									                       ESD 101 Tobacco Prevention & Control
                      Five-Year Program Activity Summary 2001-2006


    This summary describes ESD 101 tobacco contracts, workplans, outputs and closeout as
    they were reported to the Washington State Department of Health Tobacco Prevention &
    Control (TPC) program and recorded in the CATALYST web-based reporting system from
    contract years 2001-2006.

     The following sections are included in the summary:

                Contract: ESD 101 was the school-based tobacco contractor from 2001-2006.
                Appendix I includes funding sources, total funding per year, and FTE allocation by
                the contractor each contract year.

                Contractor: Appendix II lists all tobacco contacts for fiscal year 2005-2006. This is
                the most recent list of contacts, as the list was updated yearly and old contact data
                deleted.

                Workplans: All tobacco contractors were required to enter their workplans for the
                upcoming fiscal year in the spring. Each year certain activities were required of all
                community contractors. Appendix III lists required activities by year.
                In 2003-2004 workplans contractors were required to write SMART (Specific,
                Measurable, Achievable, Relevant, Time-bound) workplan objectives. Prior to
                workplan approval, contract managers reviewed workplans and negotiated
                changes if necessary. Finalized workplans were locked in CATALYST. Contract
                years began July 1 and ended June 30. Appendix IV shows planned activities with
                SMART objectives by year.

                School district level workplans were also reported in CATALYST.         Appendix V
                summarizes school district workplans.
                Outputs: All tobacco contractors were required to report their activities on a
                monthly basis. Monthly reporting included a narrative journal entry as well as
                numbers and description of audiences reached. Appendix VI shows the audiences
                reached by each activity conducted by year.

                Closeout: All tobacco contractors were required to close out each of their
                activities in CATALYST for the 2005-2006 contract year. Closeout provided an
                opportunity to assess their work throughout the year and determine if they met
                their SMART objectives in their workplan and to explain if they did not meet their
                objectives. Appendix VII includes closeout comments for 2003-2004, 2004-2005,
                and 2005-2006.

           Partners left saying this was a great idea and are looking forward to the next

           seeking what other topics could be on the agenda for these meetings.Several
           very good conversations occured that will help all of us partner together in a
           more collaborative way. One project that arose from the meeting, is a list of
           school champions meaning key contact people in each building that we are

           great success. It is the perfect opportunity for us to meet with our partners

           Program hosted a booth at the Palouse Empire Fair. The booth was staffed
           for most of the fair and carried a secondhand smoke message to parents and
           families. Also, Ciggy Butts was borrowed from Adams County and spent two
           days touring the fair, handing out stickers to youth.

           Spokane County Substance Abuse Advisory Board on why we are effective
           in tobacco prevention efforts and what works versus programs that do not.

                    GET REEL (Reaching Everyone and Exposing Lies) was the first regional
                    youth tobacco prevention summit held in Eastern Washington and it was a
                    great hit! Almost 100 youth attended the one-day event and the feedback
                    from the youth was very encouraging. The ESD supported the event by
                    funding the key note speaker as well as providing materials including the
                    book The 26% Youth Solution.It is hoped that this event will become an
                    annual event following a similar format. The event opened with Samual
                    Adams from the Truth campaign in Florida, followed by the Key note speaker
                    and then the rest of the day the youth attended mini-sessions to learn and
                    develop new skills. The youth were then transported to teh YMCA where they
                    had the complete facility to themselves.

                    Tobacco Prevention Specialist to discuss a new media literacy program that

                     Healthy Youth Survey 2004. This has been a large undertaking but it proving
                     to be somewhat successful. In addition to the recruitment, it also has been a
                     time consuming task to build the small school consortiums that will be a great
                     benefit to everyone.

                     school districts not participating are too small to get results and did not feel

                     advocacy training was held in Colfax for 21 youth from Whitman and Adams
                     County. The youth learned about advocacy at the local, county and state
                     levels. This was a great training and the youth were very interested in they

                   Tobacco Prevention Specialist attended the one-day Parental Control
                   training sponsored by TRPC in Moses Lake. This was a good workshop
                   where three easy parenting techniques were presented. Served as a good
                   reminder as to how we are able to assist parents and other agencies that
                   work with families.

                     for the Colville Tribe gave a short presentation on working with tribal
                     communities and how they may differ from other community based

           of 2004. Following the staff meeting and ESD 101 Center for Prevention

           The Tobacco Prevention Specialist, the ESD contract manager, and the
           County contract manager met with the NE Tri-County tobacco staff to
           strategize a way that the ESD and the County staff could collaborat better.
           NE Tri-County tobacco staff has great relationships within the school
           districts and DOH would like to see the ESD provided more of those
           services. This meeting was a huge success and the NE Tri-County staff will
           be meeting again with the Tobacco Prevention Specialist to further
           collaborate on school related issues.

           The Tobacco Prevention Specialist traveled to Colville to meet with NE Tri-
           County Health Department about classroom presentations and how we can
           collaborate better on them. NE Tri-County has good contacts within the
           small rural schools and we would like to work closely with them to build

                     interactive and engaged in both settings. I spoke with several youth about
                     starting a TATU group in St. John and am working with the school nurse,
                     school counselor and National School Coordinator on this.

                     The Tobacco Prevention Specialist and the PI at Medical Lake Middle
                     School did three classroom presentations on the health effects of tobacco
                     use to approximately 90 8th grade students. These presentations went fairly
                     well and the students were engaged in the conversation and the use of the
                     models.

                     1/21/2005
                     The Tobacco Prevention Specialist and the program assistant have spent
                     several hours working on coordination and presentation visits for Gruen Von
                     Behrens to come to the region. On Friday, the 28th the visit was cancelled
                     due to a family emergency. There was a large amount of coordination that
                     occured between the ESD, the schools involved, and our County partners.
                     At this time we are trying to reschedule Gruen's visit.

                     The visits for Gruen were rescheduled and conducted during this week. In
                     all he visited and gave presentations to nine buildings within our ESD and
                     one in ESD 123. As far as we know this presentations were very well
                     received and all went well. The County partners in Adams, Lincoln and NE
                     Tri- County were wonderful to work with on these presentations and also for

                   The Tobacco Prevention Specialist attended the DOH Clearinghouse work
                   group meeting in Seattle. This was a great meeting, that I felt like we
                   accomplished a great deal at and am looking forward to our January
                   meeting. Through this group, the clearinghouse will become a greater
                   resource to contractors.However, the meeting location was terrible for
                   anyone traveling any distance to the meeting. Downtown Seattle is not
                   easily accessible from the airport as you must either take a cab or a bus.
                   The cab cost is almost $40 and the bus, while much more reasonable in
                   cost took almost an hour to reach the location. I shared these feelings with
                   contract managers and hope that the next meeting will be at SeaTac or a
                   more central location.

                   meeting held in SeaTac. This meeting was especially valuable in discussing

           The tobacco prevention coordinator and the tobacco prevention specialist
           began compiling data for the ESD strategic plan. We also sent out a district
           self assessment to each superintendent in our region. This project is
           coming along, but it has been difficult to get the assessments back from
           Supertindents as they are not all in school. For those districts that we have
           P/I staff in they will complete the self assessment.The tobacco coordinator
           and prevention specialist will be working with each of our seven county
           partners to complete the County plan as well as the ESD plan.

           conference call for the ESDs. This was a good call to listen in on as it
           helped us to know what other ESDs are doing and how they are going

           The Tobacco Prevention Specialist attended another Whitman County
           Strategic Plan meeting. The same core group was present including
           representatives from the following: ESD 101, CMASA, DASA, Pullman
           School District, Colfax Chamber of Commerce and the Health Department.
           This was the best meeting so far as we worked on objectives and activities.
           A discussion occured around youth access and the County's desire to work
           on school policy. It was decided by the group that since the position has
           been cut to 1/2 time and that there is good collaboration with the ESD that
           they would not attempt to address school policy issues.

           The Tobacco Prevention Coordinator and Prevention Specialist spent 6
           hours working on the strategic plan. The objectives and activities were
           completed and the evaluation plan started on. The plan will be sent to the
           center coordinator and to Carla for review and then sent out to County
           parnters for further input.

           District Strategic Planning meeting. The ESD 101 plan was also shared with

                      The Tobacco Prevention Specialist worked with a building administrator to
                      look at policy and procedure regarding a youth that is reported to be using
                      tobacco. Model policies and procedures were shared, as well as those that
                      are closer to model policies and procedures that other districts have
                      adopted. The youth was caught shortly thereafter, however, the principal
                      reports it was helpful to meet beforehand so that he had an alternative to
                      offer the youth instead of suspension.

                      The Tobacco Prevention Specialist met with the Superintendent of Colfax
                      Schools regarding tobacco services available. This meeting went very well,
                      they will be adding a new ATS program to their discipline policy for tobacco
                      violators this fall as well as implementing Life Skills Training. For the first
                      time during the 2006-2007 school year, the ESD will be giving Colfax a
                      contract to provide tobacco prevention within their 5-9th grades.

                      The Tobacco Prevention Specialist met with the Liberty School District
                      Nurse, Elementary/Middle School Principal and Counselor as well as the
                      High School Counselor. This meeting was the result of the Tobacco
                      Services survey we sent out. Another good meeting in which policy was a

                     and I will be returning in May to provide a refresher course for the youth.

                     Over the past month, the Coordinator for the Tobacco Program and the PI
                     Coordinator have met with each of the PI's for ESD 101. While a number of
                     items was discussed at each meeting, tobacco was a main topic. Last fall,
                     the Prevention Specialist met with each PI to assist them to move toward a
                     comprehensive tobacco prevention program. The PI designated at least
                     one area they would like to improve on for last school year. In the meeting
                     held during September and October, the PI and the Coordinators reviewed
                     this information as well as establing new goals for this school year. The
                     increased reporting details were also explained to the PI at this time as
                     their information will no longer go in to RMC. We are hoping that these
                     small meetings will be valuable to our program as well as to the PI.

                The first ESD 101 Tobacco Partnership meeting was held for the 2005-
                2006 school year. This meeting was attended by all of the County partners
                with the exception of NE Tri-County. American Lung Association was also
                present. At this meeting we discussed the TPRC trainings and further
                needs, the need for a meeting should I-901 pass, the newsletter, the recent
                video being produced by SRHD, youth development opportunities, a Speak
                Out workshop in the spring, social source information, new media
                campaigns and the possibility of Gruen Von Behrens returning to our
                region. As we have said numerous times, this continues to be one of the
                best meetings we attend. Our partners are committed to it and seem to
                value it as well.

           The ESD 101 Center for Prevention had a staff meeting on the 9th of
           January. Tobacco related items were discussed, including the need for
           winter quarter reports, book marks as well as other clearinghouse
           materials.

           The ESD 101 Center for Prevention held a day long staff meeting for all
           center staff. The morning was spent in a diversity training led by Spokane
           Public Schools staff as well as a training video on date rape. The Tobacco
           Prevention Coordinator talked for some time about the tobacco program
           and what is expected of the SAS's to report and in a timely manner. The
           last two hours of the meeting were spent in an Center Advisory meeting
           which was attended by approximately 20 people from other agencies. This
           is a good meeting is which a great deal of information is shared and
           connections are made.

           The third ESD Tobacco Partnership meeting was held at ESD 101 with 8 of
           our partners attending. This was a good meeting where we discussed
           TPRC planning for next year, newsletter, Healthy Youth Survey, I 901

                    The Tobacco Prevention Specialist attended a meeting with the Whitman
                    County Contractor, Whitman County Sheriff Department, Youth Treatment
                    Counselor, County Prevention Specialist and two Colfax School staff. The
                    purpose of the meeting was to address youth at risk and youth access. It
                    was good for everyone to get together however due to the amount of
                    change right now at the school, hiring two new principals, it was difficult to
                    move forward with any plans until they are on board and ready.

                The Tobacco Prevention Specialist trained 26 Advanced Health Students at
                Medical Lake High School in TATU. Students who go to the middle school
                and give presentations will earn extra credit for the health class and
                community service hours toward the graduation requirement that the school
                has. This went very well and quickly as these students already had an
                excellent knowledge of tobacco and the health effects. Presentations will
                be made during the week of 12/12-12/16. One interesting event that
                occured is that the school's web filter would not let me access
                unfilteredtv.com or ashtraymouth.com. This was interesting and something
                that we may need to look into.

                The Tobacco Prevention Specialist for ESD 101 trained 17 middle school
                students in the City School of the West Valley School District. This was a
                five hour training with lunch and allowed the students time to begin
                planning and delivering their presentations. Students were very receptive
                and training went well. They will be giving presentations in March as part of
                a service learning grant.

                2/16/2006
                The Tobacco Prevention Specialist trained 8 students in the TATU
                curriculum at Tekoa High School. The students will be implementing the
                curriculum in a carnival type of setting and using it as a FCCLA project.
                This was a great group of kids that were very motivated and easy to work
                with.

                3/10/2006
                The Tobacco Prevention Specialist and Coordinator attended the ond day
                TATU training hosted by the American Lung Association and NE Tri County
                Health Department at Chewelah Peaks Learning Center. Over 115 youth
                attended with 11 adults being trained from seven different school districts.

                3/17/2006
                The Tobacco Prevention Specialist met with the 17 students at West Valley
                City School for the final time this Friday to work on their presentations as a
                part of their community service projects. This was a four hour session in
                which facts were reviewed, activities were demonstrated by students,
                groups were divided and presentation planning progressed. The last hour
                of the day was spent with the groups giving part of their presentations. On
                April 14th the students will be going to Pasedena Elementary and giving
                their presentations.

                     Von Behrens back to Eastern Washington for four days in February. Gruen

                     ESD 101 brought Gruen Von Behrens back to our region this spring to
                     make presentations to 8 schools districts in four counties. Many of these
                     were underserved schools that have responded to a recent survey we sent
                     out asking how we can better serve them.We have heard back from several
                     of these schools and all reports to date have been very positive. Gruen's
                     message always seems to go over very well. It is our belief that this is so
                     because there is something in it for everyone. It is mainly about tobacco but
                     also covers many other life lesson issues that teens need to constantly be
                     reminded of.

              good training and I would recommend New Horizons to anyone intersted in

              Intermediate Powerpoint workshop here at the ESD. This was a good
              workshop and would be highly recommended to others. Both staff felt they
              were competent in ppt. but learned many new and exciting tricks to the

              The Tobacco Prevention Specialist and Prevention Coordinator attended
              an afternoon multi-generational training. The focus of this training was to
              help people understand how during what time frame we were born or
              identify with may impact how we think, what is important to us and our work
              values. This was a great training! It was very well facilitated and the
              materials were excellent. I would suggest this training to any agency with
              more than one generation in the workplace. It is a good general awareness
              training.

              The Tobacco Prevention Coordinator and Tobacco Prevention Specialist
              attended the one-day When Parents are part of the Problem training held at
              ESD 123 in Pasco. This training was led by Martin Fleming, who once
              again did a fabulous job of allowing us to examin our thoughts and actions
              in each situation. Another well done TPRC training that was of value.

              The Tobacco Prevention Specialist attended the one day NMMLP training
              held at ESD 123 in Pasco. This was a good day long training that covered
              material that hadn't been covered in another training done my NMMLP. The
              section on the news and press releases was very informative and helpful.

           school year. This training was on the Poverty Framework and was based
           on the work of Ruby Payne. We had about 20 participants and the training
           was well received. There have been further requests for the next level of
           the training to organize as a community and address systems issues.

           The Tobacco Prevention Coordinator and Prevention Specialist attended
           the Urban Indian Tobacco Prevention and Control Leadership Institute held
           at the Sleeping Lady Lodge at Leavenworth. This was three days well
           spent learning more about how the health disparities of Native Americans,
           how best to work within their culture and tribal systems.

                          other non-typical school properties. It was due to the school signage project that we undertook this activity.
