Film Production activities may only be undertaken in a provincial park or protected area (both being
referred to as a “protected area” in this application), when authorized by a valid permit issued by the
Ministry of Environment (referred to here as “BC Parks”) under the Park Act and Environment and Land
Use Act. Only applications that are considered by BC Parks to be compatible with the conservation and
recreation objectives identified for the protected area(s) involved in the proposal will be evaluated.
Please complete this application and submit it with the detailed proposal description and map, for
evaluation, to the Park Use Permits address on page 2 of this application. Supplying insufficient
information will delay evaluation.
NOTE:
1.    Filming activities must be approved in principle by a BC Parks Representative either over
      the phone or following a pre-authorization site meeting prior to submitting an application.
      Upon submission of a complete application and application fee, allow 5 business days for
      preparation of the permit documents following our receipt of your application and
      application fee.
2.    Submission of this application does not entitle the applicant to any rights or permission to
      proceed with any activity in any protected area and BC Parks reserves the right to refuse any
      application.
3.    More information may be requested from the applicant during review of this application.
4.    This application is subject to review under the BC Parks Impact Assessment Process.
5.    Final approval will only be given upon receipt of a completed BC Certificate of Insurance for
      Comprehensive General Liability to a value of $2 million, appropriate financial bonding and
      payment of the permit fee.
6.    A $500.00 (plus applicable taxes) non-refundable Application Fee is due upon
      submission of application. Payment can be made by VISA/MasterCard, American Express
      or by cheque payable to the Minister of Finance.

Please attach a detailed description that addresses the following (A-C):
A.     Please describe the proposed activity and provide the following:
1.     purpose of the proposal;
2.     a map of suitable scale of the protected area showing the proposed location of filming indicating
       all staging areas, set locations, parking areas, special effect locations, and equipment locations
       with the means of access (roads, flight paths, etc) to and within the protected area;

3.       a schedule of the film production with proposed dates for set up, filming, wrap, clean-
         up/restoration of the protected area as well as, a daily schedule indicating hours of operation and
         the number of cast/crew present each day;
4.       a general description of the film production along with copies of the portion of the script or
         storyboard of the scene(s) to be filmed in the protected area;
5.       impacts on the protected area (environmental, social, economic changes including, but not
         limited to, vegetation, wildlife, access, aesthetics, effects on other user groups, etc) and actions
         that will be taken to mitigate these impacts on the protected area;
6.       type, number, size, purpose and extent of the use of vehicles and equipment;
7.       specifications and purpose for all sets, structures or improvements either existing, to be
         constructed or placed in or on the protected area;
8.       describe how catering, sanitary facilities, litter and garbage control will be conducted;

 Effective December 1, 2008, interest will be charge on all overdue accounts, the interest rate charged is 3% + the prime
 lending rate of the principal banker to the Province as established each 3 month quarter starting Oct 1st.

                                     First Nations Consultation


Consulting with First Nations

The Province of British Columbia’s legal duty to consult with First Nations arises from section 35 of the
Canadian Constitution Act, which recognizes and affirms aboriginal and treaty rights. The duty to consult
arises when the Crown has knowledge, real or constructive, of the potential existence of the Aboriginal
right or title and contemplates conduct that might adversely affect it. Consultation with First Nations will
be guided by principles of good faith, and meaningful dialogue with the intent to fully understand the
nature and scope of the aboriginal right, the potential to adversely affect that aboriginal right, and address
those potential impacts to an aboriginal right while balancing societal interests.

Agreements with First Nations

In many locations, the Province has agreements with First Nations. These agreements may be referred
to as Collaborative Management Agreements, Reconciliation Protocol Agreements, Memorandum of
Understanding or simply Working Agreements. In some cases the Province and Canada have entered
into a treaty with a First Nation, which contains certain provisions regarding treaty rights within parks and
protected areas. Modern treaties contain provisions to address those treaty rights in the management of
parks and protected areas where a treaty right exists.

These agreements apply to a variety of parks and protected areas and conservancies and include
obligations by the Province to discuss operational delivery of programs in addition to information
associated with applications for park use permits with a First Nation. These discussions provide the First
Nation and the Province with an opportunity to raise any questions or concerns associated with a park
use permit application and/or the proposed activity in relation to aboriginal rights or title.

Important Considerations for Park Use Permit Applications

Applicants for park use permits should be aware of the Province’s consultation obligations with First
Nations and associated time requirements to seek meaningful consultation. There may be occasions
when BC Parks may require additional, detailed information to allow for the necessary review of an
application. It is important that applicants provide the necessary, detailed information as requested on
the application form in order to avoid a longer than anticipated period of time to evaluate the application.
