ENVIRONMENTAL PERFORMANCE PROGRAM Background information about the Environmental Performance Program (EPP) NOAA EMS programs provide to NOAA and each facility a consistent means of maintaining and assessing conformance to critical EMS elements. The EPP identifies and organizes environmental performance requirements. The EPP is used for internal performance reporting and references key environmental indicators. By using a common format through out NOAA we can: Maintains specific environmental performance indicators whereby EMS effectiveness to manage significant environmental activities and impacts can be evaluated. Provide consistency of reporting and allows for benchmarking initiatives. Maintain an internal transparent, systematic and freestanding means of reporting and maintaining information on environmental performance. Maintain agency-wide objectives, targets and reporting on performance. Verify continuous improvement. Same time and resources. Have a consistent aspect within the EMS by which all systems can be judged. How is the EPP organized? The management principle of the EPP is established on the basis that "you can't manage what you can't measure". The EPP organizes environmental performance indicators associated with Regulatory Compliance NOAA Policy EMS Effectiveness and Efficiency Regulatory required monitoring and measurements are identified and quarterly status reports are required through the EPP. EPP reporting does not substitute for submitting monitoring and measurements to agencies, as identified through regulatory monitoring requirements. NOAA policy requires performance reporting on Spills, NOVs and Compliance Audit Corrective Actions and quarterly reporting must be provided for these performance measures. EMS performance is reported through Category 1 indicators, which focus on the implementation of the EMS and Category 2 indicators that focus on environmental performance. A facility may want to communicate environmental performance throughout the facility. Use formats that convey information clearly, graphs, charts are recommended. How is the EPP maintained? The development of the EPP represents a significant commitment to continual improvement. The EPP is reviewed at Management Review and items not meeting requirements and objectives are critically assessed for conformance to operational controls and supporting EMS management requirements. The contents of the EPP should be reviewed at the facility on an ongoing basis to ensure conformance to criteria and that all elements of the EPP are accurate, up-to-date and maintained.
