in W.P.No. 15776 and 16830/2009.

Based on the Order passed on 12.10.2008 by the Hon’ble High Court in
WP No. 19459/2003 and batch the Hon’ble APAT disposed of the OA No.
892/2003 and the batch through a common order dated 17.04.2009 with the
following observations.
“Therefore, the respondents are directed to prepare a seniority list
of Lecturers and Senior Lecturers by placing the candidates who
were appointed regularly by the APPSC prior to the order of
regularization of temporary candidates under proceedings
no. G4/11161/1991, dated 11.2.1993 irrespective of the fact that the
said proceedings regularizing the temporary candidates with
antedate i.e. 20.7.1990. In other words, the candidates appointed
prior to 11.2.1993 must be given seniority over the candidates
regularized in pursuance of G.O.Ms.No. 193 General
Administration (Services-A) Department, dated 14.3.1990. But, the
candidates who were appointed subsequent to regularization
order dated 11.2.1993 cannot be placed above the temporary
candidates regularized in pursuance of G.O.Ms.No. 193 General
Administration (Services-A) Department, dated 14.3.1990.”
2. Aggrieved by the above orders Smt. N. Vasanthi -6th respondent in
O.A.No. 892 of 2003 filed WP No 15776/2009 and A. Rajyalakshmi -
second applicant in O.A.No. 935 of 2003 filed WP No.16830 OF 2009
in the Hon’ble High Court of Andhra Pradesh.
3. The Hon’ble High Court of Andhra Pradesh on 4.8.2009 while admitting
the Writ Petitions granted interim suspension of the order passed by the Tribunal
in O.A.No. 892 of 2003 dated 17.4.2009. The Hon’ble High Court dismissed
both the WPs on 10.06.2010 upholding the order dated 17.04.2009 of the
Hon’ble APAT in OA No.892/2003 and the batch with the following observation.
“Therefore, in our considered view, the petitioners do not have any legally or
enforceable right unless they fulfill the criterion laid down under G.O.Ms.No.
193 dated 14.3.1990. Hence, we find no illegality or irregularity in the order
impugned warranting interference by this Court under Article 227 of the
Constitution of India.”
4. In the above circumstances and in pursuance of the directions of the Hon’ble
High Court and Hon’ble APAT, Hyderabad a provisional Seniority List of Lecturers in
Electronics and Communication Engineering (Category 9, under Class B in APTES) in
Government Polytechnics in Zone – II- is prepared and communicated here with to
the individuals concerned. If there are any Omissions or commissions in the List
communicated the same may be brought to the notice of the under signed in a
named cover addressed to Sri.M.Rameshwar Reddy, AD (G) so as to reach him on or
before 27.08.2010 so as to finalize and communicate the final seniority list.
5. The above provisional seniority list is however subject to the out come of
the Supreme Court of India on the SLPs filed against the order dated 12.10.2008
of the Hon’ble High Court in WP No. 19459/2003 and batch.
6. The provisional seniority list is placed on the Department website also.

Based on the Order passed on 12.10.2008 by the Hon’ble High Court in
WP No. 19459/2003 and batch the Hon’ble APAT disposed of the OA No.
892/2003 and the batch through a common order dated 17.04.2009 with the
following observations.
“Therefore, the respondents are directed to prepare a seniority list
of Lecturers and Senior Lecturers by placing the candidates who
were appointed regularly by the APPSC prior to the order of
regularization of temporary candidates under proceedings
no. G4/11161/1991, dated 11.2.1993 irrespective of the fact that the
said proceedings regularizing the temporary candidates with
antedate i.e. 20.7.1990. In other words, the candidates appointed
prior to 11.2.1993 must be given seniority over the candidates
regularized in pursuance of G.O.Ms.No. 193 General
Administration (Services-A) Department, dated 14.3.1990. But, the
candidates who were appointed subsequent to regularization
order dated 11.2.1993 cannot be placed above the temporary
candidates regularized in pursuance of G.O.Ms.No. 193 General
Administration (Services-A) Department, dated 14.3.1990.”
2. Aggrieved by the above orders Smt. N. Vasanthi -6th respondent in
O.A.No. 892 of 2003 filed WP No 15776/2009 and A. Rajyalakshmi -
second applicant in O.A.No. 935 of 2003 filed WP No.16830 OF 2009
in the Hon’ble High Court of Andhra Pradesh.
3. The Hon’ble High Court of Andhra Pradesh on 4.8.2009 while admitting
the Writ Petitions granted interim suspension of the order passed by the Tribunal
in O.A.No. 892 of 2003 dated 17.4.2009. The Hon’ble High Court dismissed
both the WPs on 10.06.2010 upholding the order dated 17.04.2009 of the
Hon’ble APAT in OA No.892/2003 and the batch with the following observation.
“Therefore, in our considered view, the petitioners do not have any legally or
enforceable right unless they fulfill the criterion laid down under G.O.Ms.No.
193 dated 14.3.1990. Hence, we find no illegality or irregularity in the order

Based on the Order passed on 12.10.2008 by the Hon’ble High Court in
WP No. 19459/2003 and batch the Hon’ble APAT disposed of the OA No.
892/2003 and the batch through a common order dated 17.04.2009 with the
following observations.
“Therefore, the respondents are directed to prepare a seniority list
of Lecturers and Senior Lecturers by placing the candidates who
were appointed regularly by the APPSC prior to the order of
regularization of temporary candidates under proceedings
no. G4/11161/1991, dated 11.2.1993 irrespective of the fact that the
said proceedings regularizing the temporary candidates with
antedate i.e. 20.7.1990. In other words, the candidates appointed
prior to 11.2.1993 must be given seniority over the candidates
regularized in pursuance of G.O.Ms.No. 193 General
Administration (Services-A) Department, dated 14.3.1990. But, the
candidates who were appointed subsequent to regularization
order dated 11.2.1993 cannot be placed above the temporary
candidates regularized in pursuance of G.O.Ms.No. 193 General
Administration (Services-A) Department, dated 14.3.1990.”
2. Aggrieved by the above orders Smt. N. Vasanthi -6th respondent in
O.A.No. 892 of 2003 filed WP No 15776/2009 and A. Rajyalakshmi -
second applicant in O.A.No. 935 of 2003 filed WP No.16830 OF 2009
in the Hon’ble High Court of Andhra Pradesh.
3. The Hon’ble High Court of Andhra Pradesh on 4.8.2009 while admitting
the Writ Petitions granted interim suspension of the order passed by the Tribunal
in O.A.No. 892 of 2003 dated 17.4.2009. The Hon’ble High Court dismissed
both the WPs on 10.06.2010 upholding the order dated 17.04.2009 of the
Hon’ble APAT in OA No.892/2003 and the batch with the following observation.
“Therefore, in our considered view, the petitioners do not have any legally or
enforceable right unless they fulfill the criterion laid down under G.O.Ms.No.
193 dated 14.3.1990. Hence, we find no illegality or irregularity in the order
impugned warranting interference by this Court under Article 227 of the
Constitution of India.”
4. In the above circumstances and in pursuance of the directions of the Hon’ble
High Court and Hon’ble APAT, Hyderabad a provisional Seniority List of Electronics
and Communication Engineering (Category 9, under Class B in APTES) in
Government Polytechnics in Zone – V- is prepared and communicated here with to
the individuals concerned. If there are any Omissions or commissions in the List
communicated the same may be brought to the notice of the under signed in a
named cover addressed to Sri.M.Rameshwar Reddy, AD (G) so as to reach him on or
before 27.08.2010 so as to finalize and communicate the final seniority list.
5. The above provisional seniority list is however subject to the out come of
the Supreme Court of India on the SLPs filed against the order dated 12.10.2008
of the Hon’ble High Court in WP No. 19459/2003 and batch.
6. The provisional seniority list is placed on the Department website also.

O.A.No. 892 of 2003 filed WP No 15776/2009 and A. Rajyalakshmi -

in the Hon’ble High Court of Andhra Pradesh.
3. The Hon’ble High Court of Andhra Pradesh on 4.8.2009 while admitting
the Writ Petitions granted interim suspension of the order passed by the Tribunal
in O.A.No. 892 of 2003 dated 17.4.2009. The Hon’ble High Court dismissed
both the WPs on 10.06.2010 upholding the order dated 17.04.2009 of the
Hon’ble APAT in OA No.892/2003 and the batch with the following observation.
“Therefore, in our considered view, the petitioners do not have any legally or

and Communication Engineering (Category 9, under Class B in APTES) in
Government Polytechnics in Zone – V- is prepared and communicated here with to
the individuals concerned. If there are any Omissions or commissions in the List
communicated the same may be brought to the notice of the under signed in a
named cover addressed to Sri.M.Rameshwar Reddy, AD (G) so as to reach him on or
before 27.08.2010 so as to finalize and communicate the final seniority list.
5. The above provisional seniority list is however subject to the out come of
the Supreme Court of India on the SLPs filed against the order dated 12.10.2008
of the Hon’ble High Court in WP No. 19459/2003 and batch.
6. The provisional seniority list is placed on the Department website also.
