                                     POSITION DESCRIPTION


POSITION TITLE:                        Occupancy Compliance Specialist

SECTION:                               Property Management

LOCATION:                              San Fernando Valley and Los Angeles



SUMMARY OF RESPONSIBILITIES
Working under the direction of the Property Management Supervisor and working as part of
a team with Property Managers to ensure compliance with all occupancy regulations
established by LAHD, Tax Credit Allocation Committee, California Redevelopment Agency
and other regulatory bodies.

SPECIFIC DUTIES

1.       Serve as the primary contact person for all regulatory compliance issues for all
         properties.

2.       Coordinate and over-see initial project lease-ups ensuring timely and accurate
         processing of applicants.

3.       Review and audit all first year files and re-certification files to ensure that all of the
         requirements are met before prospective residents take possession of a unit.

4.       Review all documents related to tax credits to determine and document the record-
         keeping and reporting requirements and annual rental rate changes.

5.       Review resident files on a quarterly basis to ensure compliance and monitor any
         corrections to files that are needed.

6.       Review annual & Interim recertification, conduct internal audits

7.       Review and oversee the annual re-certification process at all sites ensuring their
         timely and accurate completion.

8.       Prepare, maintain and report all quarterly occupancy reports and certifications to
         various agencies to maintain compliance.

9.       Develop and implement quarterly compliance training seminars for site resident
         managers.

10.      Maintain resident files and conduct annual re-certifications for sites that do not have
         managers.

11.      Assist in the maintenance of corporate property management files.

12.      Develop and maintain a database of all individuals who have expressed interest in
         housing and ensure that they are notified regarding any available units.
13.      Other duties as assigned by the Property Management Supervisor.

MINIMUM QUALIFICATONS
 EXPERIENCE:
    Position requires a minimum of three years experience as an occupancy specialist in
     affordable housing.

 KNOWLEDGE AND SKILLS:
    NCHM designation and/or knowledge of TCAC, HUD and other affordable housing
     program certifications
    Familiarity with compliance and regulatory issues and compliance
    Strong verbal communication skills and clear writing ability; capacity to handle
     multiple tasks simultaneously in an organized and efficient manner and to meet
     deadlines.
    Bilingual in Spanish Required as it is essential in communicating with clients and
     building residents.
    Willingness to perform requested duties and to be courteous and pleasant to vendors,
     clients and staff
    Valid California driver’s license and availability of an insured vehicle to travel within
     the LAFH property sites
