NPPTL Year Month Day File name CBRN Standards Development Hazards Assessment • Chemical warfare agents (CWA) and toxic industrial chemicals (TIC) represented the most critical challenges and would serve well as surrogate test agents for the biological, radiological, and nuclear particulate hazards. NPPTL Year Month Day File name CBRN Standards Development Process • Two primary considerations were identified for certification criteria for equipment used by first responders to CBRN incidents − A hazard assessment of possible CWA incidents − An analysis of human factors requirements NPPTL Year Month Day File name CBRN Standards Development Process • The hazards assessment developed in support of the standards development effort addressed multiple, plausible, chemical terrorist scenarios • The report focused on indoor events because the first responders to an indoor chemical terrorist incident are expected to experience higher vapor concentration levels than an outdoor incident due to building confines, and atmospheric conditions not present to disperse the agent NPPTL Year Month Day File name CBRN Standards Development Process • The intent of developing these scenarios was to identify reasonable, probable, and critical concentrations, a “most credible event”, that could be expected in the deployment of CWA.
