INFORMATION REGARDING TEMPORARY SIGN(S) OR PROMOTIONS
An application for a temporary sign(s) or promotion may be obtained at City Hall, Monday through Friday (except holidays), from
9 am to 4 pm. The application should be made at least a minimum of five working days before the first day the display of the sign(s)
or promotion is scheduled to begin. Each application will be reviewed for compliance with the City Code of Ordinances, and a
permit will be issued only after approval by the City Manager.
Section 8-5-15(c) Special Signs
(1) Temporary signs may be allowed for grand openings and special promotions subject to the approval of the City Manager in
accordance with the following standards:
a. Such special signs are limited to 3 times per year for a maximum of 10 days each.
b. Special signs are limited to no more than 1 promotion per quarter: Jan 1 - Mar 31; Apr 1 - June 30; July 1 – Sept
30; Oct 1 - Dec 31
c. The display of special signs must be separated by at least 30 days.
d. The maximum sign letter height of special signs is 3 feet.
e. Permission of the property owner or lessee must be obtained in writing.
f. No sign or banner shall exceed 40 square feet in area.
(2) Use of a special banner sign to be displayed in lieu of a building mounted sign pending arrival and installation of such
building mounted sign may be displayed for a maximum period of 60 days from the date of first display, including
Saturdays, Sundays and holidays. Display of such "special banner signs" may be granted by the City Manager or his
designated representative upon presentation to him of proof that a permanent sign is on order and will be installed by the
expiration of the said 60 days. Positively no exceptions will be granted.
Section 8-5-8 Lighting
(d) Neon or other types of illuminated signs may be used in the interior window of a store front. Such signs shall be
used only for the purpose of advising the public a place of business is "OPEN" and shall not exceed an overall area
of 2 square feet.
Section 8-5-9 Special requirements
(j) Banners, flags, and promotional tents are permitted only with permission of the city manager or his designee as
provided in section 8-5-15(c). No inflatable devices will be permitted under any provisions of the sign code.

Sec. 3-2-51. Occupation tax required for business dealings in city.
(a) For the year 1995 and succeeding years thereafter, each person engaged in any business, trade, profession, or occupation in Morrow, Georgia, shall pay
an occupation tax for said business, trade, profession, or occupation.
Sec. 3-2-52 (a) (2)a. Gross receipts (total even dollar business receipts) means the total revenue of the business or practitioner for the period, including without
limitation to the following:
1. Total income without deduction for the cost of goods sold or expenses incurred;
2. Gain from trading in stocks, bonds, capital assets, or instruments of indebtedness;
3. Proceeds from commissions on the sale of property, goods, or services; and
4. Proceeds from fees for services rendered; and
5. Proceeds from rent, interest, royalty, or dividend income.
b. Gross receipts shall not include the following:
1. Sales, use, or excise tax;
2. Sales returns, allowances, and discounts;
3. Interorganizational sales or transfers between or among the units of a parent-subsidiary controlled group of corporations as defined by 26
U.S.C. Section 1563 (a)(1), or between or among the units of a brother-sister controlled group of corporations, or between or among wholly
owned partnerships or other wholly owned entities;
4. Payments made to a subcontractor or an independent agent for services which contributed to the gross receipts in issue.
5. Governmental and foundation grants, charitable contributions, or the interest income derived from such funds received by a nonprofit
organization which employs salaried practitioners otherwise covered by this article, if such funds constitute eighty (80) percent or more of
the organization's receipts.
6. Proceeds from sales of goods or services which are delivered to or received by customers who are outside the state at the time of delivery or
receipt. The occupation tax office of the city, through its officers, agents, employees, or representatives, may inspect the books and records
of the business to determine the accuracy of out of state sales. Failure of submission of such books or records shall be grounds for
revocation of tax registration.
Sec. 3-2-52 (b)(9)
a. Except as other wise provided in subparagraph b. Employee means an individual whose work is performed under the direction and supervision of the
employer and whose employer withholds FICA, federal income tax, or state income tax from such individual's compensation or whose employer issues to such
individual for purposes of documenting compensation a form I.R.S. W-2 but not a form I.R.S. 1099.
b. An individual who performs work under the direction and supervision of one business or practitioner in accordance with the terms of a contract or agreement
with another business which recruits such individual is an employee of the business or practitioner which issues to such individual for purposes of documenting
compensation a form I.R.S. W-2.
Sec. 3-2-54 (a)(2) The number of employees of the business or practitioner as computed on a full-time position basis or full-time position equivalent basis, provided
that for the purposes of the computation an employee who works 40 hours or more weekly shall be considered a full-time employee and that the average weekly
hours of employees who work less than 40 hours weekly shall be added and such sum shall be divided by 40 to produce full-time position equivalents.
For Businesses Who Have No Gross Receipts:

Sec. 3-2-67 Allocation of gross receipts of business with multiple intra- or interstate locations.
(a) Where the business or practitioner cannot reasonable allocate the dollar amount of gross receipts among multiple locations or offices, the
business or practitioner shall divide the gross receipts reported to all local governments in this state by the number of locations or offices of
the business or practitioner which contributed to the gross receipts reported to any local government in this state, and shall allocate an equal
percentage of such gross receipts of the business or practitioner to each location or office.
