                   How to Apply


• Applications are completed and submitted by
  local commands:
  • Web based application (PTS or Fleet-Ride websites)
  • Excel Spreadsheet

• Applications are due by Last Friday of the
  month for that month’s processing

                       Not Eligible for PTS


• Not recommended for retention by CO
• SP or PROG in promotion recommendation in current or previous
  evaluation as per MILPERSMAN 1160-030.
   - “Sailors must be promotable and recommended for advancement on
     the last two graded evaluations (NOB evals are not considered)”.
   - Special evaluations are not authorized for the purpose of Perform to
     Serve unless:
       - The Sailor has not received a regular performance evaluation since the
         beginning of ACDU.
       - The special evaluation removes or reinstates the CO’s
         recommendation for retention, reenlistment, or advancement.

                         Conversions

• All conversion quotas received from the program are “tentative
  approvals”.
• ECM’s review “tentatively” approved Sailors to ensure that they
  meet all minimum qualifications for entry into the rating (Moral,
  Mental, Physical). Fleet Ride is a tool for preliminary check.
   • Quality control check
• Cleared list is forwarded to school detailers for school seat
  assignments and follow orders.
• Naval messages are sent to commands informing them of final
  status of conversion/orders for Sailor.
• Unqualified Sailors are directed to resubmit a new PTS
  application for ratings their Sailors are qualified for and reset in
  PTS for re-application. First… Sailors Always

             PTS Lessons Learned

• Commands are failing to put Sailors into PTS
  because they are planning to separate. Sailors must
  be put into PTS regardless of their intentions.
• When submitting a PTS based on Sailor’s PRD CCC
  must check “Within 12 mos of PRD” on PTS
  application.
• All CCC’s must have access to PTS. CCC’s must
  also contact PTS desk when they transfer to a new
  command to ensure their UIC is updated.

                   PTS Lessons Learned


• If a Non Designated Sailor doesn’t qualify for any rates listed on
  conversions list, member must retake the ASVAB.
• Ensure Sailors understand that once they are selected for
  conversion to a rate through PTS the decision is final…..don’t
  ask for a rate you don’t want. Quotas are limited and this could
  cause other Sailors to miss out on an opportunity to convert and
  be separated.
• Ensure that Sailors are fully qualified for conversion rates they
  are requesting. If a Sailor is disqualified due to ASVAB, that
  Sailor has missed out on a look in PTS and taken away a billet
  for someone else.

                PTS Lessons Learned


• When a Sailor takes a new ASVAB Test it is vital that the new
  scores be updated on the Sailor’s application. These are the
  scores that the ECM will use to qualify the Sailor, if you are not
  utilizing Fleet Ride.
• You cannot submit a 1306/7 for converting any member
  currently in PTS. That is duplicating efforts.
• Sailors may only obliserve for 30 days beyond class grad date
  when attending “A” School via PTS. Reenlistment is not
  authorized for any reason.
• If Sailor fails to complete “A” School they will be processed for
  separation within 60 days. (MPM 1440-060).

             PTS Lessons Learned

• Extensions: Auth in the following cases:
 (1) GENDET reapply msg is received (12mos)
 (2) IAW MPM provided Sailor has not been given a
 determination in PTS, ie. told to separate, etc.
 (3) When Sailor has been told to separate they are
 auth 60 day extension provided they don’t exceed 6yrs
 service.
 (4) When member is put in within 30 days of EAOS,
 Sailors are authorized a 60 day extension.
• CO’s do not have authority to extend anyone unless as
  listed above.

Current Status
• REGA message released 17 Jul
Highlights
• No Active duty “OPEN” ratings, only “APPROVAL
  REQUIRED”, “A” SCHOOL REQUIRED or “CLOSED”
Future modifications
• Starting in FY09, a rack and stack quota based
  process via Fleet- Ride. ECM’s will establish quotas
  based on Year Group needs.

Current Status
• PTS message is in the chop chain to be released late July early
  August. Message will include Active, FTS and Reserve data.
Future modifications
• WEB based, Monthly updated Excel spreadsheet
• CREO groups will be replaced with a quota based system that will
  utilize available quotas (ECM input) and the Sailor’s Year
  Group
