PROGRAM SUMMARY
The Quality Education for Minorities (QEM) Network has received support from the National Science
Foundation (NSF)’s Tribal Colleges and Universities Program (TCUP) to provide, in each of three years, a
nine-month science policy-focused QEM/TCUP Fellowship based at NSF headquarters in Arlington, VA.
The Fellowship is designed to provide opportunities for recipients to learn firsthand how the NSF
functions; how to help shape Foundation programs and policies; and how to help ensure that STEM
(science, technology, engineering, or mathematics) faculty at Tribal Colleges and Universities (TCUs) are
included in the pool of potential reviewers and are aware of other STEM funding opportunities at the
Foundation. Support will be provided to the Fellow in the form of a stipend, cost-of-living adjustment,
health insurance, travel, and participation in professional meetings.
The recipients will learn how science policy is developed and implemented at the federal level and how
this policy impacts program planning and budget decisions at NSF. At the same time, each year’s Fellow
will be expected to share his/her knowledge and experience at a TCU with program officers in different
divisions and directorates at the Foundation, thereby enhancing awareness and understanding across the
Foundation of TCUs and the challenges/opportunities they offer. The Fellow also will serve as a resource
for faculty at tribal colleges regarding NSF programs and opportunities that can benefit education and
research at TCUs.

ELIGIBILITY CRITERIA
An applicant must:
• be a U.S. citizen
• hold a Ph.D. or an equivalent doctoral-level degree in STEM/STEM Education or be making
satisfactory progress toward a STEM or higher education doctoral degree, by the application deadline
• be a member of the faculty at a Tribal College or University
An applicant also must:
• have first-hand knowledge of/familiarity with the NSF TCUP Program
• be knowledgeable about Tribal Colleges and Universities, Alaska Native-serving Institutions, and
Native Hawaiian-serving institutions
• have strong oral and written communication skills
• be recommended by two persons, one of whom must be a department head or the chief academic
officer at his/her institution
• commit to sharing Fellowship experiences with other Tribal Colleges and Universities as well as
with STEM faculty and staff at his/her home campus
• be returning to the institution at which he/she was employed at the time of the application

The National Science Foundation (NSF) is an independent federal agency created by
Congress in 1950 "to promote the progress of science; to advance the national health,
prosperity, and welfare; to secure the national defense…" With an annual budget of
approximately $6.06 billion, NSF is the funding source for approximately 20 percent of all
federally supported basic research conducted by America’s colleges and universities. In
many fields such as mathematics, computer science and the social sciences, NSF is the

NSF leadership has two major components: a director who oversees NSF staff and
management responsible for program creation and administration, merit review,
planning, budget and day-to-day operations; and a 24-member National Science Board
(NSB) that meets six times a year to establish the overall policies of the Foundation. The
director and all Board members serve six-year terms. Each Board member and the
director, as well as the NSF deputy director, is appointed by the President of the
United States and confirmed by the U.S. Senate. At present, NSF has a total workforce
of about 1,700 at its Arlington, VA, headquarters, including approximately 1,200 career
employees, 150 scientists from research institutions on temporary duty, 200 contract
workers, and the staff of the NSB office and the Office of the Inspector General.
