CHRISTOPHER JAMES BERNARD SYNPOSIS BEM Approved CPD HOURS: 2 Ref No: IEM09//HQ/115/T Although International and National Oil and Gas companies are outsourcing more and more services to contractors, they still have the responsibility for formally demonstrating that HSE is being managed satisfactorily in all of their assets. It is becoming a mandatory requirement by governmental bodies globally that O&G companies submit this demonstration (i.e., HSE Case) for approval to conduct the asset operation. In Malaysia, for example, these take the form of Environmental Impact Assessment (EIA) reports by DOE or Safety Reports by DOSH as relevant. The objective of this talk is to provide an overview of the phases of a project along with the project management controls necessary for the successful management of HSE as applicable to E&P type projects. It will describe the specific applications of Hazards and Risk Management tools at key stages of the project and will review how the ALARP target factors in on major project conceptual and detailed design decisions and direction. The talk will focus, on various project stages and the relevant HSE objectives, tools and techniques that typically are employed to achieve the desired objectives and the deliverables expected at the end of each stage. It will also provide pointers to more detailed references and guidance for their application. It is not the intention of this talk to provide a complete specification of the HSE activities to be undertaken at each stage of a project. Nonetheless, it will provide guidance on key activities that need to be considered by those responsible for project design. BIODATA Christopher James Bernard (CJ) has over 25 years experience in the Oil & Gas Industry with 17 plus years in the Health, Safety, Security, Environmental and Quality and Regulatory management areas. He has diversified experiences managing HSSE&Q aspects and staff supporting various Oil & Gas projects and operations globally. These experiences include E&P type projects and operations for major O&G Field Developments, Drilling Campaigns (Conventional, Coiled Tubing, Snubbing and Underbalanced/MPD), Production and Abandonment Operations and Storage and Treatment Facilities. These projects have ranged globally and include deepwater, shelf and inland waters, high population to remote land locations, politically unstable to hostile environments and have been in mild to extreme climatic conditions. He also has experiences in Downstream O&G operations as the Hazards and Effects Management Process (HEMP) Expertise Center Leader with a major international O&G operator. This assignment led to a step change in the implementation of a global reaching Hazard and Risk Management system for all Classes of Business within their downstream operations. CJ has mastered and has demonstrated specific HSSE expertise associated with the development and deployment of best in class HSSE Management Systems and Processes in the successful delivery of project objectives and in meeting and exceeding HSSE targets for a variety of projects and operations globally. CJ is a Senior Principal Risk Consultant of Lloyd’s Register’s Risk Management Business in Malaysia, based in our Kuala Lumpur office, providing specialist risk management and safety engineering services to a wide range of industries.
