Community Public Library as Online Partner 2009                                                    $47,908

This LSTA project will assist the City of Lonsdale, Minnesota as it establishes public library
services and will provide funding for the library to become a SELCO Online Library.
Participating in SELCO’s Integrated Library System (ILS) and the MnLINK network will multiply
the materials available and enable the new library to share resources with the state. The
Northfield Public Library will partner in this project, providing administrative support as the
library prepares to open and managing the library’s future operations.

Community Library as Online Partner                                                              $251,826

The project, Community Libraries as Online Partners—2009, expands on a 2008 LSTA grant to
bring the Chatfield Brass Band Music Lending Library onto the SELCO system. This grant will
enable the Chatfield Brass Band Music Lending Library (CBBMLL) to organize, catalog, and
make available online a backlog of thirty years. The backlog consists of printed music which is
currently unavailable to library users and has been proven to be unique. A sampling of records
cataloged as part of the 2008 grant has shown that less than 5% of the music found in the
CBBML collection is currently available through OCLC.

Through CBBMLL’s participation in the SELCO Integrated Library System (ILS), this music will
be accessible to Minnesota residents (via MnLINK), the present world-wide clientele of
CBBMLL, and expands the library’s opportunity to serve the worldwide library community by
SELCO’S participation in OCLC. No other library collects and lends this type of music, making
access to the backlog more critical.

Toddler Techies                                                                                    $55,000

The Toddler Techies grant will provide public libraries with PCs designed for children ages 2-5.
The PCs feature an all-on-one design with touch screens and peripherals designed for the
unique needs of toddlers. The PCs also come with a wide assortment of educational software
pre-installed, giving toddlers their first technology experience in an environment designed just
for them. PCs are allocated to libraries based on population and local poverty rates, as
measured by participation in the school Free and Reduced Lunch Program.

Teens and Tweens @ Your Library                                                                          $19,600

The grant project, Teens and Tweens @ Your Library, will focus on strengthening Teen
Advisory Boards in public libraries, improving teen services and programming, and fostering
communication between community teens and public library staff. LSTA funds will expand non-
traditional teen services to help boost the overall library use, including library circulation, and will
place teens into guiding roles in the community. With the guidance of the teen boards, gaming
kits will be created, along with programming ideas and materials to get teens into the library.

StoryCorps Visit                                                                       $27,000 - $152,000 *

This LSTA project will bring StoryCorps™ to Minnesota to record and archive local, personal
histories. StoryCorps™ is an independent, oral history project that partners with public radio to
share participants’ stories. This grant will allow public libraries around the state to host
StoryCorps™ and to accomplish the StoryCorp™ mission “to honor and celebrate one another's
lives through listening.”
Working together, the regional and local library will:
    • Provide a quiet space to record
    • Identify participants (up to six pairs of individuals per recording day)
    • Provide a regional and/or local contact to coordinate the Door-to-Door event
    • Disseminate publicity to local media outlets
    • Participate in grant planning and evaluation activities.
StoryCorps™ will provide:
    • Two trained facilitators who skillfully guide participants through the interview process and
        operate state-of-the-art recording equipment
    • Professional audio and photographic equipment
    • One broadcast-quality CD of each interview for the participants and a second copy for
        the Library of Congress (with participants’ consent)
    • Assistance in developing a customized menu of questions for participants to use in
        interviews, tailored to community needs and interests
    • A complete archive of the Door-to-Door interviews to the hosting regional library so that
        community members can access their own stories.

* Note: There is a significant interest among the regional libraries that StoryCorp Vists become
a statewide project. If a statewide LSTA initiative is successful, SELCO is willing to serve as
grant applicant and act as fiscal agent. Each region, working with local libraries, would
determine the number of days needed. The funding request of $13,500/week and/or $27,000
for two weeks would increase proportionate to the number of locations and the number of days.
For example: if SELCO were to schedule StoryCorps™ for two weeks as initially planned the
cost would be $27,000. If each out-state region had the StoryCorps™ for one week, recording
up to 30 pairs of individuals and then scheduling two weeks in the metro area, the total project
cost would be: $152,000.

       Populations


Endorsement for the Austin Public Library

Increasing Pre-Literacy Skills of Preschoolers                                                          $25,000

Austin Public Library, in southeastern Minnesota, serves a population that includes 750 three
and four year olds. This LSTA grant project, “” will train 30 home-based child care providers,
caring for at least 60 three and four year olds, in proven literacy techniques. The grant will
affect at least 8% of the targeted population of pre-school children in the first year. Additionally,
in each subsequent year, it is estimated that 1-2 new children in this age group will be cared for
by each of the trained providers, adding steadily to the total number of children affected over
time. This LSTA project is closely modeled after the successful 2005 LSTA project executed by
the Carroll County Public Library in Maryland. We expect at least 80% of the providers to
demonstrate significant increased knowledge and skills, and at least 50% of the targeted
children to demonstrate significant gains on an early literacy skills assessment, and nearly all
children to show gains on one or more skills.
