SD1 – Improve coverage of effective community-
focused HIV/AIDS action
• Reach more people in more areas with more
comprehensive responses. Hard hit countries and
areas will be prioritized for expansion. Positive
prevention and community driven treatment are
amongst the new areas of intervention to be
advanced

SD2- Strengthen leadership and capacity of CSOs to
effectively participate in national responses to HIV/AIDS.
• Put particular emphasis on capacity to participate in
national coordination mechanisms, in public private
partnerships, work with health systems and engage
constructively with new technologies

SD3- Improve the national and international policy and
financial environment for more effective civil society
responses to HIV/AIDS
• Link the global policy level with what is happening
with local responses across the world. Use this body
of knowledge to inform national and international
policies
