What is METIS?
 Regional project launched in the frame of Euro-Med GNSS I Programme

 Objective: Promotion of GNSS services in the MEDA area

 Duration: 30 Months (started mid of July 2006)

 Countries: Algeria, Egypt, Israel, Jordan,
   Lebanon, Morocco, Palestinian
   Authority, Syria, Tunisia, Turkey


Team:
   >Euro-Med Consortium composed by 5 partners, TPZ (coordinator - I), FDC
   (F), ESSP (B), AUI (Mo), TAS (F)
   >More than 20 subcontractors (mainly MEDA and including GEMCO)

Outcomes: Paving the way for GNSS services in MEDA
  >Supporting the definition of Euro-Mediterranean policy and actions in favour
  of the GNSS (EGNOS/GALILEO) services market in MEDA
  >Establishing cooperation and shared objectives between EU and MEDA
  economic actors

Main activities:
  >Activity A - Preparation of a Euro-Med “GNSS Regional Plan”
  >Activity B - Running a “Training & Awareness” programme
  >Activity C - Implementation of 10 “GNSS Service Demonstrations”


      METIS activities are performed in parallel with the relevant infrastructure
     preparation for GNSS SIS (Signal In Space) Provision Activity in the region,
                 undertaken by the European Space Agency (ESA)

What is the “GNSS Regional Plan”?
  A shared Euro-Med plan in favour of a progressive GNSS services market
implementation:
   >Ten MEDA countries
   >Next 5-10 years (starting from 2009), through EGNOS towards Galileo
   >Main markets, in the transport and non-transport sectors, for safety-related
   and non safety-related uses:
   Civil Aviation, Maritime, Road, Rail, Location-based services/personal
   mobility, Land surveying/geodesy/mapping

1.     Diagnostic phase - Present status and needs at regional, sub-regional and
       national level, obstacles and enablers, opportunities, trends and existing
       strategies “in support of”
2.     Classification phase - Measures and actions per country, at regional and
       sub-regional levels
3.     Financial phase - Evaluating costs related to measure and action, social and
       economical benefits generated by the use of EGNOS - now - and Galileo - in
       the future
4.     Prioritisation phase - Setting priorities for measures and actions, plans per
       country, at regional and sub-regional levels (timing at 5-10 years)

    >Programmable position reporting rate for reduced power consumption
    >Position reporting based on rate and/or movement (remotely programmable
    or during installation)

No external power available
  Solution: Self powered by a combination of rechargeable batteries and
  polycristalline solar panel
Autonomous
  Solution: Low power operating modes based on cyclic transmission and
  transmission on movement of short data messages. The battery voltage is
  monitored and the terminal can preserve itself switching in a special low
  power mode to avoid loss of communications.
Computation of Protection Levels at the Service Centre
  Solution: The unit can send to the Service Centre all the information about
  satellites in view and EGNOS corrections
Remote controlling of the unit
  Solution: An NMEA based set of proprietary commands and sentences allow
  the remote control of the unit to set transmitting cycle time. A continuous
  tracking mode can be set for specific purposes
