NASA’s Innovative Partnerships Program
• Add value to NASA’s Mission Directorates and their programs and projects through technology development and infusion to meet mission needs • Leverage funding to address technology barriers via cost-shared, joint-development partnerships
• Transfer technology for commercial application and other benefits to the Nation
• Increased participation from new sources of innovation for addressing NASA’s technology challenges
2
Technology Demonstration Is Critical
• As a rule of thumb, projects like technology to be TRL-6 by PDR • Technology Demonstration in relevant environments is critical
TRL 9 TRL 8 Actual system “flight proven” through successful mission operations. Actual system completed and “flight qualified” through test and demonstration (ground or space). System prototype demonstration in a space environment. System/subsystem model or prototype demonstration in a relevant environment (ground or space). Component and/or breadboard validation in relevant environment. Component and/or breadboard validation in laboratory environment. Analytical and experimental critical function and/or characteristic proof-of concept. Technology concept and/or application formulated. Basic principles observed and reported.

NASA Funding Opportunities
• NASA Solicitation and Proposal Integrated Review and Evaluation System – NSPIRES
– http://nspires.nasaprs.com/external/
• Supporting research in science and technology. • Solicits this research through the release of various research announcements in a wide range of science and technology disciplines. • NASA Research Announcement – http://www.hq.nasa.gov/office/aero/nra.htm – NRA solicitations are released by NASA Headquarters through the Web-based NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES).
– ARMD uses NASA Research Announcement (NRAs) to solicit proposals for foundational research in areas where we need to enhance our core capabilities. Competition for NRA awards is open to both academia and industry.
• Innovative Partnership Program (IPP) Seed Fund
5
IPP Partnership Seed Fund Program
• Partnerships Seed Fund – Cost-shared, joint development partnerships with nonNASA partnerships for Mission related technology • Agencywide Call – Eight (8) proposals max per Center • $4.0–$9.2M: $250K IPP funding per project – One-year projects • Matching cost share by non-NASA partner (minimum) – Industry, academia, other gov’t agencies, research institutions, non-profits • Program, Project or Center Contribution – Full matching not required but should be nontrivial (dollars, FTEs, unique facilities or equipment) • Mission Directorate Technology Landscape – MDs established broad technology areas for development
6
IPP Seed Fund Results
• 2007 Seed Fund results – 75 proposals received, evaluated by IPP and Mission Directorate experts – 38 projects selected, providing $33.9 million for the advancement of critical technologies and capabilities
• $9.3 million IP Office funds • $12.1 million program, project, Center funds • $12.6 million external partner funds
• 2007 KSC Seed Fund results – 5 projects selected, providing $5.07 million for the advancement of critical technologies and capabilities
• $1.42 million IPP Office funds • $2.62 million program, project, Center funds • $1.03 million external partner funds
7
KSC IPP Seed Fund Projects
• Deployable Sun Shield (ULA) • Liquid to Gaseous Helium Pump Skid (Sierra Lobo)
• Additions to DEM Software (DEM Solutions)
• Lunar Analog Field Demonstration of ISRU & HRS (university partners)
• Smart Coatings for Corrosion Detection
– Deliver environmentally friendly corrosion inhibitors only as needed

Coatings Case Study
Solicit Technology Needs
• Case Study: Corrosion
– High-priority technology need for KSC
Launch Complex 39A & 39B
In 1981, the Space Shuttle introduced acidic deposition conditions
Oceanfront environment
