CIHR HI PHD/POSTDOC STRATEGIC TRAINING PROGRAM
Program Advisory Committee (PAC) Terms of Reference
The committee will guide the strategic direction of the program. It will provide input and guidance in
the conduct of program reviews, any related major changes in the program and program evaluation.
Membership and Term of Appointment
Members are selected from recommendations put forward by the Program’s mentors and partners.
The composition of the PAC includes a variety of stakeholders relevant to the objectives of the
training program, including: HI researchers and educators; senior executives of private/public sector
organizations who would be potential recruiters of trainees, HI curriculum developers, deans and
department heads from universities and colleges involved in recruiting for local HI programs and a
representative PhD/Postdoc trainee. The Program Director is a non-voting member.
Appointments are either for two or three years. Student members of the PAC cannot exceed the
duration of their study in the program.
Election of a Chair
A Chair is elected by the members of the PAC to serve a term of two years. The term of office of the
Chair of the PAC can be extended by majority vote of the Committee.
All members of the PAC are voting members. In order for a vote to have effect, a quorum must be
available to vote (a quorum is a majority of the members). Members may vote by email or in person.
There shall be a minimum of two meetings per academic year. It is recommended that meetings be
held via teleconference to minimize travel time required. The agenda for all meetings and minutes of
each meeting will be prepared by the Program Manager with direction from the Chair of the PAC.
All formal resolutions voted on by the PAC shall be recorded in the minutes of the PAC meeting.
Transmittal of the minutes of each meeting to the Program Director is the mechanism by which the
Program Partners are made aware of PAC recommendations and resolutions.
Annual Program Report
The PAC will prepare an annual report to the Program Director outlining major accomplishments,
recommendations for the program improvement and any program related concerns it has identified. A
self-assessment of the PAC effectiveness should also be included in the Annual Report.
