PROGRAM DESCRIPTION
The NEH Collaborative Research Fellowship, administered by American Councils for International Education: ACTR/ACCELS and the National Council for Eurasian and East European Research (NCEEER), supports research and travel for U.S. post-doctoral scholars conducting collaborative projects in the humanities with researchers in any country of Eastern Europe or Eurasia (Russia, Central Asia, the South Caucasus, Belarus, Moldova, and Ukraine). Research topics are not restricted to regional or area studies, but must involve at least one collaborator from the region and research in the region itself. Applicants must propose to conduct at least four months of full-time research, of which two months must be spent overseas. The grant does not provide for collaborators to come to the U.S., but does provide support for collaborators' time spent on projects while working with U.S. scholars overseas. Applicants must plan to complete their NEH fellowships by August 31, 2010. The primary purpose of this fellowship is to encourage collaborative relationships between American scholars and their counterparts from Eastern Europe and Eurasia. Candidates for the fellowship must demonstrate, therefore, that their projects have a significant collaborative element. While the range of collaboration may vary, final reports, letters, and comments from past NEH fellows indicate that the role of overseas scholars consistently extends far beyond the mere provision of logistical and administrative assistance to their U.S. counterparts in the field.

GENERAL PROVISIONS
Fellowships are awarded to individuals on the basis of merit. The proposed project must be a collaborative effort, and a premium will be placed on the demonstrated potential for valuable collaboration beyond the specific award period. The maximum award amount is $40,000. American Councils and NCEEER give priority to proposals for long-term field research, but, in some cases, grant short-term fellowships to scholars who, in the opinion of the selection committee, propose valuable collaborative projects that can realistically be accomplished in four months, with a minimum of two consecutive months spent in the field. PROGRAM FUNDING: With funding allocated by the United States Congress, the National Endowment for the Humanities makes funding available for qualified candidates participating in this program. FIELDS OF RESEARCH: According to the 1965 National Foundation on the Arts and the Humanities Act, “The term „humanities‟ includes, but is not limited to, the study of the following: language, both modern and classical; linguistics; literature; history; jurisprudence; philosophy; archaeology; comparative religion; ethics; the history, criticism and theory of the arts; those aspects of social sciences which have humanistic content and employ humanistic methods; and the study and application of the humanities to the human environment with particular attention to reflecting our diverse heritage, traditions, and history and to the relevance of the humanities to the current conditions of national life.” The National Endowment for the Humanities does not fund any creative or performing arts such as the writing of fiction or poetry, painting, sculpting, composing or performing music, acting, directing, and dance. Critical, historical, and theoretical studies of the arts, however, are eligible for NEH support. American Councils and NCEEER encourage applications from scholars proposing innovative, interdisciplinary approaches to their subjects, and all applications receive equal consideration during the selection process. Program organizers support the work of U.S. humanists from fields that have been underrepresented in scholarship on Eastern Europe and Eurasia in the past, such as American studies, art history, comparative literature, cultural anthropology, musicology, and philosophy, as well as projects that strengthen international academic linkages beyond the traditional regional centers. All awards place a premium on the potential for further valuable humanistic collaboration beyond the specific award period of the NEH fellowship. COLLABORATION: As the primary purpose of this fellowship is to encourage collaborative relationships between American scholars and their counterparts from Eastern Europe and Eurasia, candidates for the fellowship must demonstrate that their projects have a significant collaborative element. Collaborators' roles in the design, development, and execution of research can vary considerably, as can the frequency of meetings between U.S. and foreign scholars, the kind of compensation provided to collaborators, and the responsibilities assumed by each party. Candidates should make clear in their Research Proposals (see "Application Instructions," below) how they expect the collaboration to contribute to the success of their research and what efforts they have made, to date, to build contacts with potential collaborators. Applicants should include any plans to compensate their collaborator(s) in the budget form under personnel. U.S. scholars are responsible for all taxes assigned to fellowship awards, regardless of payments made to overseas collaborators or support staff.
ELIGIBILITY The following types of individuals are eligible to participate in the NEH Collaborative Humanities Fellowship Program: Scholars who hold a Ph.D. degree or other relevant terminal degree; Fellowships are for persons who have already completed their formal professional training. Consequently, degree candidates and persons seeking support for work in pursuit of a degree are not eligible to hold NEH fellowships administered by independent institutions. Scholars who demonstrate a specific need to conduct collaborative research on topics in the humanities in the regions of Eastern Europe and Eurasia; Scholars who have a level of reading, writing and speaking proficiency in a language of the region that is sufficient to conduct independent research and engage colleagues, or who are able to demonstrate that such proficiency is not essential to the successful completion of the research; Scholars prepared to present an authoritative and persuasive plan for collaborative research; and Scholars who are able to begin their projects between May 2009 and May 2010 and plan to spend a minimum of four months carrying out their research, of which at least two consecutive months must be spent conducting research in the field. Applicants must complete their NEH research by August 31, 2010.
U.S. citizenship, permanent resident status, or three years of continuous residency in the U.S. before the date of application is required. All applications will receive consideration without regard to any non-merit factor such as race, color, religion, sex, sexual orientation, national origin, marital status, age, political affiliation, or disability. SUBMISSION OF APPLICATIONS: All applicants must submit completed applications as follows: an original and five collated copies, plus appropriate supporting documents to the offices of (1) American Councils, for applications involving Eurasia or (2) NCEEER, for applications involving projects in Central and Eastern Europe (see addresses below). The applications must be postmarked by the close of business on the deadline date of February 15, 2009. Faxed and e-mailed copies of applications will not be accepted. Applicants should also retain a copy of the application for their records, as no applications will be returned after the end of the competition. Program organizers reserve the right to verify all of the information indicated in the application. In the event that there is a discrepancy, or information is found to be false, the application will immediately be declared invalid and the applicant ineligible. SELECTION: Selection for the NEH Collaborative Research Fellowship follows a rigorous, two-stage process. All applications are reviewed by outside readers with expertise in the applicant's specific research field. Written comments from these evaluators, along with all application materials, are then reviewed by a final, independent selection committee of leading U.S. scholars. Criteria used to evaluate applications include (but are not limited to) the following: Feasibility of proposal Applicant‟s knowledge of discipline Applicant‟s language ability Importance of collaboration for the project and Overall importance of project

BUDGET FORM: Please note: NEH regulations now permit applicants to include in their budgets direct payments to collaborators (see instructions under personnel.) However, all fellowship funds will be awarded directly to the U.S. scholar who will be responsible for all taxes. The maximum stipend of $40,000 is applicable to any six-totwelve-month program; fellowships of four-to-five months in length carry a maximum stipend of $20,000. RESEARCH PROPOSAL (TEN PAGE MAXIMUM): The research proposal is the most important part of this application. Research proposals must address the goals, methods and significance of the project and relate the project to existing work in the relevant field(s). Your proposal should also describe the nature of the collaboration you plan to undertake, including as much information as possible about your collaborator(s) from the region (please attach resumes or CVs of planned or potential collaborators) and budget plans to support overseas partners. RESEARCH SYNOPSIS IN HOST-COUNTRY LANGUAGE OR DEMONSTRATION THAT LANGUAGE PROFICIENCY IS NOT ESSENTIAL TO THE SUCCESSFUL COMPLETION OF THE PROJECT: Applicants are required to write a synopsis of their research in the language of their proposed host country in order to demonstrate language skills sufficient to conduct their intended fieldwork. In cases where the regional host-country language differs from the language in which the applicant will conduct research, he/she should write the synopsis in the language in which he/she will conduct research. The research synopsis should be approximately 700 words long; it must be typed or printed in black ink in the host-country language. The synopsis must be entirely the applicant‟s own work, written without help, correction, or revision by any other person. Please note that selection committees and outside reviewers are easily able to recognize essays that have been edited by native speakers. If the project does not require proficiency in a language of the region to conduct the research and engage colleagues, this component of the application should explain why such proficiency is not necessary. The passport must be valid for at least six months after the end of your proposed travel in Eurasia. If your passport will expire before then, you should apply for a new one immediately and contact the American Councils or NCEEER office. Your passport must also contain at least two blank visa pages (not amendment pages). If you are a permanent resident, please also submit a copy of your green card. RECOMMENDATIONS: Each applicant must submit two letters of recommendation from colleagues, professors, or other qualified persons who are familiar with the applicant's work. Letters may be submitted separately from the application itself; please give your recommender the appropriate address (see below). NEH FELLOWSHIP PROVISIONS AND INFORMATION
LOGISTICAL SUPPORT: American Councils and NCEEER offer logistical support to scholars in those countries where American Councils has offices or NCEEER has formal affiliations with major educational institutions familiar with the needs of Western scholars (including Poland, Czech Republic, Slovakia, Slovenia, Romania, Hungary, Estonia, Latvia, Lithuania and Bulgaria). In addition, American Councils now has offices in Albania, BosniaHerzegovina, Macedonia, Montenegro, and Serbia that it will make available to support NEH scholars in cooperation with NCEEER. FLY AMERICA ACT: Scholars must make arrangements for the Trans-Atlantic flight to be on a U.S. carrier, in order to remain in compliance with the Fly America Act. Scholars must also provide American Councils or NCEEER with receipts of international airfare, in order to demonstrate compliance. FAMILY: No financial support, visas, or letters of support can be provided to accommodate the travel of family members of program participants. MEDICAL REQUIREMENTS: Under a 1995 Russian law, any person applying for an educational Russian visa must present a certificate showing that the individual is HIV negative. The certificate may be in either Russian or English, and the HIV test must have been taken no more than three months from the date of entry into Russia. Similar laws have been adopted or are under consideration by other Eurasian countries; American Councils can provide current information. An HIV certificate should not accompany initial applications; awardees may be requested to provide this certificate, if they require visa support from American Councils. FELLOWSHIP TENURE: Recipients of NEH fellowships must devote full time to their research projects and may not accept teaching assignments or undertake any other major activities during the tenure of their award. In the case of long-term fellowships, tenure must be continuous and last from four to twelve months. All NEH research activities must be completed by August 31, 2010. ADDITIONAL FUNDING: Fellows offered an NEH grant by another institution and wishing to split fellowship tenure between the institutions must notify both institutions and receive their agreement to the plan. Fellows must also alert both institutions so that they can adjust the respective stipends accordingly. Fellows may hold other fellowships or grants during fellowship tenure, including sabbaticals and grants from their own institutions; however, fellows must report this occurrence to the administering institution and receive approval for proposed division of costs and responsibilities. Fellows may not hold another concurrent NEH grant of any kind. REPORTS: Fellowship recipients are required to submit a written program evaluation and research report at the end of the fellowship period. Fellows agree to provide copies of all publications resulting from research conducted during the fellowship period. Recipients of NEH funds should also see that all products--scholarly articles, books, videos, CDROMs and web sites--resulting from research supported by their award contain an acknowledgment of support from the National Endowment for the Humanities as well as from the institution administering the award.

National Endowment for the Humanities The National Endowment for the Humanities is an independent federal agency created in 1965. It is the largest funder of humanities programs in the United States. The Endowment's mission is to enrich American cultural life by promoting knowledge of human history, thought, and culture throughout the nation.
