venturers and the crew Advisor. The ability to work effectively
                   with young adults as they themselves plan and run the program is a true
                   test of leadership skills.

                   With the new Venturing program introduction on August 1, 1998, inclusion
                   of the Venturing Advisor Award of Merit was a key program enhancement
                   to recognize crew Advisors for tenure, training, and quality crew program.

    Requirements   1. Be a currently registered Venturing Advisor who has served in that position
                       for at least 18 months.
                   2. Complete Venturing Fast Start and Venturing Leader Specific Training.
                   3. Achieve the Quality Unit Award at least once while serving as crew Advisor.
                   4. Demonstrate the use of the Venturing Silver Award program.
                   5. Develop youth leadership by effective use of crew officers.
                   6. Use the crew officer orientation and program planning process.
                   7. Have a proven positive relationship with the chartered organization and
                   associated Boy Scout troop and Cub Scout pack, if any.
                   8. Project a positive image of Venturing in the community.
                   9. Attract and hold Venturers with crew program and operation.
                   10. Lead crew in completion of the Venturing Leadership Skills Course.

    Nomination     The crew president in conjunction with the crew officers nominates the
    Procedure      Advisor. The nomination is approved by the crew committee chairman.

                   The nomination is then certified by the unit commissioner and submitted
                   to the council service center.

                   The nomination is then approved by the Scout executive and council commissioner.

    Award          A color certificate with the recipient's name and signed by the Scout Executive
                   and Council Commissioner will be presented to the recipient.

                   A certificate, No 33661, a cloth square knot, No 05001, and a miniature Venturing
                   Device, No 00940, are available from the local council service center.

    Presentation   It is recommended that the award be presented in a timely manner at an
                   appropriate district or council function. It is also recommended that the
                   recipient be recognized appropriately in the council newsletter and in

 Purpose
     To recognize adult Scouters for their outstanding contributions to the District's Camping Program.

 Guidelines
     Nominations can be made by any registered Scouter. Nominations should be given to a member of the
     District Camping Committee. The District Camping Committee will select the recipient(s) of the award.

     The nominee should
         have at least one year of service to Swan Creek Distric,
         be a registered adult (Cub Scout, Boy Scout, Exploring, Venture Crew) from Swan Creek District,
         have made exceptional contribution to the District during the past year (or years),
         meet the ideals of the Twelve Points of the Scout Law such as being cheerful, courteous, and
             helpful towards others.

     The name of Bob Stevens was always associated with the adventure of Scouting and the recipient
     should have this "Spirit of Adventure".

     This award can only be earned once and is not dependent upon or to be influenced by other awards.

     All nominations should be submitted by the March District Committee Meeting. This meeting is the
     first Thursday of the each month per the District's calendar. This will enable the District Camping
     Committee adequate time to review the nominations, select the recipient(s) and properly prepare the

                        The Swan Creek District

                   PADDLER'S AWARD
 The Swan Creek District Paddler's Award was created to recognize those
Scouters who have been key to the success of their unit during the current
  program year. Just as even the stoutest canoe will only drift along with
  the current unless propelled by a paddle, so too, the strongest unit will
       progress only if propelled by the efforts of dedicated adult leaders.

                                               CRITERIA
        1. Each unit may recognize one leader each year.

        2. A Scouter may receive this recognition once only.

        3. A unit may choose their honoree by any method they wish.

        4. The award will be presented at the district's annual recognition dinner.

        5. The unit will submit this nomination form to the District Advancement not less

 GENERAL INFORMATION
 The District Award of Merit is a council award presented by districts in the same manner that the Silver Beaver is a
 national award presented by councils
 The award is available to Scouters who render service of an outstanding nature at the district level.
 The award is available annually on the basis of 1 for each 25 traditional units or fraction thereof. The district need not
 present all the awards to which it is entitled each year.
 It is not appropriate to nominate a Scouter who has already received this award.
 A professional Scouter or other council employee may not receive this award based on employment services. However,
 a professional Scouter or employee who also serves as a volunteer Scouter may be eligible, based on volunteer services.


 REQUIREMENTS
 1. A nominee must be a registered Scouter.
 2. A nominee must have rendered noteworthy service to youth in Scouting, outside Scouting, or both.
   Note: The nature and value of "noteworthy service to youth" may consist of a single plan or decisions that contributed
          vitally to the lives of large numbers of youth or it may have been given to a small group over an extended period
          of time
 3. Consideration must be given to the nominee's Scouting position and the corresponding opportunity to render
    outstanding service beyond the expectations of that Scouting position.
 4. The nominee's attitude toward and cooperation with the district and/or council is to be taken into consideration.
 5. Nominations cannot be considered for posthumous awards.


 PROCEDURE
 1. Annually, district chairmen will appoint a temporary special District Award of Merit committee of not more than five
 persons who will consider all candidates and make recommendations of those to receive the award to the council
 through the Scout Executive.
 2. The Scout Executive will inform the district chairman of those nominations approved by the council committee.

 3. The following procedure is suggested of such presentation ceremonies:
       a. The recipient and spouse should be in attendance at the annual meeting or recognition dinner.
       b. A district and/or council officer should explain the award and its significance.
       c. Eagle Scouts or Silver Award Venturers should be asked to escort the recipients to a place of honor at the
          head table or on stage.
       d. A suitable citation for each recipient should be read indicating what each has done in Scouting.
       e. The award (certificate, No 33719; plaque, No 17565; and lapel pin, No 17551) may be presented at this time
          with appropriate congratulations.
        f. The only uniform insignia which accompanies this award is an embroidered overhand knot, No 05013
       g. A group picture may be taken for use in neighborhood or community newspapers (district responsibility).

This award is made for noteworthy service of exceptional character to youth by registered Cub Scouters,
Scouters, Varsity Scouters and Venturing leaders within the territory under the jurisdiction of the Erie
Shores Council. Nominees must be 21 years of age or older. Sorry, nominations cannot be considered
