Hewlett-Packard Company has a long history of corporate giving and is consistently rated among the top corporate philanthropists. Donations of HP equipment constitute the majority of the company's giving which, in Europe, amounted to more than 15M$ in 1997. The company's support of secondary and university education in particular, aims at increasing the pool of technical engineers and scientists in which European industry will find its future employees, business partners and customers. The primary goals of HP's philanthropic programs are to: 1) Improve the quality of education, especially in engineering, mathematics and science, throughout state-of-the-art equipment for classroom instruction, through the support of curriculum reform and improved delivery of education and through the outreach to under represented minorities. Accelerate the process of scientific and technical discovery, especially by supporting university research within the public domain. Support societal needs in health/human services, culture and civic activities where HP employees and customers are located, or where HP technology can make a significant and lasting contribution.

PREAMBLE
The number of Internet frontends is estimated to grow from 32 million to 300 million in 2001. Today's usage of the Internet which still is mainly information publishing and information retrieval will evolve towards increased interactive usage like E-Commerce , E-Business and towards new applications and services for the privat-, education- and business-sector. Just increasing the available bandwith can't be the answer to the expected growth and the demand for new applications. Enhanced networking technologies and new protocols are needed to e.g. enable real-time applications or virtual supercomputers via the Internet. Especially in the US it has been realized, that working and building the Next Generation Internet will result in huge economic benefits by enabling future economic growth, new high-wage jobs and a huge number of high-tech start-up companies. With the HP Internet Grants Initiative 'Next Generation Internet' HP whishes to support the European Universities working on topics around the Next Generation Internet such as, but not limited to: Develop and test the next generation of networking protocols and Internet protocols, Enable new generation of applications, Demonstrate enhanced delivery of education and other services, Study impact of new infrastructure, services and applications
OBJECTIVE
The objectives of this Request For Proposal (RFP) are to foster education and research that will speed up the development of the Next Generation Internet, its applications and its impacts, and especially to encourage fundamental research in Europe, in order to continue to have a balance between Europe and the USA. HP wishes to manage a competitive selection process for the best proposals that will interpret and fit the scope of the RFP. Preferred proposals should refer to existing projects and activities that will prove and show the appropriate background of the responding universities. Projects already being supported by European Research Programs will have a higher chance to be selected. HP will provide support by granting HP equipment to about 15 for a total commercial value of USD 600,000 $. universities
SCOPE
The focus is on Next Generation Internet with an emphasis on the development of projects and curriculum in the areas described hereunder, but not limited to. You may address one or several of these areas, based on your own objectives and resources. · Develop and test the next generation of networking protocols

SUBMITTAL DATES AND NOTIFICATION OF AWARDS
Since proposals are frequently distributed and evaluated within HP on a worldwide basis, you need to: 1) post your proposal on the Web by April 17, 1998, using a public/non-secured URL; 2) send an e-mail featuring the relevant URL address to the HP Internet Grants Coordinator (see name hereunder), also by April 17, 1998. We will contact you in May to communicate our decision. after the above deadline will not be reviewed. Proposals received
HP AWARDS
HP will provide a limited number of gifts of HP equipment to the proposals that will best fit the aim and the purpose of this RFP. We expect to award up to 15 grants of an average value of US list of $40, 000 each of computer products. Since this support comes to the university as an unrestricted gift, HP will not finance indirect costs.
