Proposed Board Action: Approves reclassification of the existing Ed.D. in Curriculum and Instruction as a Ph.D. in Curriculum and Instruction, and authorizes submission of Texas A&M University-Corpus Christi’s request to the Texas Higher Education Coordinating Board for approval. Background Information: In July 2003, the Board of Regents approved an Ed.D. in Curriculum and Instruction at Texas A&M University-Corpus Christi. In April 2004, the Texas Higher Education Coordinating Board (THECB) authorized the university to implement an Ed.D. degree with major in Curriculum and Instruction and a program in Reading. Established in 2004, the program currently has 36 doctoral students. Reclassifying the existing Ed.D. program as a Ph.D. in Curriculum and Instruction with a program in Reading will more accurately reflect the curriculum and research emphasis of the program, as well as student career goals. External consultants appointed by the THECB to evaluate the earlier proposal for the Ed.D. in Curriculum and Instruction found the program to be more representative of a Ph.D. program than an Ed.D. and encouraged the institution to follow that route. The proposed reclassification, strongly endorsed by the program’s doctoral students, has been reviewed and approved by the departmental faculty, the College of Education’s Curriculum Coordinating Committee, the university’s Graduate Council, the Provost’s Council, the Faculty Senate, and the President’s Cabinet. Additionally, the program satisfies the criteria for Ph.D. programs in Education outlined by the THECB. The attached documentation provides TAMUCC’s responses to the THECB’s standards for distinctions between Ed.D. and Ph.D. programs along with additional information regarding doctoral program criteria and supporting appendices. Implementation by May 2007 is requested. A&M System Funding or Other Financial Implications: No additional funding is required. Reclassifying the degree will not result in any new costs to the institution or state since this change will not require any new faculty positions, courses or facilities.
