1120 Stakeholders July 31, 2003 We are still on schedule to implement Release 1 of the Modernized e-File Project (MeF) in January 2004. You may have seen the recent news that the CADE modernization project has been delayed, but that delay will not affect the MeF project. XML Schemas We are pleased to share with you the first set of Tax Year (TY) 2003 changes for the Release 1 forms of the IRS e-file Corporate Income Tax Schemas. The Maturity Level remains Final Release Version 1.0. The schemas can be found on the irs.gov website under Production Release at http://www.irs.gov/taxpros/providers/article/0,,id=97626,00.html. These schemas include the tax law and form changes for 2003 that we have received to date and also items discovered during testing and review by the IRS. Also included are “Diff Files” that show the changes from the April 30th posting. We do expect additional TY 2003 and the Release 2 schemas to be available October 17, 2003. Composing Transmission Files and Return Data Also included is a revision of Composing the Transmission File and Return Data for the Modernized e-File System An Overview. It is posted under Preliminary Guides and should be use until the Draft Publication 4164, Modernized e-File Guide for Software Developers and Transmitters is issued on this website on September 30, 2003. Business Rules Release 1 Business Rules for TY 2003 are being provided in two different formats- a MS Word file and a comma separated file (.csv) that contain the very same information. The rules in the MS Word file are organized into two sections. Section 1 contains rules with the severity “Reject” and “Reject and Stop”. Section 2 contains the rules with “Alert” severity, but note that the “Alerts” will not be implemented in Release 1 as previously discussed. The business rules will be posted under Other Documents at: http://www.irs.gov/taxpros/providers/article/0,,id=97626,00.html. The rules in the comma separated file are not organized into any particular order since they can be imported into a database and sorted as desired. A new column has been added “Change from 2002V01 to 2003V01” that describes whether the rule has been added, deleted, or changed from the previous version. Each rules file is assigned the same version number that is assigned to the schemas to which the rules apply. The current schemas and rules file is assigned version number 2003 Version 1.
