Alberta Ministers Special Licenses Report
“Raising Funds for the Betterment of Wildlife in Alberta”
Introduction:
In the fall, 2006, the Department of Alberta Sustainable Resource Development (SRD) issued a Request For
Proposal for the management and administration of the Ministers four special licenses. This included two permits
that are auctioned off and two permits that are raffled in Alberta.
A joint proposal was submitted from the Alberta Hunter Education Instructors’ Association, Hunting For Tomorrow
and the Conservation Education WISE Foundation. This conservation collaboration was selected to manage this
program for the next 5 years.
The Auction:
Because the timing was very tight to co-ordinate the auction sales, we selected to sell both the sheep and elk
permits at the Western Hunting and Conservation Expo which included Foundation For North American Wild Sheep
(FNAWS), the Mule Deer Foundation and the Sportsmen for Habitat coalition in Salt Lake City on January 17-20,
2007.
The sheep permit sold on Friday, January 19th for $155,000.00 USD. The elk permit sold on Saturday, January 20 th
for $18,000.00 USD.
The Raffle:
On February 15th, our conservation collaboration began selling tickets for the resident raffle draws, which include
opportunities for a special sheep or elk license. Tickets were available until the draw date of August 24, 2007 and
available for purchase from a variety of sources, including the Alberta Hunter Education Offices in Calgary,
Edmonton and Alford Lake, the Hunting For Tomorrow Office and from various volunteers across the Province.
Alberta Minister’s Special Sheep Permit:
Tickets were $10.00 each and there were 7500 tickets printed.
Alberta Minister’s Special Elk Permit
Tickets were $10.00 each and there were 2500 tickets printed.
Where Does The Money Go?
Since 1995, Alberta Sustainable Resource Development has offered these special permits, in partnership primarily
with the Rocky Mountain Elk Foundation Canada (RMEFC). Funds raised from both the sale of the auction and
raffle permits are managed under a segregated fund. Each year, applicants (individuals or organizations) apply to
this fund for financial assistance for their conservation projects. Categories include wildlife management, habitat
improvement or conservation education. A Program Advisory Committee (PAC), comprised of representatives from
various conservation organizations within Alberta meets to review, rank and allocate funding. Since the introduction
of these permits, over $4 million dollars has been raised and re-invested in Alberta for wildlife, habitat and
education programs.

form. The next project deadline is December 31, 2007 and the Program Advisory Committee will meet early in
2008 to review and allocate funding.
